AIS (Implementation of NPS) Rules, 2026 for IAS, IPS and IFoS Officers

The Government has notified the All India Services (Implementation of National Pension System) Rules, 2026, providing a comprehensive framework for the implementation of the National Pension System (NPS) for members of the All India Services (AIS), including IAS, IPS and Indian Forest Service officers covered under NPS. The new rules, published in the Gazette of India on April 22, 2026, will come into force with immediate effect and apply to AIS officers appointed on or after January 1, 2004.

Subject: Rationalization in allotment of Official Vehicle... Regarding

In view of the prevailing fuel and energy challenges arising from the recent West Asia crisis, the State Government is pleased to issue the following instructions for strict compliance by all concerned:

2. (a) Officers in the rank of Special Secretary and above shall be entitled to an independent vehicle for official purpose.

(b)Officers promoted to the rank of Additional Secretary on or after 01.06.2026, shall use official vehicles on pool basis. They shall become eligible for an independent vehicle only upon completion of three (3) years of service in the rank of Additional Secretary.

Provided that this shall not apply to officers in the rank of Additional Secretary who, despite not having completed three years in the rank, have already been allotted an independent vehicle for official use on or before 31.05.2026.

3. (a)Officers in the rank of Under Secretary to Joint Secretary working in Administrative Departments, as well as officers of equivalent rank working in various Heads of Departments, shall be provided with pool vehicles.

(b)At least 2 to 3 officers shall share one pool vehicle.

4.The monthly deduction for the use of an official pool vehicle shall be Rs. 1,680/- irrespective of the officer's rank, as prescribed in Finance Department Memorandum No. 1613/F dated 17.01.2025.

5.While proceeding on official tours to distant locations within the State, officers shall, as far as practicable, travel via Bus or Rail instead of using official vehicles.

6.These instructions shall apply mutatis mutandis to all State Government Undertakings / Autonomous Institutions / Universities / Societies across the State.

Clarification on use of direct air services by State Government employees for official tours/LTC

Sub: Use of direct air services by State Government employees for official tours/LTC – Clarification

In pursuant to Finance Department O.M No.33420/F dated 03.12.2024, All India Services (AIS) Officer of Pay Level-14 & above working under State Government are entitled for Business/Club Class by Air for official tour/LTC.

But it has come to the notice that some Government employees, who are entitled to travel by Business Class by air, are undertaking journeys through circuitous routes instead of availing direct air connectivity, particularly in cases where Business Class facility is not available on direct flight. For instance, in cases where an officer is required to travel to a destination ‘A’ and a direct flight is available from Bhubaneswar to ‘A’, but without Business Class facility, the officer opts to travel from Bhubaneswar to Delhi in Business Class and thereafter from Delhi to ‘A’ again in Business Class. This results in avoidable expenditure of Government funds and also leads to wastage of valuable time of the concerned officer due to unnecessary travel.
In order to ensure economy in expenditure and efficiency in official travel, Government have been pleased to issue the following clarification:

“If there is a direct air service available between the place of origin and the destination, Government officers entitled to travel by air shall invariably avail such direct flights for official tours (including LTC). In cases where Business Class facility is not available in such direct flights, officers entitled to travel by Business Class may travel by Premium Economy or Economy Class, as available, instead of opting for circuitous routes”.

Engagement of Consultants / PMU/TSU

Sub: Engagement of Consultants/ PMUs/TSUs/ other similar entities – Reg.

Finance Department, vide Office Memorandum No. 22296/F dated 31.07.2025, has stipulated that no remuneration shall be disbursed to any consultant after 01.04.2026 without prior approval of the Committee headed by the Chief Secretary.

However, the Committee is yet to finalize the optimal number of consultants to be engaged across all Departments, and the process is expected to require additional time. In the interim, two months of the current financial year have already elapsed.

In view of the above, the State Government, after careful consideration, is pleased to extend the aforesaid cut-off date from 01.04.2026 to 01.07.2026. Accordingly, remuneration for the period from April to June 2026 may be released to Consultants, PMUs, TSUs, and other similarly engaged entities.

Procurement of Electric Vehicles (EVs) for official use

Sub.: Procurement of Electric Vehicles (EVs) for official use – Reg.

In view of the prevailing fuel and energy challenges arising out of West Asia crisis and the increasing burden of fuel expenditure, the State Government is pleased to issue the following instructions for mandatory procurement of Electric Vehicles (EVs) for official use w.e.f. 1st June, 2026.

2. The procurement of Electric Vehicles shall be made by adhering to the following conditions:

(i) New EVs shall be purchased within the maximum price as indicated below:

(ii) Procurement of EVs shall be made only after prior concurrence of the Finance Department.
(iii) New EVs shall be procured only after completion of the prescribed lifespan and condemnation/scrapping of the existing vehicle.
(iv) EVs manufactured by TATA, Mahindra, Maruti shall be purchased.
(v) “One Officer One Vehicle” principle shall be strictly adhered to while procuring EVs.

3. Procurement of petrol/diesel vehicles shall be allowed only under exceptional circumstances w.e.f. 1st June, 2026.

4. The above instructions shall also be applicable to all Government and Government-supported Undertakings / Institutions / Universities / Societies under the State Government.

Advisory regarding pre and post hospitalisation expenses under AB-PMJAY- GJAY

ଜନସାଧାରଣଙ୍କ ସ୍ୱାସ୍ଥ୍ୟ ସୁରକ୍ଷାକୁ ଗୁରୁତ୍ଵ ଦେଇ ଆୟୁଷ୍ମାନ କାର୍ଡ ମାଧ୍ୟମରେ ଉନ୍ନତ ସ୍ୱାସ୍ଥ୍ୟ ସେବା ଯୋଗାଇଦିଆଯାଉଛି। ଯୋଜନା ଅଧିନରେ ରୋଗୀମାନେ ହସ୍ପିଟାଲରେ ଭର୍ତ୍ତି ହେବା ପୂର୍ବର ୩ ଦିନ ପର୍ଯ୍ୟନ୍ତ କରାଯାଇଥିବା ବିଭିନ୍ନ ସ୍ୱାସ୍ଥ୍ୟ ପରୀକ୍ଷାକୁ ଆୟୁଷ୍ମାନ କାର୍ଡରେ (Ayushman Bharat) ଅନ୍ତର୍ଭୁକ୍ତ କରିବା ନିମନ୍ତେ ଲୋକଙ୍କ ସରକାର ଦ୍ଵାରା ନିଷ୍ପତ୍ତି ନିଆଯାଇଛି। 

ଏଥିସହ ହସ୍ପିଟାଲରୁ ଡିସଚାର୍ଜ ହେବା ଦିନଠାରୁ ଆଗାମୀ ୧୫ ଦିନ ପର୍ଯ୍ୟନ୍ତ ସମସ୍ତ ଔଷଧ, ଫଲୋ-ଅପ୍ ଏବଂ ଆବଶ୍ୟକୀୟ ଟେଷ୍ଟ ସମ୍ପୂର୍ଣ୍ଣ ମାଗଣାରେ ହେବ,  ହସ୍ପିଟାଲ ନିଜ ତରଫରୁ ଏହି ଔଷଧ ଯୋଗାଇ ଦେବାକୁ ବାଧ୍ୟ। ଯଦି ସର୍ଜରୀ ପରେ କୌଣସି ସମସ୍ୟା ଦେଖାଦିଏ କିମ୍ବା ପୁଣିଥରେ ଭର୍ତ୍ତି ହେବାକୁ ପଡ଼େ, ତେବେ ତାହା ମଧ୍ୟ ପୂର୍ବ ପ୍ୟାକେଜ୍ ଅଧୀନରେ ଆସିବ, ଏଥିପାଇଁ କୌଣସି ଅତିରିକ୍ତ ଶୁଳ୍କ ଦେବାକୁ ପଡ଼ିବ ନାହିଁ।

ମାତ୍ର ଯୋଜନାରେ ତାଲିକାଭୁକ୍ତ ଥିବା କିଛି ବେସରକାରୀ ହସ୍ପିଟାଲ ଗୁଡିକରେ ହସ୍ପିଟାଲରେ ଭର୍ତ୍ତି ପୂର୍ବରୁ ଏବଂ ଚିକିତ୍ସା ପରବର୍ତ୍ତୀ ସମୟରେ କରାଯାଉଥିବା ରୋଗ ପରୀକ୍ଷା (Diagnostic) ପାଇଁ ଅର୍ଥ ଆଦାୟ ନ କରିବାକୁ ନିର୍ଦ୍ଦେଶ ଦିଆଯାଇଛି। 

ଏଭଳି କାର୍ଯ୍ୟ ତୁରନ୍ତ ବନ୍ଦ କରିବା ସହ ରୋଗୀମାନଙ୍କୁ ଯୋଜନାର ସମସ୍ତ ସୁବିଧା ନିରବଚ୍ଛିନ୍ନ ଭାବେ ପ୍ରଦାନ କରିବାକୁ ସମସ୍ତ ତାଲିକାଭୁକ୍ତ ବେସରକାରୀ ହସ୍ପିଟାଲକୁ ନିର୍ଦ୍ଦେଶ ଦିଆଯାଇଛି। ନିୟମ ଉଲ୍ଲଂଘନ କିମ୍ବା ରୋଗୀଙ୍କୁ ହଇରାଣ କରିବା ଭଳି ଘଟଣାରେ ସମ୍ପୃକ୍ତ ଅନୁଷ୍ଠାନ ବିରୋଧରେ କଠୋର କାର୍ଯ୍ୟାନୁଷ୍ଠାନ ଗ୍ରହଣ କରାଯିବ।
