UGC guidelines on Examination and Academic Calendar
HIGHLIGHTS :
1. Intermediate Semester Students: Will be graded based on internal assessment of the present and previous semester. In states where the COVID-19 situation has normalized, there will be exams in the month of July.
2. Terminal Semester Students: exams will be held in the month of July.
3. A COVID-19 cell will be constituted in every university which will be empowered to solve the issues of students related to academic calendar and examinations.
4. A COVID-19 cell in the UGC to be created for faster decision making.

ପ୍ରିୟ ଭାଇ ଓ ଭଉଣୀମାନେ,
ନମସ୍କାର ।
ଗତ ୧୦ ଦିନ ତଳେ ମୁଁ ଆପଣମାନଙ୍କ ସହିତ କଥା ହୋଇଥିଲି । ସେତେବେଳେ ଆମ ରାଜ୍ୟରେ କରୋନା ପଜିଟିଭ ସଂଖ୍ୟା ୬୧ ଥିଲା । ଏବେ ତାହା ଦୁଇ ଗୁଣ ବଢିଗଲାଣି । କିନ୍ତୁ ଡ଼ରିବାର କିଛି ନାହିଁ । ଆମେ ସତର୍କ ରହିଲେ ବିପଦକୁ ଏଡେଇ ପାରିବା ।
ପ୍ରଥମେ ଆମ ପାଇଁ ଚ୍ୟାଲେଞ୍ଜ ଥିଲା ବିଦେଶରୁ ଫେରୁଥିବା ଓଡିଆ ଭାଇଭଉଣୀଙ୍କ ଯତ୍ନ ନେବା । ଓଡିଶା ପ୍ରଥମ ରାଜ୍ୟ, ଯିଏ କି ସେମାନଙ୍କ ପାଇଁ ରେଜିଷ୍ଟ୍ରେସନ ଆରମ୍ଭ କଲା। ସେତେବେଳେ ସରକାରଙ୍କୁ ସହଯୋଗ କରିବା ପାଇଁ ମୁଁ ଆପଣମାନଙ୍କୁ ଅନୁରୋଧ କରିଥିଲି । ଆପଣମାନେ ସହଯୋଗ କଲେ। ଆମେ ପରିସ୍ଥିତିକୁ ଭଲ ଭାବରେ ନିୟନ୍ତ୍ରଣ କରିପାରିଲେ।
ତା ପରେ ଚ୍ୟାଲେଞ୍ଜ ହେଲା ନିଜାମୁଦିନ୍ରୁ ଫେରୁଥିବା ବନ୍ଧୁ ମାନଙ୍କ ଠିକ୍ ଭାବରେ ଯତ୍ନ ନେବା। ମୁଁ ପୁଣି ଥରେ ଆପଣମାନଙ୍କୁ ଅନୁରୋଧ କଲି । ଆପଣମାନେ ସହଯୋଗ କଲେ । ଆମେ ଏଥର ମଧ୍ୟ ପରିସ୍ଥିତିକୁ ଭଲ ଭାବରେ ନିୟନ୍ତ୍ରଣ କରିପାରିଲେ ।
ଏବେ ଆମର ତୃତୀୟ ଆହ୍ବାନ ହେଉଛି, ପଶ୍ଚିମବଙ୍ଗରୁ ଫେରୁଥିବା ଭାଇଭଉଣୀ ମାନଙ୍କର ଯତ୍ନ । ରାଜ୍ୟରେ ବର୍ତ୍ତମାନ କରୋନା ପଜିଟିଭ ମାନଙ୍କ ମଧ୍ୟରୁ କେବଳ ପଶ୍ଚିମବଙ୍ଗ ଫେରନ୍ତା ହେଉଛନ୍ତି ୫୦ । ଆପଣମାନଙ୍କ ସହଯୋଗରେ ଆମେ ପରିସ୍ଥିତିକୁ ଭଲ ଭାବରେ ମୁକାବିଲା କରିପାରିଛୁ । ପରିସ୍ଥିତି ନିୟନ୍ତ୍ରଣରେ ଅଛି ।
ଆଗାମୀ କିଛି ଦିନ ଆମ ପାଇଁ ସବୁଠାରୁ ଗୁରୁତ୍ବପୂର୍ଣ୍ଣ । ଦେଶର ସବୁଠାରୁ ଅଧିକ infected ରାଜ୍ୟ ମହାରାଷ୍ଟ୍ର, ଗୁଜୁରାଟ, ଦିଲ୍ଲୀ, ତାମିଲନାଡୁ, କର୍ଣ୍ଣାଟକ, ରାଜସ୍ଥାନ ତଥା ଆମ ପଡୋଶୀ ପଶ୍ଚିମବଙ୍ଗରୁ ବହୁ ଓଡିଆ ଭାଇଭଉଣୀ ରାଜ୍ୟକୁ ଫେରିବେ। ସେମାନେ ଆମ ଘର ଲୋକ। ବିପଦ ସମୟରେ ମା ଓ ମାତୃଭୂମି ଆଗ ଆମ ମନକୁ ଆସିଥାଏ । ସେମାନେ ସମସ୍ତେ ଆମର ପିଲାଛୁଆ । ଆମ ଭାଇଭଉଣୀ । ସେମାନଙ୍କ ଯତ୍ନ ନେବା ଆମର ଦାୟିତ୍ବ। ବାହାରୁ ଲୋକ ଆସିଲେ ପଜିଟିଭ ସଂଖ୍ୟା ବଢିବ। କିନ୍ତୁ ପରିସ୍ଥିତି ନିୟନ୍ତ୍ରଣରେ ରହିପାରିବ, ଯଦି ଆପଣମାନେ ସରକାରକୁ ପୁରା ସହଯୋଗ ଯୋଗାଇ ଦେବେ।
ତେଣୁ ଆମେ ସାବଧାନ ରହିବା । ଧୈର୍ଯ୍ୟ ରଖିବା । ବାହାରୁ ଫେରୁଥିବା ଲୋକଙ୍କ ରେଜିଷ୍ଟ୍ରେସନ କରିବା । ସେମାନଙ୍କୁ quarantineରେ ରଖିବାରେ ସରକାରଙ୍କୁ ପୁରା ସହଯୋଗ କରିବା । ଏହାଦ୍ବାରା ସେମାନେ ସୁସ୍ଥ ରହିବେ । ଆମ ପରିବାର ସୁସ୍ଥ ରହିବ। ଆମ ଗାଁ ଓ ଆମ ସମାଜ ମଧ୍ୟ ସୁସ୍ଥ ରହିବ। ଆପଣମାନଙ୍କର ଟିକିଏ ହେଳା ସମସ୍ତଙ୍କୁ ବିପଦରେ ପକାଇ ପାରେ । ଏହା ହେଉଛି ଜୀବନ ଓ ମୃତ୍ୟୁର କଥା । ଏପରିକି ୧୦ ପ୍ରତିଶତ ଲୋକଙ୍କ ଭୁଲ ଦ୍ବାରା, ସମସ୍ୟା ୧୦୦ ଗୁଣ ବଢିଯିବ।
ଓଡିଶାର ପରିସ୍ଥିତି ଅନ୍ୟ ରାଜ୍ୟମାନଙ୍କ ଠାରୁ ବହୁତ ଭଲ ଅଛି । ଆମେ ଯଦି ସରକାରଙ୍କ ନିୟମ ମାନି ଚଳିବା, ସରକାରଙ୍କୁ ପୁରା ସହଯୋଗ ଯୋଗାଇ ଦେବା, ତେବେ ଓଡିଶା କରୋନା ନିୟନ୍ତ୍ରଣ କରିବାରେ ସାରା ଦେଶରେ ଇତିହାସ ସୃଷ୍ଟି କରିପାରିବ।

ଚୀନର ଦୁଇଟି କମ୍ପାନୀରୁ ଆସିଥିବା ରାପିଡ ଆଣ୍ଟିବଡି ବ୍ଲଡ ଟେଷ୍ଟ କିଟ ତୃଟିପୂର୍ଣ୍ଣ ଥିବାର ଜଣାପଡଡିବା ପରେ, ତୁରନ୍ତ ଏହି ଟେଷ୍ଟ ବନ୍ଦ କରିବାକୁ ICMR ତରଫରୁ ସମସ୍ତ ରାଜ୍ୟଙ୍କୁ ଅନୁରୋଧ କରାଯାଇଛି । ଏଥିନେଇ କେତେକ ସ୍ପଷ୍ଟୀକରଣ ମଧ୍ୟ ଦିଆଯାଇଛି ।
ସୂଚନା ଅନୁଯାୟୀ, ଚୀନର ଦୁଇ କମ୍ପାନୀ ଯଥା Biomedemics and Wondfo ଠାରୁ ଏହି କିଟ ଆସିଥିଲା । ମାତ୍ର ଆଶ୍ଵସ୍ତିର ବିଷୟ, ଏଥିପାଇଁ ଅଗ୍ରୀମ ମଧ୍ୟ ଦିଆଯାଇ ନଥିଲା । ତେଣୁ ଏଥି ଜନିତ କୌଣସି ଆର୍ଥିକ କ୍ଷତି ହୋଇନାହିଁ ।

Facts on the controversy around prices of Rapid Antibody tests

First of all, it is important to understand the background in which procurement decisions are made by ICMR. Testing is one of the most crucial weapons to fight COVID-19 and ICMR is doing everything it can to ramp up testing. This requires procurement of kits and supplying them to states. This procurement is being undertaken when globally there is huge demand for these test kits and various countries are applying their full might, monetary and diplomatic, to acquire them.
ICMR’S first attempt to procure these kits did not elicit any response from the suppliers. Its second attempt got adequate responses. Of these responses, taking sensitivity and specificity in mind, kits of 2 companies (Biomedemics and Wondfo) were identified for procurement. Both had the requisite international certifications.
For Wondfo, evaluation committee got 4 bids and the corresponding quotes received were Rs. 1,204, Rs. 1,200, Rs. 844 and Rs. 600. Accordingly, bid offer of Rs. 600 was considered as L-1.
In the meanwhile, ICMR also tried to procure the kits directly from Wondfo company in China through CGI. However, quotation received from direct procurement had the following issues:
- Quotation was FOB (Free on Board) without any commitment on logistics issues.
- The quotation was on the basis of 100% direct advance without any guarantees.
- There was no commitment on timelines.
- Rates were communicated in US dollars without any clause for accounting for fluctuations in prices.
Hence, it was decided to go Wondfo’s exclusive distributor for India for the kit who quoted an all inclusive price for FOB (logistics) without any clause for advance.
It needs to be also remembered that this was the first ever effort by any Indian agency to procure such kits and the rate quoted by the bidders was the only reference point.
After receipt of some supplies, ICMR has again conducted quality checks on these kits in field conditions. Based on scientific assessment of their performance, the order in question (Wondfo) along with order in respect of another make found under-performing have been cancelled.
It needs to be stressed that ICMR has not made any payment whatsoever in respect of these supplies. Because of the due process followed (not going for procurement with 100% advance amount), GoI does not stand to lose a single rupee.

No move to reduce retirement age :DoP

Strongly refuting the reports in a section of media that Government has moved a proposal for reducing the age of retirement of government employees to 50 years, Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh categorically stated here today that there is no such move to reduce the retirement age nor has been such a proposal discussed or contemplated at any level in the government.

Clarification of MHA on opening of shops

Clarification on MHA order allowing Opening of Shops

Ministry of Home Affairs issued an Order yesterday on amendments in the consolidated revised guidelines on lockdown measures to allow opening of shops. (https://pib.gov.in/PressReleaseIframePage.aspx?PRID=1618049)
This Order implies that:
- In rural areas, all shops, except those in shopping malls are allowed to open.
- In urban areas, all standalone shops, neighborhood shops & shops in residential complexes are allowed to open. Shops in markets/market complexes and shopping malls are not allowed to open.
It is clarified that sale by e-commerce companies will continue to be permitted for essential goods only.
It is further clarified that sale of liquor and other items continues to be prohibited as specified in the National Directives for COVID-19 management.
As specified in the consolidated revised guidelines, these shops will NOT BE PERMITTED TO OPEN in areas, whether rural or urban, which are declared as CONTAINMENT ZONES by respective States/ UTs.

These Relaxations in Lockdown Restrictions would not applicable in Hotspots/Containment Zones

Ministry of Home Affairs (MHA), on 15.04.2020, had issued an order to exempt certain activities under the consolidated revised guidelines to fight COVID-19, in certain areas not included in hotspots/containment zones.
Giving relaxation in the category of Commercial and private establishments, MHA has issued an order to all States/UTs, to allow opening of all shops registered under Shops & Establishment Act of respective States/ UTs, including shops in residential complexes, neighborhood & standalone shops.
Shops in market complexes, except those within the limits of municipal corporations and municipalities, would be allowed to open. Shops in single & multi-brand malls would not be allowed to open anywhere.
It would be mandatory for all permitted shops to open only with 50% strength of workers, ensure compulsory wearing of masks and strict adherence to social distancing norms.
It is important to note that these relaxations in lockdown restrictions would not applicable in hotspots/containment zones.
