Odisha Government hikes dearness allowance by 4%

The State Government have been pleased to release the additional dose of D.A. @4% enhancing the same from the existing rate of 46% to 50% on the Basic pay with effect from 01.01.2024 in avour of State Government Employees, covered under the ORSP Rules, 2017.

The Additional dose of D.A. will be drawn in the Pay Bill of March, 2024 and onwards. Arrear from the month of January, 2024 to February, 2024 on account of the enhanced D.A, shall not be drawn before the date of disbursement of salary of March, 2024.

Cabinet approves additional instalment of Dearness Allowance and Dearness Relief to Central Government employees and pensioners

49.18 lakh employees and 67.95 lakh pensioners to benefit

4% benefit to cost Rs.12,868.72 crore per annum to exchequer

The Union Cabinet chaired by Prime Minister Shri Narendra Modi approved to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 1.1.2024 representing an increase of 4% over the existing rate of 46% of the Basic Pay/Pension, to compensate against price rise.

The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be Rs.12,868.72 crore per annum.  This will benefit about 49.18 lakh Central Government employees and 67.95 lakh pensioners.

This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.

Consumer Price Index for Industrial Workers - November 2023

As per Press Release by Labour Bureau, Consumer Price Index for Industrial Workers (CPI-IW) for November, 2023 increased by 0.7 points and stood at 139.1

The Dearness Allowance for Government Employees depends on these CPI-IW for last 12 months. As per calculation, DA may be enhanced by 4% from January, 2024.

CM announces  4% DA hike for Govt employees and pensioners.

Hon'ble CM Sri Naveen patnaik today announced 4% increase in Dearness Allowance (DA) and Dearness Relief (TI) for Govt employees  and pensioners.

•The State Government announced release of 4 percent additional dose of Dearness Allowance (DA) and Dearness Relief (TI) in favour of State Government Employees and Pensioners respectively to enhance the rate from 42% to 46%.

•The enhanced DA and TI will be paid from 1st July, 2023 retrospectively.

•This will benefit 4.5 lakh State Government employees and 3.5 lakh pensioners.

AICPIN for June 2023 : Expected DA 46%

Consumer Price Index for Industrial Workers (2016=100) for the month of June, 2023 has been issued by Labour Bureau, Government of India. The All India CPI-IW for June,, 2023 has been increased by 1.7 points and stood at 136.4.
Hence, if calculated, as per formula, the Dearness Allowance is expected 46%.
Note : At present, Central Government employees are availing DA @ 42% w.e.f. 01.01.2023

The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, today has given its approval to release an additional instalment of Dearness Allowance to Central Governments employees and Dearness Relief to Pensioners with effect from 01.01.2023.  The additional instalment will represent an increase of 4% over the existing rate of 38% of the Basic Pay/Pension, to compensate against price rise.

The combine impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be Rs.12,815.60 crore per annum. 

This will benefit about 47.58 lakh Central Governments employees and 69.76 lakh pensioners.

This increase is in accordance with the accepted formular which is based on the recommendations of the 7th Central Pay Commission.

Expected DA from January @ 42%

AICPIN 

The expected Dearness Allowance from January 2023 is 42% and it can be assumed as final based on AICPIN for December, 2022 which has been published on 31st January, 2023 by labour bureau.

Consumer Price Index for Industrial Workers (2016=100) for December, 2022 decreased by 0.2 points and stood at 132.3 points. 

DA Calculation:
Percentage of Dearness Allowance 
(Average of AICPIN for the past 12 months – Fitment Linking Factor) x 100 / Fitment Linking Factor 

Average AICPIN for last twelve months : 

[125.1+125.0+126.0+127.7+129.0+129.2+129.9+130.2+131.3+132.5 + 132.5 + 132.3] x 2.88  / 12 =372.144

Hence, expected DA for January, 2023

= (372.144-261.4) /261.4 x 100 = 42.35

Odisha Government announces DA hike by 4% to its staff

The Odisha government has given New Year 2023 gift to its employees. It announced hike in the Dearness Allowance (DA) and TI by 4% (i.e. from the existing 34% to 38%) for the state employees which will be effective retrospectively from July 1, 2022.

AICPIN stood at 132.5 for October, 2022 : Expected DA @42% in January, 2023

The expected Dearness Allowance January 2023 is 42% and its may vary from upcoming AICPIN data.

The Indian government releases data about inflation and the expected Dearness Allowance percentage is calculated as a percentage of the current month Consumer Price Index (CPI). It is based on the assumption that the price of goods sold will increase in line with inflation.


Calculation:

Percentage of Dearness Allowance 
(Average of AICPIN for the past 12 months – Fitment Linking Factor) x 100 / Fitment Linking Factor 

Average AICPIN for last twelve months : 

[125.7+125.4+125.1+125.0+126.0+127.7+129.0+129.2+129.9+130.2+131.3+132.5] x 2.88  / 12 = 368.88

Hence, expected DA for October, 2022

= (368.88-261.4) /261.4 x 100 = 41.12

DA Arrears of 18 months : No hope

DA arrear of 18 months
During the Covid-19, three instalments of DA arrears- January 1, 2022, July 1, 2020, and Jan 1, 2021, were stopped. The Finance Minister has made it clear to central government employees that arrears of 18 months will not be available. 
 
In July 2021, the government reinstated Dearness Allowance. However, there was no mention of the three payments' money that had been unpaid for the previous 18 months. Beginning on July 1, 2021, the government increased the dearness allowance by 11%. After that, the dearness allowance increased from 17 to 28 per cent starting in July 2021. However, it is currently at 38%. However, the workers also demanded compensation for the 18 months that the dearness allowance was halted.

Subject: Revision of rates of Dearness Allowance to Central Government employees- effective from 01.07.2022.

The undersigned is directed to refer to this Ministry’s Office Memorandum No. 1/2/2022-E-II(B) dated 31.03.2022 on the subject mentioned above and to say that the President is pleased to decide that the rate of Dearness Allowance payable to Central Government employees, shall be enhanced from 34% to 38% of the Basic Pay with effect from 1st July, 2022.
