ଭୁବନେଶ୍ୱର - ତା ୨୫.୦୨ । ଓଡ଼ିଶା ସଚିବାଳୟ ଲେଖକ ପରିଷଦର ଫେବୃୟାରୀ ମାସର ସ୍ୱାରସ୍ବତ ଆସର ଲୋକସେବା ଭବନ ଠାରେ ଅନୁଷ୍ଠିତ ହୋଇଯାଇଛି ।  ଏହି ଅବସରରେ  ଅନୁଷ୍ଠିତ ସାହିତ୍ୟ ସଭାରେ ସଭାପତିତ୍ୱ କରିଥିଲେ ସୁଶାନ୍ତ ଧର । ସଂଯୋଜନା କରିଥିଲେ ବିଜନବାଳା  ପାଟଯୋଷି ।  ବନ୍ଦିତା ଦାଶ,କାହ୍ନୁ ଚରଣ ଦାସ, ପୁଷ୍ପାଞ୍ଜଳି ବିଶୋୟୀ,ସୁଶାନ୍ତ ଧର,ପୀୟୂଷ ରଞ୍ଜନ ପରିଡା,ସଞ୍ଜୟ ଆନନ୍ଦ କୁମାର ତ୍ରିପାଠୀ ,ସ୍ମୃତି ନାଥ ଓ ଲୋକନାଥ ସାହୁ  ସ୍ୱରଚିତ  କବିତା ପାଠ କରିଥିଲେ ।  ବିଜନବାଳା ପାଟଯୋଷି , ମୌସୁମୀ ଦାସ ,ରଶ୍ମିତା ମହାନ୍ତ ଓ ସର୍ବଜିତ ଶ୍ରୀଚନ୍ଦନ ସ୍ୱରଚିତ ଗଳ୍ପ ପାଠ କରିଥିଲେ । ସଭା ଶେଷରେ ଧନ୍ୟବାଦ ଅର୍ପଣ କରିଥିଲେ  ବନ୍ଦିତା ଦାଶ । ପରିଷଦର ୟୁ ଟ୍ୟୁବ ପତ୍ରିକା  "Pahacha" ର ପ୍ରଚାର ପ୍ରସାର ପାଇଁ ସମସ୍ତେ ଯତ୍ନବାନ ହେବାକୁ ପ୍ରସ୍ତାବ ଗୃହୀତ ହୋଇଥିଲା ।

Anu Garg, IAS appointed new Chief Secretary

Senior IAS officer Anu Garg has been appointed as the new Chief Secretary of Odisha, succeeding Manoj Ahuja, who retires on December 31, 2025.

Garg, a 1991 batch IAS officer, is currently serving as Development Commissioner and Additional Chief Secretary of the Planning and Convergence Department and Water Resources Department. She will be the first woman to hold this top bureaucratic position in the state.

Ref: Letter No. 10136 dated 29.11.2025 of Chief Engineer (Civil), OB&CC Ltd.  

Sir,  

Inviting reference to the letter referred to above, I am directed to say that the Chief Engineer (Civil), OB&CC Ltd., vide letter referred to above, has intimated that the redevelopment proposal for the Secretariat Campus was discussed in detail in the meeting held under the Chairmanship of the Hon'ble Chief Minister, Odisha on 08.10.2025 and approved in principle to take up Phase-I work.  

Further, as per the deliberations of the meeting held on 12.11.2025 under the Chairmanship of the Additional Chief Secretary to Government, Revenue & DM Department, it was decided to incorporate the proposed Bipariaya Parichalana Bhawan within the Secretariat Redevelopment Plan. Accordingly, the revised Master Plan has been prepared by OB&CC Ltd.  

The Comprehensive Secretariat Redevelopment Project will be taken up in the following 3 phases:  

Phase-I:

3-level Underground Parking;  

New Secretariat-cum-Mantralaya (3B+G+11);  

New Office Building (3B+G+11);  

Bipariaya Parichalana Bhawan (3B+G+9)  

Phase-II:

Annex Secretariat Building (3B+G+9);  

Service Building (B+G+1);  

New Office Building beside Nirman Soudha (3B+G+11)  

Phase-III:

Future Development – Annex Building for State Assembly  

In order to commence Phase-I activities, the following functioning offices located within the designated redevelopment zone are required to be shifted urgently to facilitate dismantling and construction works in accordance with the approved plan.  

• ADM Office, Bhubaneswar  

• OSEPA, Bhubaneswar  

• Research Laboratory (Geology)  

• Directorate of Geology  

• Higher Secondary Education Office, Bhubaneswar  

• Economic Offence Wing, Bhubaneswar

• Cyber Complex, Odisha Police  

• Directorate of Town Planning  

• EIC-Electrical Office  

• SE, Bhubaneswar (R&B) Division-III  

In view of above, it is requested to take necessary steps for relocation of the respective office/establishment of concerned Departments from the designated redevelopment zone at the earliest so that Phase-I demolition of above buildings will be taken up observing due procedures for the construction of Secretariat Redevelopment Project without delay.

Entry is allowed only through Gate No.1, 2 & 5 subject to existing gate entry rules.

Two wheelers parking in between Gate No.5 to Gate No.3 (via S&ME - Higher Edn - SBI - Canteen) and in front of Drivers Rest Shed (rear side of Finance Deptt)

Only Vehicles of Hon'ble CM, all Ministers, CS, DC cum ACS, ACS, Pr Secy, Comm cum Secy are allowed to park in designated places.

Vehicles of other officers will be parked at OSRTC Office and Backside of Indira Gandhi Park.

DON'TS 

No entry through Gate No.4 and 6

No temporary/ one-day/visitors pass will be issued.

No parking in and around Panchayatiraj Department and it's lawn.

No parking inbetween  Gate No.4 and UCO Bank, Four Wheelers parking area of Home and Finance Department
