Secretariat

State Secretariat of Odisha is the apex office of the State Government. This was functioning in State Secretariat Building which stands on the way from PMG sqr to AG sqr. In this building, O/o Chief Minister, Offices of Council Ministers and different departments of state government are functioning. The said building was inaugurated on 12 November, 1959 by the them Union Home Minister Govind Ballabh Pant. Now, some departments are shifted and functioning in separate buildings other than this main building.

a) Lokseva Bhawan The main building of State Secretariat has been renamed as Lokseva Bhawan. While delivering his Budget Speech in Odisha Legislative Assembly on 29 July, 2019, Chief Minister Naveen Patnaik announced that, "In a democracy, people are the masters and we all exist to serve them.  I take this opportunity to announce that "Sachivalaya" or "Secretariat" will be called as "Lok Seva Bhawan". On 15.08.2019, renaming of the Secretariat Building completed and on 05.12.2019, Notification was issued on renaming of Secretariat as Lok Seva Bhawan and the road from A.G. Square to Acharya Vihar Sachivalaya Marg as Lok Seva Marg.

b) Kharvel Bhawan  : In an attempt to bring the government offices, which run from distant places, under one roof, a new nine-storey tower has been constructed at Unit-V in front of the annexe building of Nirman Soudh near Power House Square. The new tower looks almost like the commissionerate building located nearby. This building was inaugurated on 15th August, 2019 by Hon'ble Chief Minister, Naveen Patnaik. Eleven Departments are functioning in this building.

c) Krishi Bhawan : The façade of the office of the Odisha State Department for Agriculture and Farmers’ Empowerment has been modelled on the distinctive ikat weave of Odisha expressed in pigmented bricks, signifying geographical diversity of the region. This brick-louvered screen acts as a solar shading device. The Rs.70-crore project was commissioned, in 2013, to Studio Lotus, an architectural firm based in Delhi, and opened to the public on September 20, 2018.

d) Rajiv Bhawan  : Water Resources Department and Officer of the SRC (Revenue Department) is functioning in this building located at the back side of Lok Seva Bhawan.

e) Paryatan Bhawan : Located in Kalpana area near Bhanjakala Mandap. The Tourism Department of State Government is functioning there along with its Directorate. 

f) Lok Sampark Bhawan - Department of Information and Public Relations Department is functioning there as a composite department. 

g) Kalinga Stadium : The sports Department is functioning in Kalinga Stadium premises w.e.f.01.04.2022.

Entry into Secretariat - Anyone can enter Secretariat premises on showing his/her "Secretariat Pass" issued by Home Department. For occasional entrance, one have to get a "visitor pass" from reception counter near Gate No. 4. Total five gates are there in Lokseva Bhawan for entry or exit with some restrictions.

    Rest time (except 9.30AM - 7.00PM) : Entry/exit - Pedestrian/ 2-wheelee / Cars

Gate No. 2 (9.30AM - 7.00PM) : Entry/exit - Only Pedestrian & 2-wheeler allowed

Gate No. 4 (9.30AM - 7.00PM) : Entry/exit - only pedestrian having Visitors Pass

Gate No. 5 (9.30AM - 8.00PM) : Entry/exit - Pedestrian/ 2-wheelee / Cars

Gate No. 6 (9.30AM - 7.00PM) : Entry/exit - Only Pedestrian & 2-wheeler allowed
