UPSC postponed Personality Test of Civil Service Examination
Due to the prevailing conditions caused by the Novel Corona Virus (COVID-19), as a precautionary measure, the Union Public Service Commission has deferred the Personality Tests (Interviews) of the candidates of the Civil Services Examination, 2020 scheduled from 26th April, 2021 to 18th June, 2021 till further orders. New dates for the Personality Tests (Interviews) will be informed to the candidates in due course of time.

In a meeting chaired by PM Narendra Modi, an important decision of allowing vaccination to everyone above the age of 18 from 1st May has been taken. PM said that the Government has been working hard from over a year to ensure that maximum numbers of Indians are able to get the vaccine in the shortest possible of time. He added that India is vaccinating people at world record pace& we will continue this with even greater momentum.
India’s National Covid-19 Vaccination Strategy has been built on a systematic and strategic end-to-end approach, proactively building capacity across R&D, Manufacturing and Administration since April 2020. While pushing for scale and speed, it has simultaneously been anchored in the stability necessary to sustainably execute the World’s Largest Vaccination Drive.

ସଚିବାଳୟ ସହିତ ବିଭାଗୀୟ ମୁଖ୍ଯ ଦପ୍ତରର ମିଶ୍ରଣ ନେଇ ସରକାର ଙ୍କ ପକ୍ଷରୁ ପ୍ରଥମ ଥର ପାଇଁ Resolution ପ୍ରକାଶ ପାଇବା ପରେ ଏଥିନେଇ ବିଭିନ୍ନ ମହଲରେ ଆଲୋଚନା ତଥା ସମାଲୋଚ଼ନା ଦେଖାଦେଇଥିଲା। ଏହାର ଅନୁପାଳନ କରାଯାଇ ଅନେକ ବିଭାଗ ସେମାନଙ୍କ ଅଧିନସ୍ଥ ବିଭାଗୀୟ ମୁଖ୍ଯ ଦପ୍ତର ଗୁଡିକର ମିଶ୍ରଣ ସମ୍ବନ୍ଧରେ Notification ମଧ୍ୟ ପ୍ରକାଶ କରିଛନ୍ତି। OSWAS ବ୍ୟବସ୍ଥା ପ୍ରାୟ ବହୁତ ଗୁଡିଏ ବିଭାଗୀୟ ମୁଖ୍ଯ ଦପ୍ତର ରେ କରାଗଲା। କିନ୍ତୁ କେବଳ ଉଚ୍ଚ ଶିକ୍ଷା ବିଭାଗରେ ଉପରୋକ୍ତ ମିଶ୍ରଣ ଜନିତ କାର୍ଯ୍ୟ ଧାରା କୁ ସଫଳ ରୂପାୟନ ଦେବା ପାଇଁ ପ୍ରଯତ୍ନ କରାଯାଇଛି ବୋଲି ଅନୁଭବ ହୁଏ।
ସେତେବେଳେ Resolution ର ବିଭିନ୍ନ ଦିଗକୁ ନେଇ ଆମ୍ଭେ ଏହିଠାରେ କିଛି ଅନୁଶୀଳନ କରିଥିଲୁ। ଯଦିଓ ଆମ୍ଭର ଆଶଙ୍କା ଅନୁଯାୟୀ ପରିସ୍ଥିତି ଏତେ ଖରାପ ହୋଇନାହିଁ କିନ୍ତୁ ମନରେ ଆଶଙ୍କା ଏବେ ମଧ୍ଯ ଅଛି। ନିମ୍ନରେ ଥିବା link ରୁ ପୂର୍ବରୁ କରାଯାଇଥିବା ବିଶ୍ଳେଷଣ ଦେଖିପାରିବେ।

ଏବେ କନିଷ୍ଠ ସହାୟକ ପଦବୀ ପାଇଁ ନିଯୁକ୍ତି ପ୍ରକ୍ରିୟା ସ୍ଥଗିତ ରଖାଯାଇ HOD Cadre କୁ ବିଲୁପ୍ତପ୍ରାୟ କ୍ୟାଡର କରାଯିବାର ପ୍ରସ୍ତାବ ଅଛି। ଫଳରେ ପଦୋନ୍ନତି ଏବଂ ଅବସର ପରେ ଖାଲି ପଡୁଥିବା ପଦବୀ କୁ ସ୍ୱତଃ Abolish ହୋଇଗଲା ବୋଲି ବିଚାର କରାଯିବ।
ସେହିପରି ସମାନ୍ତରାଳ ଭାବେ ସଚିବାଳୟ ସେବା ବର୍ଗରେ ଏଏସ୍ଓ ଠାରୁ ଆରମ୍ଭ କରି ଅତିରିକ୍ତ ଶାସନ ସଚିବ ପର୍ୟ୍ଯନ୍ତ ନିଯୁକ୍ତି ଓ ପଦୋନ୍ନତି ଚାଲୁ ରହିବ।
କିନ୍ତୁ ବିଭାଗୀୟ ମୁଖ୍ଯ ଦପ୍ତର ରେ ଖାଲି ପଦବୀ ସ୍ଥାନରେ କାହାଦ୍ବାରା ସରକାରୀ କାର୍ଯ୍ୟ କରାଯିବ ତା ପାଇଁ ବରିଷ୍ଠ ପ୍ରଶାସନିକ ଅଧିକାରୀ ସ୍ଥରରେ ଚିନ୍ତା କରାଯାଉଛି। ଯାହା ପୂର୍ବରୁ ପ୍ରସ୍ତାବ ଥିଲା, ସାଧାରଣ ପ୍ରଶାସନ ଅଧୀନରେ ଏକ Common Cadre କରାଯାଇ ସେଥିରେ ଏଏସ୍ଓ ନିଯୁକ୍ତି କରାଯିବ ଏବଂ ଆବଶ୍ଯକତା ଅନୁସାରେ ସମ୍ପ୍ରୁକ୍ତ ବିଭାଗୀୟ ମୁଖ୍ଯ ଦପ୍ତରକୁ ଦିଆଯିବ।
ନିକଟରେ ତା-୩୧.୦୩.୨୦୨୧ରିଖ ଦିନ, ମୁଖ୍ଯ ଶାସନ ସଚିବଙ୍କ ଅଧ୍ୟକ୍ଷତାରେ ଏକ ବୈଠକ କରାଯାଇ ଏହି ନିଷ୍ପତ୍ତିର ବିଭିନ୍ନ ଦିଗ ପ୍ରତି ଆଲୋଚନା କରାଯାଇଛି।
ଆଲୋଚନାର ବିଷୟବସ୍ତୁ -
୧ - ସଚିବାଳୟ (Secretariat) ଏବଂ ମୁଖ୍ଯ ଦପ୍ତରର (Heads of Department) ଏଏସ୍ଓ ପାଇଁ ଗୋଟିଏ ନିଯୁକ୍ତି ବିଜ୍ଞାପନ ବାହାରିବ କି?
୨ - ମୁଖ୍ଯ ଦପ୍ତରର ଏଏସ୍ଓ ଙ୍କୁ ସଚିବାଳୟ ଏଏସ୍ଓ ର ମର୍ଯ୍ୟାଦା ଦିଆଯିବ କି? ଅର୍ଥାତ୍ ୬ ବର୍ଷର ଠିକା ନିଯୁକ୍ତି ନିୟମ ସେମାନଙ୍କ ପାଇଁ ଲାଗୁ ହେବ ନାହିଁ କି? OPSC ମାଧ୍ୟମରେ ପରୀକ୍ଷା ହେଲେ ଉକ୍ତ ଠିକା ନିଯୁକ୍ତି ଲାଗୁ ହେବ କି ନାହିଁ?
୩ - ମୁଖ୍ଯ ଦପ୍ତରର ଏଏସ୍ଓ ପାଇଁ ନିଯୁକ୍ତି ବିଜ୍ଞାପନ ରେ ପ୍ରାର୍ଥୀଙ୍କ ପାଇଁ Option ରହିବ କି?
୪ - ଯେଉଁ ମୁଖ୍ଯ ଦପ୍ତରର ବିଭାଗ ସହିତ ମିଶ୍ରଣ ହୋଇନଥିବ, ସେମାନଙ୍କର ସ୍ଥାନ କେଉଠି ରହିବ?
୫ - Composite Department କ୍ଷେତ୍ରରେ, ମୁଖ୍ଯ ଦପ୍ତର କ୍ୟାଡର କୁ ରଦ୍ଦ କରାଯାଇ ଏବଂ ବିଭାଗ ସହିତ ମିଶ୍ରଣ କରାଯାଇ ମୁଖ୍ଯ ଦପ୍ତର ଏଏସ୍ଓ ଙ୍କୁ ସଚିବାଳୟ ଏଏସ୍ଓ ବୋଲି ବିବେଚନା କରାଯିବ କି?
୬ - ଏପରି କ୍ଷେତ୍ରରେ ଦୁଇ ପ୍ରକାର ମୁଖ୍ଯ ଦପ୍ତର ସ୍ରୁଷ୍ଟି ହୋଇପାରେ। ଯଥା Composite HOD ଏବଂ ବର୍ତ୍ତମାନର HOD.
ନିଷ୍ପତ୍ତି ଯାହା ହେଉନା କାହିଁକି ପଦ ମର୍ଯ୍ୟାଦା ର ଅଧୋଗତି ନ ହେଉ। ସବୁ କ୍ୟାଡରରେ କର୍ମଚାରୀ / ଅଧିକାରୀ ମାନଙ୍କ ର ସ୍ୱାଭିମାନ ବଜାୟ ରହୁ। ଚାକିରୀ କ୍ଷେତ୍ର ରେ ଯଥା ସମ୍ଭବ Job Security ରହୁ। କିଛି ଦାବୀ, ଆଶଙ୍କା କିମ୍ବା ପ୍ରସ୍ତାବ ଥିଲେ ନିଜ ସେବା ସଂଘ ମାଧ୍ୟମରେ ସରକାରଙ୍କୁ ଜଣାଇବାରେ କଠୋରତା ନ ରହୁ।
ଆଜିର ଦିନରେ ସିଭିଲ ସର୍ଭିସ ପରେ ପରେ ଏଏସ୍ଓ ପଦବୀ ସବୁ ପରୀକ୍ଷାର୍ଥୀଙ୍କ ପ୍ରଥମ ପସନ୍ଦ। ହାଇକୋର୍ଟ ଏଏସ୍ଓ ବିଜ୍ଞାପନ ବାହାରିବା ପରେ ସମସ୍ତଙ୍କ ନଜର ଏବେ ସଚିବାଳୟ ଏଏସ୍ଓ ଉପରେ। ରାଜଧାନୀର ସବୁ କାନ୍ଥରେ ଏଏସ୍ଓ କୋଚିଂ ପାଇଁ ପୋଷ୍ଟର ଛାଇଗଲାଣି।
ଗୋଟିଏ ପଟେ ମାନ୍ୟବର ଅଦାଲତ ଙ୍କ ରହିତାଦେଶ ଯୋଗୁଁ ସଚିବାଳୟର ପ୍ରାୟ ୫୦୦ ସେକ୍ସନ ଅଫିସର ପଦବୀ ଖାଲି ରହିବା ସତ୍ୱେ ଏଏସ୍ଓ ମାନଙ୍କୁ ପଦୋନ୍ନତି ମିଳୁନାହିଁ। ସେପଟେ ଏଏସ୍ଓ ନିଯୁକ୍ତି ପ୍ରତି ବର୍ଷ ହେବା ପାଇଁ ସରକାର ବାଧ୍ଯ ନୁହଁନ୍ତି ବୋଲି ନିୟମରେ ପରିବର୍ତ୍ତନ କରାଯାଇଛି। ତେଣୁ ବର୍ତ୍ତମାନ କେବଳ ଖାଲିଥିବା ପ୍ରାୟ ୨୫୦ ପଦବୀ ପାଇଁ ବିଜ୍ଞାପନ ବାହାରି ପାରେ।
ମାତ୍ର ଉପର ବର୍ଣ୍ଣିତ ସଚିବାଳୟ-ମୁଖ୍ୟ ଦପ୍ତର ମିଶ୍ରଣ ପ୍ରକ୍ରିୟା କୁ ଦେଖିଲେ, ଏଏସ୍ଓ ନିଯୁକ୍ତି ଆଗାମୀ ଦିନରେ ଏକ ଭିନ୍ନ ଶୈଳୀରେ ହେବାର ଆଶା ରଖାଯାଇପାରେ। ବରିଷ୍ଠ ଅଧିକାରୀ ମାନଙ୍କ ନିଷ୍ପତ୍ତି ନିଶ୍ଚିତ ଭାବେ ସମସ୍ତଙ୍କ ପାଇଁ ଅନୁକୂଳ ହେବାର ଆଶା ଓ ବିଶ୍ବାସ ।

Cadre Restructuring in Odisha Engineers Service (OES) Cadre
After amendment in Recruitment Rules, the OES cadre in Water Resources Department has been restructured as follows.
HIGHLIGHTS :
Deputy Executive Engineer has been merged with Assistant Executive Engineer. They will be in charge if Sub-Divisions.
Superintending Engineer Level-I and Level-II posts are merged to form Superintending Engineer. They will be in charge of Divisions along with Executive Engineers.
New post namely Additional Chief Engineer has been created. They will be in charge of Circles.
Total post remains constant at 1608.
Recruitment into AEE post shall be based on score in GATE Examination.
