19 Officers of Odisha Secretariat Service (OSS) are going to retire from Government service on 30.04.2021 attaining age of superannuation. Among these officers, there are 1 Joint Secretary, 2 Deputy Secretaries, 9 Under Secretaries 5 Desk Officers, 1 Section Officer and 1 ASO in the list.
After SSEPD Department, another staff of Law Department passed away yesterday. As per information, few days back he was tested positive for Covid-19. So it is decided that the Department will remain closed till Monday. All staff have been advised to go for Covid test and join office if tested negative.
We pray God for the soul to be rest in peace.

ଯଦି ସଚିବାଳୟ ସେବା ସଂଘ କଥା କୁହାଯାଏ, କାର୍ଯ୍ୟକାଳ ସରିବାର ପ୍ରାୟ ଦୁଇବର୍ଷ ଧରି ନିର୍ବାଚନ ହେଉନାହିଁ। ଇତି ମଧ୍ୟରେ ଏହାର ତତ୍କାଳୀନ ସଭାପତି ଓ ଜଣେ ଉପସଭାପତି ସରକାରୀ ଚାକିରୀ ରୁ ଅବସର ନେଇ ସାରିଲେଣି। ତଥାପି ନିର୍ବାଚନ ନହେବା ପଛରେ କରୋନା ମହାମାରୀ ଯେତିକି ଦାୟୀ ନୁହେଁ, ଆଜୀବନ ସଂଘର ଆତ୍ମ ଘୋଷିତ ପଦାଧିକାରୀ ହୋଇ ରହିବାର ମୋହ ଯୋଗୁଁ ବିଭିନ୍ନ ବାହାନା କରି ନିର୍ବାଚନ କରାଇ ନଦେବାର ପ୍ରୟାସ ଅଧିକ ଦାୟୀ। କିଛି କିଛି ଦିନ ବ୍ୟବଧାନରେ ସଂଘ ତରଫରୁ ବିଭିନ୍ନ ଦାବୀ / ପ୍ରସ୍ତାଵ ସରକାରଙ୍କୁ ଦିଆଯାଉଛି। କିନ୍ତୁ ସେ ସବୁ ନିଷ୍ପତ୍ତି ନା executive bodyର ନା general bodyର। ତେଣୁ ସଂପାଦକ ଦେଉଥିବା ଚିଠିର ସେତେଟା ମହତ୍ୱ ରହୁନାହିଁ। ଗୋଟିଏ ପକ୍ଷ ଏହାକୁ ସମର୍ଥନ କରୁଥିବା ବେଳେ ଆଉ ଗୋଟିଏ ପକ୍ଷ ଏହାକୁ ବିଚାର ନ କରିବାକୁ ସରକାରଙ୍କୁ ଅନୁରୋଧ କରୁଛନ୍ତି। ତେଣୁ ବ୍ୟକ୍ତିଗତ କନ୍ଦଳ ତଥା ଅହଂକାର ପାଇଁ ସମ୍ପୂର୍ଣ୍ଣ କ୍ୟାଡରରେ ଅସନ୍ତୋଷ ଜାରି ରହିଛି। ଗୋଟିଏ ପଟେ ସଚିବାଳୟ ସେବା ବର୍ଗରେ ଆଗାମୀ ଦୁଇ ବର୍ଷ ଭିତରେ ଅବସର ନେବାକୁ ଥିବା ଅନେକ ଅଧିକାରୀ ଡେସ୍କ ଅଫିସର କିମ୍ବା ଅନୁଶାସନ ସଚିବ ପଦରେ ଅବସର ନେବାକୁ ଯାଉଥିବାରୁ ଆଉ କିଛି ପଦୋନ୍ନତି ପାଇଁ ଉଚ୍ଚତର ପଦବୀ ସଂଖ୍ଯା ବଢାଇବା ପାଇଁ ପ୍ରସ୍ତାବ ଦିଆଯାଇଛି। ଏହା ଏକ ଭଲ ପ୍ରସ୍ତାବ ମାତ୍ର ନିକଟରେ ଏଏସ୍ଓ ରୁ ସେକ୍ସନ ଅଫିସର ହେବାକୁ ସ୍ୱପ୍ନ ଦେଖୁଥିବା ପ୍ରାୟ ୫୦୦ ଅଧିକାରୀ ଙ୍କ ମାମଲାରେ ମାନ୍ୟବର ଅଦାଲତ ଙ୍କ ରହିତାଦେଶ ଉଠାଇବାକୁ ପ୍ରଚେଷ୍ଟା ନ କରିବା ନେଇ କ୍ଷୁବ୍ଧ ଅଛନ୍ତି। ପୁଣି ସେକ୍ସନ ଅଫିସର ଓ ଡେସ୍କ ଅଫିସର ପଦବୀ କୁ ମିଶାଇ ସେଥିରୁ ୨୪୫ ପଦବୀ କାଟ କରି ଅନୁଶାସନ ସଚିବ ଓ ତଦୁର୍ଦ୍ଧ ପାହ୍ୟାରେ ୩୭୪ ପଦବୀ ବଢାଇବାର ପ୍ରୟାସକୁ ଯୁବ ଏଏସ୍ଓ ମାନେ ବିରୋଧ କରୁଛନ୍ତି।
ଏ ଉଭୟ ମାମଲାରେ କନିଷ୍ଠ ମାନଙର କମ ସମୟରେ ପଦୋନ୍ନତି କୁ ବରିଷ୍ଠ ମାନେ ସହ୍ଯ କରି ପାରୁ ନଥିବା ବେଳେ, ବରିଷ୍ଠ ମାନଙ୍କ ଉନ୍ନତିକୁ କନିଷ୍ଠ ମାନେ ସହ୍ଯ କରିପାରୁନାହାନ୍ତି। ତେଣୁ ମୋଟ ଉପରେ ସଂପୂର୍ଣ୍ଣ କ୍ୟାଡରରେ ବାସ୍ତବିକ୍ କଣ ହେଲେ ଠିକ ହେବ ତାହା ଆଲୋଚନା ଯୋଗ୍ଯ।
ସେପଟେ ସରକାର ଜଣେ ନିର୍ବାଚିତ ସଂଘ କର୍ମକର୍ତ୍ତାର ଅଭିଯୋଗ / ପ୍ରସ୍ତାବ କୁ ଯେତେ ଗମ୍ଭୀରତାର ସହ ନିଅନ୍ତି, ଏମିତି ସାମୁହିକ ଭାବେ ଏଏସ୍ଓ ଙ୍କର ୫୦୦-୬୦୦ ଦସ୍ତଖତ ସମ୍ବଳିତ ଦାବୀ କିମ୍ବା ପଦ ହରାଇ ସାରିଥିବା ସଂଘ ନେତୃତ୍ବ ମାନଙ୍କ ଦାବୀକୁ ବିଚାରକୁ ନିଅନ୍ତି ନାହିଁ। ତେଣୁ କ୍ୟାଡରକୁ ବଂଚାଇବା କୁ ହେଲେ ପ୍ରଥମେ ସଂଘର ଅସ୍ତିତ୍ବ ବଜାୟ ରହିବା ଦରକାର। ସ୍ଥାୟୀ ନିର୍ବାଚିତ କର୍ମକର୍ତ୍ତା ରହିବା ସହିତ ସମୟାନୁସାରେ ବିଭିନ୍ନ ସ୍ତରରେ ଆଲୋଚନା/ ବୈଠକ ହେବା ଦରକାର। ସଂଘର ସମ୍ମାନ ରହିଲେ, ସଂଘ ସଦସ୍ଯ ମାନଙ୍କ ସମ୍ମାନ ରହିବ। ଫଳରେ ଆଗକୁ ଆସୁଥିବା ସମସ୍ଯା ବେଳେ ସମସ୍ତେ ଏକାଠି ହୋଇ ଲଢିପାରିବା। ନଚେତ୍ କୁଚକ୍ରୀ ଗୋଷ୍ଠୀର ଉଦ୍ଦେଶ୍ଯ ସାଧିତ ହେବା ସହ ଆଗାମୀ ଦିନରେ ନିଜର ଅସ୍ତିତ୍ବ ଖୋଜିବାକୁ ସଂଘର୍ଷ କରୁଥିବା ଦେଖାଯିବ।
