Drawal of Salary in Revised Pay Rules, 2017

Odia University Bill

The state assembly on Thursday passed the Odia University Bill that paves way for establishment of a University for research in Odia language and literature.

Odisha became the fourth state in country to have a special university for development of its language and literature after Karnataka, Tamil Nadu and Andhra Pradesh.

The university would be set up at Bhubaneswar.

Governor of Odisha would act as Chancellor of the Odia University.

Government would constitute a board, the apex decision making body of the institute on its management and administration.

The proposed university would offer post-graduate and above courses in various departments of Odia literature, Odia language, comparative literature, Odia literary criticism, ancient art, culture and documents, evolution of scripts of ancient Indian languages, tribal language studies, regional language studies, archeology and classical music and translation of Odia literature in other languages and vice versa.


The proposed varsity also aims use of information technology and conduct research for overall development of Odia language and literature. It would work as an education and resource centre for Sanskrit and other ancient languages as well.

Odisha Abolishes of Block Grant System

1st September, 2017


Odisha abolishes Block Grant System for teachers and introduces Grant-in-Aid. The agitation for last 17 Days comes to end. 

Announcement made by Chief Minister Naveen Patnaik at the Secretariat today evening.
“The block grant system has been abolished and replaced with grant-in-aid system. This will benefit teachers, student and uplift quality of education. I request teachers to go back to their respective schools and start teaching,”
Patnaik further stated that earlier Odisha government in 2004 had introduced the block grant system to support teachers of the Schools and Colleges that were earlier not getting any support from the government.Now the government has decided to support them further and in a historic decision, the block grant system has been abolished, Patnaik added.
“The teachers have thanked CM Naveen Patnaik for abolishing block grant system and introducing grant-in-aid system. I think there would be no problems for teachers as they will be entitled to get grade pay, DA, increments as well,” School and Mass Education Minister Badri Narayan Patra said.
The Odisha School College United Teachers and Employees’ Association has been staging demonstration for the last 17 days at Lower PMG square demanding fulfillment of their demands.
The association is a union of Block Grant Lecturers and Employees Associations of 488 Category Aided Colleges, All Odisha 662 (+2 and +3) Non-government Lecturers’ and Employees’ Association and Odisha School Teachers Association.
“For the last 17 days we have been demanding service condition and gave two months time to State government to consider our demands of ex-gratia to retired teachers. As grant-in-aid has been introduced, we have also sought increments for 488-category colleges and 662-category schools every three years,” said Convenor of School Teachers Association, Prakash Mohanty.

Odisha announced 7th Pay Commission

Announcement of Shri Naveen Patnaik, Hon'ble Chief Minister, Odisha.
“My government has decided to implement the recommendations of the committee constituted for examination of 7th Central Pay Commission Report and its adoption for the State Government employees. 

About 4.5 lakh serving State Government employees and 3.5 lakh retired State Government employees will get enhanced emoluments and higher pension respectively.
Annual additional expenditure on this count would be about Rs.4500 Crores.
Government employees will get the pay hike from September month salary onward."
