ସଚିବାଳୟ ସେବା ସଂଘ -୨
ଓଡ଼ିଶା ସଚିବାଳୟ ସେବା କ୍ୟାଡରରେ ଏବେ ସମସ୍ତ ଅଧିକାରୀ ନିଜର ଭବିଷ୍ଯତ ନେଇ ଚିନ୍ତିତ। ଦୀର୍ଘ ୨଼୦ ବ୍ଯବଧାନ ରେ ପ୍ରାୟ ୮୧୦ ଜଣ ନିଯୁକ୍ତି ପାଇବା ପରେ ଆଶା ଥିଲା ନିୟମିତ ଭାବରେ ଏଏସଓ ନିଯୁକ୍ତି ପ୍ରକ୍ରିୟା ଚାଲୁ ରହିବ। ଗତ ୨୦୧୮ ରେ ମଧ୍ଯ ୫୦୦ ପଦବୀ ପୂରଣ କରାଗଲା। ଏସବୁ ପୂର୍ବରୁ ୧୩୯ ଜଣ ଏଏସ୍ଓ ସ୍ପେଶାଲ ଡ୍ରାଇଭ ଚୟନ ପ୍ରକ୍ରିୟା ରେ ନିଯୁକ୍ତି ପାଇଥିଲେ। ମୋଟାମୋଟି ଭାବରେ ୧୫୬୯ ଏଏସ୍ଓ ପଦବୀରୁ ପ୍ରାୟ ୧୩୦୦ ପଦବୀ ପୂରଣ ହୋଇପାରିଛି।
ଫଳରେ ସଚିବାଳୟର ପ୍ରାଥମିକ ସ୍ତରର କାର୍ଯ୍ୟଭାର ଏହି ଯୁବ ଏଏସ୍ଓ ଙ୍କ ହାତରେ। ଏମାନଙ୍କର କାର୍ଯଦକ୍ଷତା ମଧ୍ଯ ବେଶ ପ୍ରଶଂସନୀୟ। ଅତୀତର କାର୍ଯ୍ୟ କ୍ଷେତ୍ର ରେ ଲାଭ କରିଥିବା ଅଭିଜ୍ଞତା ସଚିବାଳୟର କାର୍ଯ୍ୟ କରିବାରେ ସେମାନଙ୍କୁ ବେଶ ସହାୟକ ହେଉଛି। ଏପରିକି ତତକାଳୀନ ମୁଖ୍ଯ ଶାସନ ସଚିବ ଶ୍ରୀ ଅସିତ ତ୍ରିପାଠୀ ଏହି ଯୁବ ଏଏସ୍ଓ ଙ୍କ ଉପରେ ଭରସା ରଖି ଫାଇଲ ସିଧାସଳଖ ଉପ ଶାସନ ସଚିବଙ୍କୁ ଦେବାକୁ ପ୍ରସ୍ତାବ ରଖିଥିଲେ।
ବାସ୍ତବରେ ଆଜି ସଚିବାଳୟର କାର୍ଯ୍ୟ ଶୈଳୀ ସଂପୂର୍ଣ୍ଣ ବଦଳି ସାରିଛି। ପ୍ରଯୁକ୍ତି ବିଦ୍ୟା ର ବହୁଳ ବ୍ୟବହାର ଏ ଯୁବ ଅଧିକାରୀ ଙ୍କୁ ସହାୟକ ହେଉଛି। ଚିଠି ପାଇବା ଠାରୁ ଆରମ୍ଭ କରି ସ୍କାନିଙ୍ଗ କରି ଓସ୍ଵାସ୍ ରେ ଫାଇଲ କାମ କରିବା ଓ ଅନଲାଇନ ରେ ହିଁ ଚିଠି ନମ୍ବର ପକାଇବା ଇତ୍ୟାଦି କାର୍ଯ୍ୟ ଜଣେ ଅଧିକାରୀ କରିପାରୁଛନ୍ତି। ତେଣୁ ରାତି ୮ ଯାଏ ବସିବାର ଆବଶ୍ୟକତା ହିଁ ପଡୁନାହିଁ। ୧୦ ବର୍ଷ ତଳର ଚିରାଚରିତ ଲୋକକଥା (ଦିନ ୧୨ ପରେ ବ୍ଯକ୍ତି ଗତ କାମ ସାରି ଅଫିସ ଆସିବା, ଟେବୁଲରେ ଚଷମା ଥୋଇ ଅନୁପସ୍ଥିତ ରହିବା) ଆଉ ଦେଖିବାକୁ ମିଳୁନାହିଁ।
କିନ୍ତୁ ବାସ୍ତବରେ କାର୍ଯ୍ୟ ଶୈଳୀ ଏତେ ସହଜ ଥାଇ, ଯୁବ ଏଏସ୍ଓ ଦକ୍ଷ ଥାଇ ମଧ୍ଯ ସେମାନଙ୍କୁ ସଂଧ୍ଯା ୬:୩୦ ପୂର୍ବରୁ ଅଫିସ ଛାଡିବା ସଂଭବ ହେଉନାହିଁ। କାରଣ କାମର ବୋଝ ବଢୁଛି, ସରକାରଙ୍କ ଜନହିତକର ଯୋଜନା ତଥା ପରିଧି ଦିନକୁ ଦିନ ବଢିବାରେ ଲାଗିଛି। କିନ୍ତୁ ଏଏସ୍ଓ ପଦବୀ ଉପରେ ସେକ୍ସନ ଅଫିସର ପଦବୀ ପ୍ରାୟତଃ ୫୦୦ ଖାଲି ଅଛି। ଫଳରେ ନିଜ କାମକୁ ନିଜେ ତନଖି କରି ଉପରିସ୍ଥ ଅଧିକାରୀ ଙ୍କୁ ଦେବାକୁ ପଡୁଛି। କୁହାଯାଏ, ଯିଏ ଯେତେ ବଡ ପଦବୀକୁ ଯାଏ ତାର ଦାୟିତ୍ୱ ସେତେ ବଢିଯାଏ। ମାତ୍ର ଏଠି କେମିତି ଅଲଗା ଅନୁଭବ ହୁଏ। କେନ୍ଦ୍ର ସରକାରଙ୍କ ବିଭିନ୍ନ ବିଭାଗର ଉଚ୍ଚ ପଦବୀକୁ ପଦୋନ୍ନତି ପାଇଁ ବେଳେବେଳେ କର୍ମଚାରୀ ମନା କରିଦିଅନ୍ତି। ଏହା କେବଳ ବଦଳି ପାଇଁ ନୁହେଁ ବରଂ କାର୍ଯ୍ୟ ଭାର ତଥା ଦାୟିତ୍ୱ ବଢିଯିବା ଭୟରେ। କିନ୍ତୁ ସଚିବାଳୟର ସଂପୂର୍ଣ୍ଣ କାର୍ଯ୍ୟର ତଦାରଖ ପାଇଁ ସେକ୍ସନ ର ମୁଖିଆ କେହି ନାହାଁନ୍ତି। ଏପରିକି କ୍ୟାଡରର ସର୍ବନିମ୍ନ ପଦବୀରେ ଥିବା ଏଏସ୍ଓ ଜଣକ ଆଜି ଗୋଟିଏ ଦିନ ଛୁଟି ପାଇଁ ସିଧାସଳଖ ଅତିରିକ୍ତ ଶାସନ ସଚିବ ଙ୍କ ଅନୁମତି ଦରକାର କରୁଛି।
ଦିନକୁ ଦିନ ସେକ୍ସନ ସଂଖ୍ଯା ବଢୁଛି ଆଉ ଜଣେ ଏଏସ୍ଓ କୁ ଦୁଇ ତିନି ସେକ୍ସନ ଦାୟିତ୍ୱ ନେବାକୁ ପଡୁଛି କିନ୍ତୁ ସେକ୍ସନ ଅଫିସର ପଦବୀ ଖାଲି। ସେହିପରି ସମୟର ଆବଶ୍ଯକତା ଦ୍ରୁଷ୍ଟି ରୁ ଡେସ୍କ ଅଫିସର ପଦବୀ ସ୍ରୁଷ୍ଟି କରାଯାଇଛି ଯାହାକି ବର୍ତ୍ତମାନର ସେକ୍ସନ ଅଫିସର ପଦବୀ କାର୍ଯ୍ୟ ସହ ସମାନ। ତେଣୁ ଏହି ଦୁଇ ପଦବୀ କୁ ଏକାଠି କରି ପ୍ରତି ସେକ୍ସନ ର ମୁଖ୍ଯ ଭାବରେ ଦାୟିତ୍ୱ ଦେବାର ସମୟ ଆସିଛି। ନିକଟରେ ସେକ୍ସନ ଅଫିସର ପଦବୀ କୁ ପଦୋନ୍ନତି ପାଇଁ ସରକାରୀ ସ୍ତରରେ ତତ୍ପରତା ପ୍ରକାଶ ପାଇଥିଲେ ମଧ୍ଯ ମାନ୍ୟବର ନ୍ୟାୟାଳୟ ଙ୍କ ରହିତାଦେଶ ଏଥିରେ ଅନ୍ତରାୟ ସ୍ରୁଷ୍ଟି କରିଛି। ଆଗାମୀ ବର୍ଷ ନୂତନ ଏଏସ୍ଓ ନିଯୁକ୍ତି ରେ ମଧ୍ଯ ଏହା ବାଧକ ସାଜିଛି।
ଅପର ପକ୍ଷରେ ପ୍ରତି ମାସରେ ପ୍ରାୟ ୧୫-୨୦ ଅଧିକାରୀ ସରକାରୀ ଚାକିରୀରୁ ଅବସର ନେଉଛନ୍ତି। ଯାହାକି କ୍ୟାଡର ପାଇଁ ବିପଦ ତଥା ଭୟଙ୍କର ପରିସ୍ଥିତି ସ୍ରୁଷ୍ଟି କରିବାକୁ ଯାଉଛି। ଇତି ପୂର୍ବରୁ ସରକାର ସଚିବାଳୟର ସେବା ବର୍ଗରେ ନିଯୁକ୍ତି ନେଇ ଏକ ସଂଶୋଧନ କରିଛନ୍ତି। ଫଳରେ ସରକାର ପ୍ରତି ବର୍ଷ ଏଏସ୍ଓ ନିଯୁକ୍ତି ପାଇଁ ବାଧ୍ଯ ନୁହଁନ୍ତି। ଏହା ମଧ୍ଯ ଆଉ ଏକ ସମସ୍ୟା।
ଠିକ୍ ସେହିପରି ବିଭାଗୀୟ ମୁଖ୍ଯ ଦପ୍ତରରେ କନିଷ୍ଠ ସହାୟକ ପଦବୀର ନିଯୁକ୍ତି କୁ ସ୍ଥଗିତ ରଖାଯାଇ ସେଠାରେ ଏଏସ୍ଓ ପଦବୀ ରଖାଯାଇଛି। କିନ୍ତୁ ଦିନକୁ ଦିନ ସେଠାରେ କର୍ମଚାରୀ ଅବସର ନେଉଛନ୍ତି ଏବଂ ନିଯୁକ୍ତି ପ୍ରକିୟା ସ୍ଥଗିତ ରହିଛି। କିଛି ଦିନ ପରେ ସେଠାରେ ମଧ୍ଯ କର୍ମଚାରୀ ଅଭାବ ଭୟଙ୍କର ରୂପ ନେବାକୁ ଯାଉଛି।
ଏ ପରିପ୍ରେକ୍ଷୀରେ, ଯାହା ସୂଚନା ମିଳେ, ସରକାର ଉଭୟ ସଚିବାଳୟ ତଥା ବିଭାଗୀୟ ମୁଖ୍ଯ ଦପ୍ତର ପାଇଁ ଏକ ସାଧାରଣ ବର୍ଗ ( Common Cadre) ତିଆରି କରି ପାରନ୍ତି। ସଚିବାଳୟ ସହିତ ବିଭାଗୀୟ ମୁଖ୍ଯ ଦପ୍ତର କୁ ମିଶାଇବାର ପ୍ରକ୍ରିୟା କୁ ମଧ୍ଯ ତ୍ୱରାନ୍ୱିତ କରିପାରନ୍ତି।

ସଚିବାଳୟ ସେବା ସଂଘ - ଓଡିଶା ସଚିବାଳୟ ରେ କାର୍ଯ୍ୟରତ ସହାୟକ ଉପବିଭାଗ ଅଧିକାରୀଙ୍କ ଠାରୁ ଆରମ୍ଭ କରି ଅତିରିକ୍ତ ଶାସନ ସଚିବ ପର୍ୟ୍ଯନ୍ତ ପ୍ରାୟ ୨୯୬୨ ଜଣ ଅଧିକାରୀଙ୍କ ସମସ୍ୟା ସମ୍ବନ୍ଧୀୟ ଅଭିଯୋଗ ତଥା ଦାବି ସରକାରଙ୍କ ନିକଟରେ ଉପସ୍ଥାପନ ନିମନ୍ତେ ଗଠିତ ହୋଇଥିଲା ଏ ସଂଘ। ଓଡ଼ିଶା ର ଅନ୍ୟ ସରକାରୀ କର୍ମଚାରୀ ସଂଘର କର୍ମକର୍ତ୍ତାଗଣ ବାର୍ଷିକ / ଦ୍ଵିବାର୍ଷିକ ସମ୍ମିଳନୀ ମାଧ୍ୟମରେ ମନୋନୀତ ହେଉଥିବା ବେଳେ ସଚିବାଳୟ ସେବା ସଂଘର କର୍ମକର୍ତ୍ତାଗଣ ପ୍ରତି ଦୁଇ ବର୍ଷ ରେ ନିର୍ବାଚନ ମାଧ୍ୟମରେ ପଦ ପଦବୀ ହାସଲ କରନ୍ତି। ସେଥିପାଇଁ ଏହି ସଂଘର ପରିଚୟ ସ୍ଵତନ୍ତ୍ର। କାର୍ଯ୍ୟ ଦକ୍ଷତା ମଧ୍ଯ ଉଚ୍ଚ କୋଟୀର ବୋଲି କୁହାଯାଏ।
ସରକାରୀ ସ୍ତରରେ କୌଣସି ଆସୋସିଏସନ/ସେବା ସଂଘର କୁ ସ୍ଵିକୃତି ଦେବାବେଳେ ସର୍ତ୍ତ ଥାଏ ଯେ, ଉକ୍ତ ସଂଘ ଏହାର ସଭ୍ଯ ମାନଙ୍କର ମଙ୍ଗଳ ପାଇଁ କାର୍ଯ୍ୟ କରିବ। ସଭ୍ୟ ମାନେ ସେମାନଙ୍କ ଦାବି / ପ୍ରସ୍ତାଵ ସଂଘ ମାଧ୍ୟମରେ ସରକାରଙ୍କ ନିକଟରେ ପହଞ୍ଚାଇ ପାରିବେ। ପରେ ପ୍ରଶାସନିକ ସ୍ତରରେ ସମୟ ନିର୍ଘଣ୍ଟ ସ୍ଥିର କରି ସଂଘର କାର୍ଯ୍ୟକର୍ତ୍ତା ଙ୍କ ସହିତ ଆଲୋଚନା କରାଯାଏ।
ଏ ସବୁ ପ୍ରକ୍ରିୟା ଭିତରେ ସଚିବାଳୟ ସେବା ସଂଘ ମଧ୍ଯ ତାର କାର୍ଯ୍ୟକ୍ରମ ଆଗକୁ ବଢାଇ ଚାଲିଥିଲା। ସଂଘର କିଛି ନେତୃତ୍ବଙ୍କ ଉଦ୍ୟମ ତଥା ତ୍ଯାଗ ବଳରେ ଅନେକ କିଛି ଦାବି ହାସଲ ହୋଇପାରିଛି। କନିଷ୍ଠ ସହାୟକ (Junior Assistant) ପଦବୀ ବଦଳରେ ସହାୟକ ଉପବିଭାଗ ଅଧିକାରୀ (Assistant Section Officer) ପଦବୀ ସ୍ରୁଷ୍ଟି ହେବା ଏକ ବିରାଟ ସଫଳତା ବୋଲି କୁହାଯାଏ। ତଦ୍ ସହତ ଡେସ୍କ ଅଫିସର ପଦବୀ ମଧ୍ଯ ସ୍ରୁଷ୍ଟି କରାଯାଇଛି। ହୁଏତ ଏହି ପଦବୀର ଆବଶ୍ଯକତା ବର୍ତ୍ତମାନ ସମୟରେ ଅନୁଭୁତ ହେଉନାହିଁ। କାରଣ ଉପବିଭାଗ ଅଧିକାରୀ ୪୬୦୦ ଗ୍ରେଡ ପେ ହୋଇଥିବା ବେଳେ ଡେସ୍କ ଅଫିସର ୪୮୦୦ ଗ୍ରେଡ ପେ ଅନ୍ତର୍ଭୁକ୍ତ। କିନ୍ତୁ ପ୍ରାୟତଃ ଅନ୍ୟ ସମସ୍ତ କ୍ୟାଡରରେ ୪୬୦୦ ଗ୍ରେଡ ପେ ପରେ ଗ୍ରୁପ-ଏ (୫୪୦୦ ଗ୍ରେଡ ପେ ) ପଦବୀକୁ ପଦୋନ୍ନତି ମିଳେ। ପରିସ୍ଥିତିର ଆବଶ୍ଯକତା ଅନୁଯାୟୀ ହୁଏତ ସେ ସମୟରେ ଉକ୍ତ ପଦବୀର ଯଥାର୍ଥତା ଥିଲା କିନ୍ତୁ ବର୍ତ୍ତମାନ ଏହି ପଦବୀର କୌଣସି ଆବଶ୍ଯକତା ଅନୁଭବ ହେଉନାହିଁ।
ଯଦି ଓଡ଼ିଶା ସଚିବାଳୟ ସେବା ସଂଘର ପଦବୀ ଆବଣ୍ଟନକୁ ଦେଖାଯାଏ, ମୋଟ ୨୯୬୨ ପଦବୀ ରୁ ପ୍ରବେଶ ସ୍ତରରେ ୧୫୬୯ ପଦବୀ ସହାୟକ ଉପବିଭାଗ ଅଧିକାରୀମାନଙ୍କ ପାଇଁ ରଖାଯାଇଛି। ଯାହାକି ପ୍ରାୟ ୫୩% । ମାତ୍ର ଏହା ପରେ ଥିବା ପଦବୀ ଗୁଡିକରେ ପିରାମିଡ ଆବଣ୍ଟନ ହୋଇନାହିଁ। ତେଣୁ ନିକଟରେ ଉକ୍ତ କ୍ୟାଡରରେ ପୁନର୍ଗଠନର ଆବଶ୍ଯକତା ରହିଛି।

275 Assistant Executive Engineers joined Water Resources Department
CM Naveen Patnaik welcomed the 275 graduate engineers who joined Water Resources Department and exhorted them to keep themselves abreast of new technologies in field of water resources. CM expressed confidence that new recruits will work hard with dedication & sincerity towards State's development
CM said that Odisha has huge potential in irrigation & hydro power sector. CM added that the newly recruited engineers are joining the department in this exciting era of transformation and will have a prominent role to play in coming years.
CM said Odisha is making huge investments in irrigation sector adding that 10 major, 50 medium & 2500+ minor dam projects are currently operational. CM asserted that Odisha will continue to invest in water resources development for agriculture prosperity and farmer welfare.

SRC issues guidelines for inter-state public transport
All public transport from Odisha to Chhattisgarh & vice versa shall be suspended from April 10 to April 30. People coming to Odisha by any public transport have to produce RT-PCR negative report. Without report, 7-day home or institutional quarantine. Effective from April 12.

Chief Secretary Suresh C Mahapatra writes to Railway Board Chairman on mandatory RT-PCR negative test reports of all passengers coming to Odisha maximum 72-hours before journey or a 2nd dose vaccination certificate. The restriction shall come into force from boarding date of April 10.

With the extension of COVID-19 vaccination to all citizens aged 45 years or more from 1st April 2021, the Central Government has taken a crucial step to extend the cover of vaccination while easing the exercise for this segment of citizens, a substantial proportion of whom are in the organized sector of the economy and are involved in formal occupation in offices (government and private) or manufacturing and services etc.
The Health Ministry has written to all States and UTs that COVID-19 vaccination sessions may now be organized at workplaces (both public & private) which are having about 100 eligible and willing beneficiaries by tagging these workplaces with an existing COVID Vaccination Center (CVC). To support the States in this initiative, guidelines have been prepared and the same have conveyed by the Union Health Secretary to the States and UTs. These guidelines will support the State and District Programme Managers with the requisite information and guide them on organizing vaccination sessions at such workplaces (both public & private). Such work place vaccination centres may be launched across States/UTs from 11th April 2021.
States have been further advised to initiate due consultations with private/public sector employers and management to prepare for launch of workplace vaccination.
The Union Government of India in constant consultation with State Governments/UT administration continues consistently make efforts to ensure that the vaccination drive is more pragmatic and also more acceptable and purposeful to the beneficiaries. Click here to read full article
