Cancellation of Students Union Election 2019

The State Government today announced the cancellation of Students' Union Elections in Colleges and Universities  across Odisha for the year 2019.
In larger interest of the students' community, it has been decided by the State Government that Student Union Election shall not be conducted in State Universities and Degree Colleges in 2019.
"An alternative procedure for nominating students' representatives to various bodies of Universities and Colleges, where it is required shall be prescribed subsequently,"

Protest against integration of Directorates with Administrative Departments

Today at 11.30 A.M., nearly 800 OSS Cadre Officers gathered at the PR Lawn of the Lokaseva Bhawan to protest and to have a discussion on the Resolution issued by Government n GA & PG Department yesterday regarding integration of Directorates with Administrative Departments.
         The President and the General Secretary along with other executive members of the Odisha Secretariat Service Association (OSSA) were present in the protest. They discussed different aspects of the said resolution and its detrimental effects on the service conditions & interests of the employees of Odisha Secretariat Service (OSS) Cadre. It was resolved in the meeting that a memorandum citing how this decision of the Government will deleteriously affect the dignity & work culture of Odisha Secretariat Service and also different technical/practical/legal difficulties will emerge in future. The protest will be intensified further unless appropriate corrective steps are taken by the Government. 
All the officers of the cadre irrespective of the rank line expressed their deep concern as the decision has been taken keeping the stakeholders in dark. It is apprehended that this decision may adversely affect the future of the newly joined highly qualified OSS officers i.e. the Asst. Section Officers who have preferred the cadre as a cadre of choice due the job profile.  


In order to streamline the functioning of Directorates and speed up the process of decision making, State Government has decided to integrate the different Directorates with their respective Administrative Departments to function as composite Departments with immediate effect.

Key Points of the Resolution:
According to notification the integrated Department shall function in the premises of the respective Administrative Departments/Directorates as may be decided by the Administrative Department keeping in view availability of space and public convenience.
There will be single file system through OSWAS and every proposal referred by the Directorate shall not be required to be re-initiated or re-examined de novo in the Department.
The sections such as Office Establishment, Issue and Accounts, Cash etc. common to both the offices shall be appropriately reorganized and Officers such as DDO and Establishment Officer and staff may be utilized accordingly in the composite Departments to ensure better efficiency avoiding duplication of work and wastage of time.
Surplus staff, if any, shall be surrendered to the pool being managed by the Administrative Reforms Cell of DoGAPG for redeployment and vacant posts at the lowest level shall be abolished as per the guidelines of Finance Department.

The concerned staff will continue to remain in their respective cadres and will avail service benefits in their own cadre hierarchy.


Recruitment in the level of Junior Assistants in the HoD Cadre will not be held until further order.
On account of promotion, death, resignation or otherwise, the base level posts in the Heads of Department will stand abolished and in lieu of that, as per requirement, the same shall be filled up from Secretariat Common Cadre meant for Heads of the Department (HoD)

This is to be done in keeping in view the administrative necessity in due consultation/concurrence with Finance Department.

The Administrative Department shall take necessary steps to make budget provisions for the composite Department. Necessary budget provisions for the integrated Department shall be made from the next financial year in consultation with Finance Department.


OSWAS system operative in the State Secretariat shall be modified to integrate the Directorates with the Departments immediately and Directorates will submit only electronic files after due scanning of existing files.























Extension of joining time of newly recruited ASOs till 26.09.2019

Facilities provided to female passengers


(i) Women senior citizens of minimum 58 years of age (For men senior citizen of minimum 60 years) are eligible for 50% concession (Men senior citizen are eligible for 40% concession) in the fare of all classes in' Mail/ Express, Rajdhani/ Shatabdi/ Jan Shatabdi group of trains.

(ii) Women recipients of president's police Medal for distinguished service and Indian Police award for meritorious service are eligible for 60% concession (Concession is 50% for men) in all classes of Rajdhani / Shatabdi/ Jan Shatabdi trains.


(iii) War widows, widows of I.P.K.F. personnel killed in action in Sri Lanka, widows of Policemen & Paramilitary personnel & defence personnel killed in action against Terrorist & Extremists and widows of Martyars of operation Vijay in Kargil in 1999 are entitled for 75% concession in second and sleeper class.

(iv) Girls upto Graduation/ professional/ vocational courses are eligible for free second class Monthly season ticket from Home town to School/ College / Institution. (In case of the Boys this facility is available upto 12th standard) .

(v) Girls of Government School in Rural areas who travels to appear entrance exams for national level Medical, engineering etc are eligible for 75% concession in second class.

(vi) A reservation quota of six berths in sleeper class in long distance Mail/ Express Trains and a reservation quota of six berths in 3AC class of all Rajdhani/ Duronto/fully Air Conditioned / Express trains has been earmarked for female passengers irrespective of their age, travelling alone or in a group of female passengers.


(vii) A combined quota of six to seven lower berths per coach in Sleeper class, four to five lower berths per coach each in Air Conditioned 3 tier (3AC) and three to four lower berths per coach in Air Conditioned 2 tier (2AC) classes (depending on the number of coaches of that class in the train) has been earmarked for senior citizens, female passengers 45 years of age and above and pregnant women.

(viii) In the computerized Passenger Reservation System (PRS) there is a provision to allot lower berths to Senior Citizens, Female passengers of 45 years and above automatically, even if no choice is given, subject to availability of accommodation at the time of booking.

(ix) After departure of the train, if there are vacant lower berths available in the train and if any person with disability booked on the authority of handicapped concession or a senior citizen or a pregnant woman, who has been allotted upper / middle berth, approaches for allotment of vacant lower berths, the on board Ticket Checking Staff has been authorized to allot the vacant lower berth to them making necessary entries in the chart.

(x) Separate counters are earmarked at various Passenger Reservation System(PRS) centres for dealing with the reservation requisitions received from person with disabilit;y, senior citizens, Ex. MPs, MLAs, female passengers, accredited journalists and freedom fighters, if the average demand per shift not less than 120 tickets. In case there is no justification for earmarking of an exclusive counter for any of these categories of persons including female passengers or senior citizens, one or two counters depending upon the total demand are earmarked for dealing with the reservation requests for all these categories of persons.
At those reservation offices which have not been computerized and where separate counters for female passengers are not in existence, female passengers are not required to be compelled to join the general queues and are to be attended separately at the same counter as for general passengers.

(xi) Accommodation is also earmarked for female passengers in the unreserved coaches of Mail/ Express trains.

(xii) Separate compartments/ coaches have been earmarked in suburban trains for exclusive use of female passengers.

(xiii) Ladies special trains are also run wherever required and feasible.

(xiv) Waiting room / halls are earmarked for female passengers at important stations.

(xv) Separate toilets for female passengers are provided as per norms.
