Incentive award for Inter-caste marriage

For social integration and removal of untouchability , there is provision for awarding cash incentive to inter-caste married couples if marriage solemnized between caste Hindus and Schedule Castes belonging to Hindu communities.

Inter-caste marriages can be one of the significant steps to reduce the caste-prejudices, abolish ‘untouchability’ and spread the value of liberty, equality, fraternity in the society.

Extension of due date of furnishing of Income Tax Returns and Audit Reports

In view of the challenges faced by taxpayers in meeting the statutory and regulatory compliances due to the outbreak of COVID-19, the Government brought the Taxation and Other Laws (Relaxation of Certain Provisions) Ordinance, 2020 (‘the Ordinance’) on 31st March, 2020 which, inter alia, extended various time limits. The Ordinance has since been replaced by the Taxation and Other Laws (Relaxation and Amendment of Certain Provisions) Act.

The Government issued a Notification on 24thJune, 2020 under the Ordinance which, inter alia, extended the  due date for all Income Tax Returns for the FY 2019-20 (AY 2020-21) to 30th November, 2020. Hence, the returns of income which were required to be filed by 31st July, 2020 and 31st October, 2020 are required to be filed by 30th November, 2020. Consequently, the date for furnishing various audit reports including tax audit report under the Income-tax Act, 1961 (the Act) has also been extended to 31st October, 2020.

In order to provide more time to taxpayers for furnishing of Income Tax Returns, it has been decided to further extend the due date for furnishing of Income-Tax Returns as under:

(A)       The due date for furnishing of Income Tax Returns for the taxpayers (including their partners) who are required to get their accounts audited [for whom the due date (i.e. before the extension by the said notification) as per the Act is 31st October, 2020] has been extended to 31st January, 2021.

(B)   The due date for furnishing of Income Tax Returns for the taxpayers who are required to furnish report in respect of international/specified domestic transactions [for whom the due date (i.e. before the extension by the said notification) as per the Act is 30th November, 2020] has been extended to 31st January, 2021.

(C)      The due date for furnishing of Income Tax Returns for the other taxpayers [for whom the due date (i.e. before the extension by the said notification) as per the Act was 31st July, 2020] has been extended to 31st December, 2020.

 

Consequently, the date for furnishing of various audit reports under the Act including tax audit report and report in respect of international/specified domestic transaction has also been extended to 31st December, 2020.

Further, in order to provide relief to small and middle class taxpayers, the said notification dated 24th June, 2020 had also extended the due date for payment of self-assessment tax for the taxpayers whose self-assessment tax liability is up to Rs. 1 lakh. Accordingly, the due date for payment of self-assessment tax for the taxpayers who are not required to get their accounts audited was extended from 31st July, 2020 to 30th November, 2020 and for the auditable cases, this due date was extended from 31st October, 2020 to 30th November, 2020.

In order to provide relief for the second time to small and middle class taxpayers in the matter of payment of self-assessment tax, the due date for payment of self-assessment tax date is hereby again being extended. Accordingly, the due date for payment of self-assessment tax for taxpayers whose self-assessment tax liability is up to Rs. 1 lakh has been extended to 31st January, 2021 for the taxpayers mentioned in para 3(A) and para 3(B) and to 31st December, 2020 for the taxpayers mentioned in para 3(C).

The necessary notification in this regard shall be issued in due course.

Revised base year for CPI-IW : No impact on dearness allowance

Government have changed base year of the CPI-IW from 2001 to 2016.


However, the change in base year of the index will impact DA calculations only in July next year as the government has frozen biannual hike in dearness allowances since January this year to offset the financial implications on the exchequer during the Covid-19 pandemic. Government had in January announced a hike in DA from 17% to 21% but did not implement it..
The next hike, which was due in July, has been deferred and will now be done in July 2021. The dearness allowance (DA) is a cost of living adjustment allowance paid to government employees, public sector employees (PSEs) and pensioners in India.

Under the new series, the CPI-IW for September stood at 118.  The linking factor for the conversion of new series to the old one, which had a base year of 2001, is 2.88. Under the previous base, the CPI-IW for August stood at 338, which would be 117.4 now after accounting for the linking factor.

The Union government on Thursday revised the base year for computing Consumer Price Index (Industrial Workers) CPI-IW from the present 2001 to 2016 after a gap of 15 years.

The CPI-IW is used as a benchmark for calculating dearness allowance for government employees, dearness relief for pensioners and wages for industrial workers in some sectors. Though it may not impact the salary of industrial workers and DA of government staff immediately, it will have a cascading impact on salary, DA and DR of workers, and pensioners.

The All India index for the month of September 2020 stands at the level of 118 and linking factor for the conversion of new series index to previous series on base 2001=100 is 2.88.

Union Ministry of Labour & Employment has denied reports appearing in a section of Media under the caption “Govt. employees set to get more DA” published on 16-10-2020 In this regard it may be stated that Union Ministry  of Labour & Employment has denied the report saying that it has never said that the new index would lead to a hike in salaries of industrial workers and Govt. employees. Following is the clarification of the Ministry :

“While it is a fact that Labour Bureau, an attached office of Ministry of Labour and Employment is going to release new series of Consumer Price Index for Industrial workers (CPI-IW) with 2016 as base year on 21st October, 2020. This index is used for revision of dearness allowance payable to Govt. employees and workers in the organized sector. However, the Labour ministry has never said that the new index would lead to a hike in salaries of industrial workers and Govt. employees. It will depend on the behaviour of new series which is too early to predict at this stage.”

Cabinet approves Productivity Linked Bonus and non-Productivity Linked Bonus for 2019-2020

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi, has given its approval to pay Productivity Linked Bonus (PLB)for the year 2019-2020 to 16.97 lakh non-gazetted employees of commercial establishments like Railways, Posts, Defence, EPFO,ESIC,etc.will be benefitted and the financial implication would be Rs.2,791 crore.

Non-PLB or ad-hoc Bonus is given to Non-Gazetted Central Government employees. 13.70 lakh employees would be benefited and Rs.946 crore will be the financial implication for the same.

A total of 30.67 lakh employees would be benefited by the Bonus announcement and total financial implication will be Rs 3,737 crore.

Payment of Bonus to non-gazetted employees for their performance in the preceding year is usually made before Durga Puja/Dussehra season. The Government is announcing the Productivity Linked Bonus (PLB) and ad hoc bonus for its non-gazetted employees to be disbursed immediately.

CM Naveen Patnaik launches bilingual integrated consumer service portal mobidyut.com & Mobile App under Mo Sarkar 5T to deliver efficient, time bound & transparent energy services. Electricity services will now come under mo Sarkar benefitting 89 lakh+ consumers.

CM appealed consumers and general public of Odisha to take advantage of this facility to resolve their electricity service related issues in a simple, easy and quick manner. A Mobile App has been developed for availing the service and it will soon be available in App stores.

Consumers can get new power connection up to 5 KW for domestic, general & other purposes like irrigation, pumping & agriculture in 48 hrs. The services will now be monitored under
Mo Sarkar 5T; minister and senior officials will be in touch with consumers for their feedback.

Office Memorandum

Sub: Grant of Advance – Special Festival Package to Government Servants.

The undersigned is directed to say that with a view to enable Government servants to meet expenses relating to festivals and to encourage spending thereby giving a boost to economic activities, in pursuance of decision taken by the Government, it has been decided that a special festival package of advance will be accorded to all Government servants for any important festivals upto 31st March, 2021.

2. A Head of Office may sanction this special package on the eve of any important festival to any Central Government Servant under his administrative control. The term “important festival” is clarified as such festivals or one of such festivals as Head of Department may declare in respect of establishments under his/her administrative control.

3. The amount of the package is Rs. 10,000/- to be paid as advance to Government servant. This amount is interest free. The amount would be released through pre-loaded Rupay Card from SBI. DDOs, on receipt of application from Government servants for this package may process and acquire the prepaid cards from SBI for issue among the applicants. A detailed SOP for DDOs for obtaining these cards would be separately issued.

4. The festival package may be granted to a Government servant if he/she is on Government duty or on leave excluding leave preparatory to retirement, on the date on which the advance is disbursed. The amount paid under this package is recoverable in not more than ten (10) instalments.

5. These orders will take effect from the date of issuance of this Office Memorandum and will be in force during the current financial year till 31 March, 2021.

6. All the Ministries/Departments are requested to bring the contents of this OM to the notice of all its Attached and Subordinate offices for their information /necessary action.

Nirmala Sitharaman here today announced measures of Rs 73,000 crore to stimulate consumer spending in the economy in an effort to fight the slowdown due to COVID-19 pandemic following lockdown. Union Minister of State for Finance & Corporate Affairs Shri Anurag Singh Thakur, Finance Secretary Dr Ajay Bhushan Pandey, Department of Financial Services Secretary Shri Debashish Panda and Department of Economic Affairs Secretary Shri Tarun Bajaj were also present during the announcement of stimulus package.
