Union Cabinet approves 4 New Railway Lines for Odisha

 Ministry of Railways

Cabinet approves Eight (8) new line projects across Indian Railways:to provide connectivity, facilitate ease of travelling, minimize logistics cost, reduce oil imports and lower CO2 emissions

The proposed projects will improve logistical efficiency by connecting the unconnected areas and enhancing transportation networks, resulting in streamlined supply chains and accelerated economic growth

The total estimated cost of the projects is Rs 24,657 crore (approx.) and will be completed upto 2030-31

The projects will also generate direct employment for about Three(3) crore man-days during construction

The Cabinet Committee on Economic Affairs chaired by the Prime Minister Shri Narendra Modi has approved Eight (8) projects of Ministry of Railways with total estimated cost of Rs. 24,657 crore (approx.).

The new line proposals will provide direct connectivity and improve mobility, providing enhanced efficiency and service reliability for Indian Railways. The projects are in line with the Prime Minister Shri Narendra Modi’s Vision of a New India which will make people of the region “Atmanirbhar” by way of comprehensive development in the area which will enhance their employment/ self-employment opportunities.

The projects are result of PM-Gati Shakti National Master Plan for multi-modal connectivity which have been possible through integrated planning and will provide seamless connectivity for movement of people, goods and services.

The 8 (Eight) projects covering 14 Districts in Seven States i.e., Odisha, Maharashtra, Andhra Pradesh, Jharkhand, Bihar, Telangana and West Bengal will increase the existing network of Indian Railways by 900 Kms.

With these projects 64 New Stations will be constructed, providing enhancing connectivity to Six(6) Aspirational Districts (East Singhbum, BhadadriKothagudem, Malkangiri, Kalahandi, Nabarangpur, Rayagada), approx. 510 villages and about 40 lakh population.

Ajanta Caves, a UNESCO World Heritage site will be connected to Indian Railway Network facilitating large number of tourists.

These are essential routes for transportation of commodities such as agriculture products, fertilizer, coal, iron ore, steel, cement, bauxite, limestone, aluminium powder, granite, ballast, containers etc. The capacity augmentation works will result in additional freight traffic of magnitude 143 MTPA (Million Tonnes Per Annum). The Railways being environment friendly and energy efficient mode of transportation, will help both in achieving climate goals and minimizing logistics cost of the country, reduce oil import (32.20 Crore Litres) and lower CO2 emissions (0.87 MillionTonnes) which is equivalent to plantation of 3.5 crore trees.

Cabinet approves additional instalment of Dearness Allowance @4% w.e.f. 1st January, 2024

Cabinet approves additional instalment of Dearness Allowance and Dearness Relief to Central Government employees and pensioners

49.18 lakh employees and 67.95 lakh pensioners to benefit

4% benefit to cost Rs.12,868.72 crore per annum to exchequer

The Union Cabinet chaired by Prime Minister Shri Narendra Modi approved to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 1.1.2024 representing an increase of 4% over the existing rate of 46% of the Basic Pay/Pension, to compensate against price rise.

The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be Rs.12,868.72 crore per annum.  This will benefit about 49.18 lakh Central Government employees and 67.95 lakh pensioners.

This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.

Cabinet approves 12 Proposals of 10 Departments

16.02.2024 : The 73rd State Cabinet today approved 12 proposals of 10 Departments as follows;

1. Handloom Textiles & Handicraft Department

"Mukhyamantri Baristha Bunakar & Karigara Sahayata Yojana" : Monthly assistance of Rs. 2000/- per month will be provided to the eligible weavers & ancillary workers / handicraft artisans of the age group of 40-80 in case of female & 50-80 years in case of male beneficiaries. Weavers 86 ancillary workers / handicraft artisans of age group of 80 years and above (both male & female) will be provided with an assistance of Rs.2500/- per month.


2. Higher Education Department

"NUA-O Scholarship" : Students will receive an annual scholarship of Rs. 9,000/- for boys and Rs. 10,000/- for girls. SC/ST students and children of construction workers pursuing UG/PG as above will get scholarships at higher rates of 10,000/- and 11000/- for male and female students respectively.


3. Mission Shakti Department

"Financial Support for SHG Members and EC/MC Members for Uniforms and Blazers. " : Financial assistance of Rs.1,000/- per SHG member will be provided to purchase uniform of choice as per their group decision.

Financial assistance of Rs. 2000/- per EC member of GPLFs, BLFs & DLFs / MC members of ALFs under Mission Shakti will be provided for purchase of Blazers of their choice.


4. Odia Language, Literature & Culture Department

"Creation of Odisha Culture Development Service (OCDS) Cadre" : The Cabinet also approved the creation of the posts of Culture Development Officer, Assistant Director, Culture, Deputy Director, Culture, Joint Director Culture and Additional Director, Culture in the Odisha Culture Development Service (OCDS) Cadre.


5. Panchayatiraj & Drinking Water Department

Framing of new rule called "Accountant-cum-Data Entry Operator (Method of Recruitment and Conditions of Service) Rules, 2024" 7142 nos. of Accountant-cum-Data Entry Operator posts have been created. The Accountant-cum-Data Entry Operators will work under the administrative control of the Gram Panchayats.


6. Panchayatiraj & Drinking Water Department

"Enhancement of the limit of the financial power of the Engineering Personnel and Administrative Authorities"

Asst. Executive Engineers are being given technical sanction power for project up to Rs. 10 Lakh . 

Technical sanction power for Executive Engineer and Superintendent Engineer of Panchayati Raj Department has been enhanced to Rs. 1Crore and Rs.4 Crore respectively. 

Technical sanction power for project beyond Rs.4 Crore will be vested with Chief engineer. 

Further the Administrative approval power of Collector has been enhanced from Rs.50 lakh to Rs.1 Crore for the project taken by the Panchyati Raj department.


7. Revenue & Disaster Management Department

Land measuring Ac. 1.00 dec. in favour of Odisha Kulta Samaj at Puri : The State Cabinet have approved the proposal to sanction the lease of Government land measuring Ac. 1.00 dec. in favour of Odisha Kulta Samaj at Puri in Mouza-Puri Sahar Unit-No-34, Balukhanda under Puri Tahasil free of Premium, incidental charges but subject to payment of nominal amount of annual ground rent @ Rs.100/- per acre and cess @ 75% of the annual ground rent.


8. Skill Development & Technical Education Department

Re-structuring of Odisha Technical Education & Training Service (OTE & TS) Rules,1985 :  Framing new rule called Odisha Government I.T.Is Trainers' Service (Methods of Recruitment and Conditions of Service) Rules, 2024 & Odisha Government Polytechnics Teachers' Service (Methods of Recruitment and Conditions of Service) Rules, 2024 to give boost to the career growth of the trainers and lecturers and enhance the quality of the skill training and technical education in the State.


9. ST&SC Development Department

Regularisation of 73 Multilingual Education (Education Volunteers) :  Govt. has decided to regularize 73 MLE (EVs) who have requisite qualifications i.e., +2, D.LE.ED/CT and OTET pass as a one-time measure in the regularly created posts of Tribal Language Teachers in the ST&SC Development Department by allowing age relaxation. 

The balance are allowed timeline for a period of maximum 3 (three) years from the date of notification to acquire the required qualifications of +2, D.LE.ED/CT and OTET pass for consideration of their regularization provided that they have not crossed the age of 60 years by the date their case is considered for regularization.


10. Works Department

"Integrated Development of Heritage & Monuments and Tourist Destination (IDHMTD) Scheme  The objective of the scheme is to preserve and revitalize the Heritage Monuments and Temples to reflect Odisha's unique character by encouraging integrated development of an aesthetically appealing, accessible, informative and secured environment, combined with efficient public facilities and infrastructure.  159 projects have been taken up under the scheme with estimated cost of all such projects amounting to Rs.1412.79 Crore.
