Odisha Government announces DA hike by 4% to its staff

The Odisha government has given New Year 2023 gift to its employees. It announced hike in the Dearness Allowance (DA) and TI by 4% (i.e. from the existing 34% to 38%) for the state employees which will be effective retrospectively from July 1, 2022.

DOT FEST in Bhubaneswar

The second edition of ‘Dot Fest’ - a part of city festivals to mark FIH Men’s Hockey World Cup 2023 - will be organised in the state capital from January 15 to 29 with a host of events that would witness participation by Bollywood celebrities and international storytellers.


As many as six major festivals and events will be organised as part of the fest.

  • Bhubaneswar live, 
  • international food festival, 
  • story-telling festival BhuFesto
  • Ekamra walks, 
  • night flea market and 
  • Sebe-O-Ebephoto exhibition 

The Bhubaneswar live show to be organised at IDCO exhibition ground from 7 pm to 10 pm every day from January 15 to 29 will have a slew of celebrities making appearances. 

The international food festival will be organised from January 15 to 29 at the Idco exhibition ground 6 pm onwards showcasing global cuisines from 16 participating countries as well as popular dishes from Odisha and other parts of the country. 

BDA will also set up a night flea market from January 15 to 29 at Ekamra Haat where several makeshift stalls will be provided to vendors to promote local and indigenous products.The market may remain open beyond 12 am. 



The story-telling festival BhuFesto will be organised on January 14 and 17 at IG Park, Buddha Jayanti Park, APJ Abdul Kalam Park and Kalabhoomi from 2.30 pm to 7.30 pm.

Manoj Kumar Mishra, IRTS quits Central service, joins state

The state government on Thursday appointed Manoj Kumar Mishra as principal secretary of the Electronics and Information Technology department on a contractual basis a day after the Indian Railway Traffic Service (IRTS) officer’s resignation was accepted by the Ministry of Railways. He will remain in the additional charge of special secretary to the government (Rail Coordination) in the Commerce and Transport Department.

Validity of Secretariat Identity Card extended till 30.06.2023

Home Department has extended the validity of Identity Card issued to Officers / Employees of Secretariat till 31.12.2021. This is for information that the Cards issued earlier with validity till 31.12.2020 has been extended in different phases till 31.12.2022. Now it is decided to extend the validity for another period of six months.

It was decided to prepare new Identity (RFID) Card for Secretariat Employees from January 2022. This card will have more security features as compared to existing Cards. The RFID ( Redio Frequency Identification) Technology will be used in this card so that any type of duplication of this card can be minimised. This proposal is under consideration of Government since last two years.

DEO & Typist Cadres in Secretariat : Declared as dying cadres

Apart from four major cadres (i.e. IAS, OAS, OFS, OSS), another three cadres are there in Odisha Secretariat whose strength is about 1200. 

1) Odisha Secretariat Data Entry Operators Cadre
2) Odisha Secretariat Typist Cadre
3) Odisha Secretariat Executive Assistant /PA/PS Cadre

But keeping in view the implementation of Information Technology for quick service delivery and use of computers in all the Departments for smooth functioning of official work the use of typewriter has been obsolete. Hence Government has declared the Odisha Secretariat Typist cadre as the dying cadre. (Notification.PDF) 

Similarly, keeping in view the job charts of Data Entry Operator's cadre and the works of digitization and automation leading to OSWAS there is minimal data entry in different Administrative Departments. Hence Government has also declared the Odisha Secretariat Data Entry Operator cadre as the dying cadre. After the aforementioned declarations, there will be no further recruitment in these cadres. The base level posts remained vacant due to promotion to higher ranks will be abolished automatically.

It is noted that there was a proposal for amendment of stenographer cadre for integration / merger of DEO cadre in Secretariat with the Executive Assistant Cadre and Private Secretary cadre at appropriate grade(s).  In this regard a meeting was held under the Chairmanship of ACS, Home Department with Secretaries of some key departments. Based on present circumstances, DEO Cadre was decided to be a dying cadre. But the decision of integration / merger is not yet finalized. (Minutes of the Meeting.PDF)

In the meantime, the cadre of Executive Assistant (formerly known as Junior  Stenographer) has been restructured in respect of Recruitment Rule, Sanction Strength, Designation etc. This cadre is also running with vacancy of more than 50%. 

Career prospective of existing employees : 

DEOs : There are only 37 employees working in promotional posts against sanctioned strength of 71. whereas 176 Jr DEOs are working against 344 posts. After declaration of abolition of Contractual Rules, 2013, 160 Jr DEOs have got regular status. Hence, they are now eligible for promotion to higher rank. But, due to very few retirement of higher rank employees in coming 10 years and long service period of young newly recruited Jr DEOs, there will be merely any promotion from base level posts. The year 2022 was a good time for 160 newly recruited Jr DEOs to have regular scale salary instead of fixed remuneration as contractual employees. Because of this status may of them became able to access Government Quarters in Bhubaneswar. For better identification and promotional aspects, it is expected that this cadre may be merged with Executive Assistant / PA / PS Cadre.

Typists :   Most of the employees of this cadre are working in issue sections of Administrative Departments. After implementation of OSWAS, Concerned OSS Officers are typing the Notes and drafts themselves, So there is no need of typewriter as well as typists. But as far issuing of letters and their dispatch  is concerned, most Departments depend on their issue sections. Hence one to two staff are necessary for the aforementioned purpose. But the present position of Typist Cadre is 78 out of strength 197. Out of them 25 employees will be retired by 2025 and rest major part by 2032. Though only 4 employees are there in two base level grades, hence all employees will avail maximum promotional grade before retirement.

Executive Assistants : This is a vary important cadre who are being attached to senior officers to assist in official work. Hence keeping in view the necessity, restructure has been made many times in this cadre. There is better promotional avenue from Level-9 to Level-15. A Junior Executive Assistant can avail maximum seven promotions if found eligible subject to availability of vacancy. Except newly recruited 41 JEAs (actually appointed as Junior Stenographer in 2016), all employees of this cadre have availed promotion. The 251 posts of first two promotional posts i.e. Personal Assistant and Sr. Executive Assistant are lying vacant because of non-availability of eligible JEAs. But after getting regular status from initial appointees, existing 41 JEAs have now better chances of promotion.

5th Batch Induction Training of ASOs completed; Next Batch from Dec 26

The 5th Batch induction training of newly recruited ASOs has been completed on 16th December, 2022. Total 40 ASOs have joined their respective departments after this training from Odisha Secretariat Training Institute (OSTI) functioning at Toshali Bhawan. (Download Relieve Order. PDF) 

The next batch (6th) is scheduled to be commenced from 26th December,  2023. A list of 50 ASOs has been prepared by Home Department for the forthcoming batch. (Download 6th Batch ASO List. PDF) 

Hearing on ASO Result in High Court : Next on 19th January

High Court declares another hearing on 19th January 2023.

As scheduled, today hearing on ASO Result, High Court allowed petitioners to submit rejoinder against the Counter Affidavit filed by OPSC. So the candidates (both selected and not selected) have to wait another one month for further updates on ASO Result. 

It's noted that, earlier the High Court proceeded to quash the petitions regarding irregularities in recruitment process for ASO and ordered the commission to publish the final list following policy of 2016. However, new petitions were filed with allegation on selection process (applying sectional cutoff) following which, a stay has been ordered on publication of final result. 

OPSC ASO Exam was conducted by the commission on 27th August this year and the result was declared on 7th November. The selected 1104 candidates were allowed to appear Computer Skill Test on 4th December.

ରାଜ୍ୟର ସରକାରୀ ଚାକିରୀ ପାଇଁ ହେଉଥିବା ପ୍ରତିଯୋଗିତା ମୂଳକ ପରୀକ୍ଷା ଗୁଡିକ ମଧ୍ୟରୁ ସଚିବାଳୟ ଏଏସ୍ଓ ପରୀକ୍ଷା ସବୁବେଳେ ଚର୍ଚ୍ଚା ରେ ରହିଆସିଛି। କିନ୍ତୁ ପ୍ରଥମଥର ପାଇଁ ୨୦୨୨ ମସିହାରେ ଲିଖିତ ପରୀକ୍ଷାର ଫଳାଫଳ ବାହାରିବା ପରେ ବିଶେଷ କରି ବିଷୟ ଭିତ୍ତିକ କଟ ଅଫ ପ୍ରୟୋଗକୁ ନେଇ ପରୀକ୍ଷାର୍ଥୀ ମହଲରେ ବିଶେଷ ଅସନ୍ତୋଷ ଦେଖାଦେଇଛି।

The expected Dearness Allowance January 2023 is 42% and its may vary from upcoming AICPIN data.

The Indian government releases data about inflation and the expected Dearness Allowance percentage is calculated as a percentage of the current month Consumer Price Index (CPI). It is based on the assumption that the price of goods sold will increase in line with inflation.


Calculation:

Percentage of Dearness Allowance 
(Average of AICPIN for the past 12 months – Fitment Linking Factor) x 100 / Fitment Linking Factor 

Average AICPIN for last twelve months : 

[125.7+125.4+125.1+125.0+126.0+127.7+129.0+129.2+129.9+130.2+131.3+132.5] x 2.88  / 12 = 368.88

Hence, expected DA for October, 2022

= (368.88-261.4) /261.4 x 100 = 41.12

DA Arrears of 18 months : No hope

DA arrear of 18 months
During the Covid-19, three instalments of DA arrears- January 1, 2022, July 1, 2020, and Jan 1, 2021, were stopped. The Finance Minister has made it clear to central government employees that arrears of 18 months will not be available. 
 
In July 2021, the government reinstated Dearness Allowance. However, there was no mention of the three payments' money that had been unpaid for the previous 18 months. Beginning on July 1, 2021, the government increased the dearness allowance by 11%. After that, the dearness allowance increased from 17 to 28 per cent starting in July 2021. However, it is currently at 38%. However, the workers also demanded compensation for the 18 months that the dearness allowance was halted.
