Cabinet approved Dearness Allowance hiked by 2% w.e.f. 01.01.2026
Cabinet approves additional instalment of Dearness Allowance to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 01.01.2026

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 01.01.2026 representing an increase of 2% over the existing rate of 58% of the Basic Pay/Pension, to compensate against price rise.
The combined impact on the exchequer on account of increase in both Dearness Allowance and Dearness Relief would be Rs.6791.24 crore per annum. This will benefit about 50.46 lakh Central Government employees and 68.27 lakh pensioners.
This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.

DA hike of 3% for State Government Employees
ଦୀପାବଳି ପୂର୍ବରୁ ମାନ୍ୟବର ମୁଖ୍ୟମନ୍ତ୍ରୀ ଶ୍ରୀ ମୋହନ ମାଝୀ ଙ୍କ ଘୋଷଣା ।
ରାଜ୍ୟ ସରକାରୀ କର୍ମଚାରୀଙ୍କ ମହଙ୍ଗା ଭତ୍ତାରେ ତିନି ପ୍ରତିଶତ ବୃଦ୍ଧି । ଏହା ଫଳରେ ସରକାରୀ କର୍ମଚାରୀଙ୍କ ମହଙ୍ଗା ଭତ୍ତା ୫୫ ପ୍ରତିଶତରୁ ୫୮ ପ୍ରତିଶତକୁ ବୃଦ୍ଧି ପାଇଲା । ଏହା ଜୁଲାଇ ପହିଲା ୨୦୨୫ରୁ ପିଚ୍ଛିଲା ଭାବରେ ଲାଗୁ ହେବ । ଏହି ବର୍ଦ୍ଧିତ ମହଙ୍ଗା ଭତ୍ତା ଚଳିତ ଅକ୍ଟୋବର ମାସ ଦରମାରେ ନଗଦ ଆକାରରେ ମିଳିବ ।
ପେନ୍ସନଭୋଗୀମାନଙ୍କ ଟି.ଆଇ ରେ ମଧ୍ୟ ତିନି ପ୍ରତିଶତ ବୃଦ୍ଧି ହୋଇଛି । ଅନୁରୂପ ଭାବେ ଅକ୍ଟୋବର ମାସ ପେନ୍ସନରେ ଏହି ବର୍ଦ୍ଧିତ ଟି.ଆଇ ମିଳିବ । ଏହା ଦ୍ୱାରା ପ୍ରାୟ ସାଢେ ଆଠ ଲକ୍ଷ ସରକାରୀ କର୍ମଚାରୀ ଓ ପେନ୍ସନଭୋଲ୍ଗୀ ଉପକୃତ ହେବେ।

All-India CPI-IW for May, 2025 reached at 144.0 : Expected DA hike 2% to 3%
As per Press Release Dt.30.06.2025 of Labour Bureau, Govt. of India, the Consumer Price Index for Industrial Workers (AICPI-IW) for the month of May, 2025 has increased by 0.5 point and stood at 144.0 (PRESS RELEASE.PDF)
Hence based on the AICPI-IW of last 12 months, the Dearness Allowance (DA) may increased by 2% to 3% as during July 2025. Accordingly the DA may be expected to reach 57% or 58%.
It is to be noted that DA for Government employees is being increased twice in a year i.e. in January and July.
DA Calculation:
Avg AICPI of past 12 months = (141.4 + 142.7 + 142.6 + 143.3 + 144.5 + 144.5 + 143.7 + 143.2 + 142.8 + 143 + 143.5 + 144.0) x /12 = 143.27
DA = (Avg. AICPI * 2.88 - 261.4) *100 / 261.4 = 57.85%

Arrears of DA/DR frozen during COVID-19 : Parliament Question
QUESTION
a) Whether dearness allowance and dearness relief for Central Government employees and pensioners during the Covid-19 were withheld for 18 months but not seized;b) If so, the details thereof and the reasons for its seizure by the Government;
c) Whether the Government would release the same to ensure spending by the Government employees and thereby help in boosting the faltering economy of the Country;
d) If so, the details thereof ;
e) If not, the reasons therefor?
ANSWER
(a) & (b) The decision to freeze three installments of Dearness Allowance (DA) / Dearness Relief (DR) to Central Government employees/ pensioners due from 01.01.2020, 01.07.2020 & 01.01.2021 was taken in the context of COVID-19, which caused economic disruption, so as to ease pressure on Government finances.(c) No.
(d) Does not arise.
(e) The adverse financial impact of pandemic in 2020 and the financing of welfare -measures taken by the Government had a fiscal spill over beyond FY 2020-21. Therefore, arrears of DA/DR were not considered feasible.

ରାଜ୍ୟ ସରକାରୀ କର୍ମଚାରୀଙ୍କ ମହଙ୍ଗା ଭତ୍ତାରେ ତିନି ପ୍ରତିଶତ ବୃଦ୍ଧି ବିଷୟ ମୁଖ୍ୟମନ୍ତ୍ରୀ ଶ୍ରୀ ମୋହନ ଚରଣ ମାଝୀ ଘୋଷଣା କରିଛନ୍ତି। ଏହା ଫଳରେ ସରକାରୀ କର୍ମଚାରୀଙ୍କ ମହଙ୍ଗା ଭତ୍ତା ୫୦ ପ୍ରତିଶତରୁ ୫୩ ପ୍ରତିଶତକୁ ବୃଦ୍ଧି ପାଇଲା। ଏହା ଜୁଲାଇ ପହିଲା ୨୦୨୪ରୁ ପିଚ୍ଛିଲା ଭାବରେ ଲାଗୁ ହେବ। ଏହି ବର୍ଦ୍ଧିତ ମହଙ୍ଗା ଭତ୍ତା ଚଳିତ ଅକ୍ଟୋବର ମାସ ଦରମାରେ ନଗଦ ଆକାରରେ ମିଳିବ।
ଏହା ସହିତ ପେନ୍ସନଭୋଗୀ ମାନଙ୍କ ଟି.ଆଇରେ ମଧ୍ୟ ତିନି ପ୍ରତିଶତ ବୃଦ୍ଧି କରାଯାଇଛି। ସେମାନେ ମଧ୍ୟ ଅନୁରୂପ ଭାବେ ଅକ୍ଟୋବର ମାସ ପେନ୍ସନରେ ଏହି ବର୍ଦ୍ଧିତ ଟି.ଆଇ ପାଇବେ। ଏହା ଦ୍ୱାରା ପ୍ରାୟ ସାଢେ ସାତ ଲକ୍ଷ ସରକାରୀ କର୍ମଚାରୀ ଓ ପେନ୍ସନଭୋଗୀ ଉପକୃତ ହେବେ।

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has approved an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 01.07.2024 representing an increase of three percent (3%) over the existing rate of 50% of the Basic Pay/Pension, to compensate against price rise.
This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission. The combined impact on the exchequer on account of both DA and DR would be Rs.9,448.35 crore per annum.
This will benefit about 49.18 lakh central government employees and 64.89 lakh pensioners.

Odisha Government hikes dearness allowance by 4%
The State Government have been pleased to release the additional dose of D.A. @4% enhancing the same from the existing rate of 46% to 50% on the Basic pay with effect from 01.01.2024 in avour of State Government Employees, covered under the ORSP Rules, 2017.
The Additional dose of D.A. will be drawn in the Pay Bill of March, 2024 and onwards. Arrear from the month of January, 2024 to February, 2024 on account of the enhanced D.A, shall not be drawn before the date of disbursement of salary of March, 2024.

Consumer Price Index for Industrial Workers - November 2023
As per Press Release by Labour Bureau, Consumer Price Index for Industrial Workers (CPI-IW) for November, 2023 increased by 0.7 points and stood at 139.1
The Dearness Allowance for Government Employees depends on these CPI-IW for last 12 months. As per calculation, DA may be enhanced by 4% from January, 2024.
