OSSA Election 2019 : When ??

Just one month left for completion of two years of the present body governing OSSA.
If we look at the procedures followed for the election of OSSA, then from the beginning of July a general body should be called for discussion and decision.

There is no proposal under consideration of the Government to abolish application fee for all candidates appearing for Government recruitment examinations.
However, candidates belonging to Schedule Caste/Schedule Tribe, persons with disabilities, ex-servicemen and women candidates are already exempted from payment of fee for Government recruitment examinations.
This information was provided by the Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh in written reply to a question in Rajya Sabha today..

No more recruitment on annual basis



In a meeting of high level committee decided to make amendment on OSS Recruitment Rules, 2016. Further it will not be mandate to hold Recruitment for any post each year so that issues on fixing upper age limit for the years during which no examination conducted can be avoided.

As we know this blog is being maintained since 2017 for getting all updates relating Secretariat and OSS Cadre. Sometimes we are trying to post some state and national news those keep important. Also trying to put Recruitment updates for the ASO aspirants as far as possible. Although it's not possible for me to collect all information from 41 Departments everyday, we may need all of my ASO colleagues for their help.

National Pension System (NPS)

"The Central Government had introduced the National Pension System (NPS) with effect from January 01, 2004 (except for armed forces). 
Pension Fund Regulatory and Development Authority (PFRDA), the regulatory body for NPS, finalised the architecture and appointed NSDL as Central Recordkeeping Agency (CRA) and other entities for National Pension System. 
Subsequently, various State Governments adopted this architecture and implemented NPS with effect from different dates.
In NPS, a government employee contributes towards pension from monthly salary (minimum 10%) along with matching contribution from the employer. The funds are then invested in earmarked investment schemes through Pension Fund Managers."
Scheme Information
'As per the present guidelines of Pension Fund Regulatory and Development Authority(PFRDA), contribution towards pension will be invested in the default schemes for State Government of three Pension Fund Managers (PFMs), viz, LIC Pension Fund Limited, SBI Pension Funds Pvt. Limited and UTI Retirement Solutions Limited. 
Who can join?
1.Employees of Central Government or Central Autonomous Bodies 
2.Employees of State Government or State Autonomous Bodies 
3. Private Sector Employees
4.All Citizens of India: Any individual citizen of India (both resident and Non-resident) in the age group of 18-65 years (as on the date of submission of NPS application) not being covered by any of the above sectors has been allowed to join NPS architecture under the All Citizens of India sector from May 01, 2009.
                 Multiple Accounts
No, opening multiple NPS accounts for an individual is not allowed under NPS. However an Individual can have one account in NPS and another account in Atal Pension Yojna.
How NPS works?
Upon successful enrolment, a Permanent Retirement Account Number (PRAN) is allotted to the subscriber under NPS. Once the PRAN is generated, an email alert as well as a SMS alert is sent to the registered email ID and mobile number of the subscriber by NSDL-CRA (Central Record Keeping Agency).Subscriber contributes periodically and regularly towards NPS during the working life to create the corpus for retirement. On retirement or exit from the scheme, the Corpus is made available to the Subscriber with the mandate that some portion of the Corpus must be invested in to Annuity to provide a monthly pension post retirement or exit from the scheme.

Successfully completion of induction training of ASOs

In the meantime the induction training of newly recruited ASOs (Batch 2012-13, and batch 2015-16 & RA/Induction) is over. All ASOs completed their training in 10 batches with nearly three months duration each.
In next month nearly 500 ASOs are going to join Odisha Secretariat Service.  Before their entry to service, Government issued a Revised Training Scheme in which three types of training system are there.
1.Induction Training : 
ASOs (Newly recruited /Induction)
2. Refreshing Training : 
ASO / SO / DO
3. Orientation Training : 
On specific subjects like Service Condition / pension matters / financial rules and regulations

Rajanikant Singh - Deputy Speaker of OLA

Biju Janata Dal (BJD) lawmaker Rajanikant Singh was today elected as the Deputy Speaker of Odisha Assembly.
Mr Singh, a four-time legislator from Angul constituency, was elected unopposed as there was no contender.

Ashoka Parija - New Advocate General of Odisha

The Office of the Advocate General, Odisha came into existence with the creation of separate province of Odisha from 1st April, 1936. High Court of Odisha was separated from Patna High Court during the year, 1948. After establishment of High Court of Odisha, the Office of the Advocate General has started functioning within the High Court premises in the building provided for the purpose by the High Court of Odisha since, 1948, Office of the Advocate General, Odisha is a permanent establishment, It has two wings viz. Judicial and Administrative-cum-­Accounts.
Senior advocate and former Chairman of Bar Council of India Ashok Parija has been appointed as the new Advocate General of Odisha. He will replace Surya Prasad Mishra.
Parija was elected Chairman of the Bar Council of India, succeeding former Solicitor General of India Gopal Subramaniam, in July 2011.
Born in 1961, Parija was enrolled as an advocate in the Bar Council of Orissa at the age of 23. He started his practice under Bijoy K Mahanti, former Advocate- General of Odisha. Parija was designated as a senior advocate in 2003 and elected as a member to the State Bar Council in March 2008. The same year in August, he became member of Bar Council of India.

Chief Minister's Grievance Cell resumes on 1st July

Chief Minister's Grievance Cell will resume it's operation from 1st July onwards. Grievance redressal on Mondays will resume at offices of Chief Secretary, other Secretaries and District Collectors as before.

Branches of both UCO Bank and SBI are functioning in Secretariat premises. As the UCO Bank branch is operating since 47 years, and the SBI Branch since 13 years, many of the employees of the Secretariat have opened their accounts in UCO Bank. 
Although its not compulsory to open your salary account in banks of Secretariat Branches but as our job is Secretariat centric, many of us prefer to operate our account from either of these two branches. 
Many of the recent 500 ASOs may have salary accounts for their present job. So anyone already having a bank account, they can transfer it to Secretariat branch for their easy correspondence with bank.
You can also open your salary account for this Secretariat Job separately in this bank. For this you can send your documents to the bank email id and getting your passbook on the day of orientation program. Otherwise bring your KYC to the orientation venue and the bank officials will help you in opening your account on the spot.

FAQ : Medical Fitness Test of ASOs

Its obvious to make queries regarding Medical Fitness Test of newly recruited ASOs. 
Q1. Whether to bring OPSC Result Sheet to CDMO Office ?
Ans. All CDMO offices are well informed about this procedure to issue required fitness certificate against eligible ASOs. You can bring the OPSC merit list with you for reference but it's not mandatory.
Q2. What to be filled in as your Department?
Ans. As appointment letter has not been issued yet, and all ASOs are under Home Department so you can just fill the Department as  "HOME Department"
Q3. Whether to submit Examination/Test report along with Medical Fitness Certificate at the time of joining?
Ans. Yes
