Odisha Secretariat Service : Situation demands cadre review

Why Cadre Review? 

The main purpose of a cadre review is to restructure a cadre in such a way as to remove the deficiencies which might be existing at the time of the constitution of a service or have crept in subsequently and ensure that the cadre structure satisfies the functional, structural and personnel considerations. Cadre review provides an opportunity to overcome various bottlenecks, remove existing distortions and bring about rationalisation of cadre structure so as to improve the efficiency and morale of the cadre officers and thereby enhance the effectiveness of the Service in the fulfilment of the objectives for which it has been established.

The major part of the cadre review exercise concerns advance projection of manpower requirements over the review period and the planning of recruitment for this period. Rationalisation of the cadre from the functional, structural and personnel angles is the other major objective of a cadre review. Specifically, the main objectives of cadre review are to:

i) estimate future manpower requirements on a scientific basis for a period of 5 years at a time,

ii) Plan recruitment in such a way as to avoid future promotional blocks and at the same time prevent gaps building up,

iii) so restructure the cadre as to harmonise the functional needs with the legitimate career expectations of its members and thus

iv) to enhance the effectiveness of the service.

CADRE REVIEW OF OSS 

As like other cadres, posts are being created / abolished based on demand of present situation. The no. of posts sanctioned for different ranks in OSS cadre is as follows. (As on 02.09.2020) 

ASO = 1564 (53%) 

SO = 712 (24%) 

DO = 326 (11%) 

US = 254 (8.6%) 

DS = 70 (2.4%) 

JS = 22 (0.74%) 

AS = 08 (0.26%) 

Total = 2956

If we go for present position of the base level two ranks i.e. ASO & SO, (file level work starts here) though there is huge vacancy in SO (nearly 450/712), still then the ASOs  (having service period only 4 years) are not eligible for promotion. This situation arises because of recruitment in a gap 20 years i.e. from 1997 to 2016. 

Now SO posts are vacant and ASOs are new to service. This affects office work seriously. There are only two ASOs per section which should be at least four. Hence it requires more base level posts. In 2024, a major part of OSS officers will be retired from service. So the pyramid of OSS officers will not be uniform. In this situation, one time relaxation for promotion from ASO to SO may be considered by Government in

If we compare the sanction strength of OAS officers, its somehow in good ratio. Sufficient base level posts available with good promotional posts. Every 2-3 years, this cadre is being reviewed by Government and restructuring is there as per necessity. 

As on 09.06.2020 - 

Class-I (JB) = 1188 (62.41%) 

Class-I (SB) = 330 (17.35%) 

Supertime Scale = 235 (12.36%) 

SAG = 125 (6.58%) 

Spl Secy = 25 (1.4%) 

Total = 1903

From this hierarchy, it's understood that the number of promotion level is only four in OAS cadre whereas six in OSS cadre. So to avail promotional posts by maximum number of eligible OSS officers during their service tenure, some levels should be merged and base level posts should be increased.

May be late but not bad, Odisha Secretariat Service Association (OSSA) has submitted its memorandum (Download.pdf) to Chief Secretary, Odisha with proposals for cadre review. 

The proposals include re-nomenclature of posts, merger of SO & DO, increase sanction strength of base level as well as promotion level etc. It needs analysis to have a better cadre restructuring.

Andhra Pradesh ranks at the top of the State Rankings on the basis of State Business Reform Action Plan 2019. In line Uttar Pradesh and Telangana were at the second and third place respectively.

These states have been declared as the best performing states in their respective zones.
Uttar Pradesh in the North Jharkhand in the East Madhya Pradesh in the West Andhra Pradesh in the South Assam in the North Eastern state.

President Kovind confers National Awards on Teachers Appreciates Role of Teachers through Digital Education during COVID times National Education Policy to prepare Children for Future Needs

The President of India, Shri Ram Nath Kovind, conferred National Awards on 47 teachers from across the country in the first ever award ceremony held virtually today (September 5, 2020) on the occasion of Teachers’ Day. The President in his speech congratulated the winners of the award and appreciated the steps taken by the teachers in order to improve school education qualitatively. He observed that about 40 percent of the winners of the National Awards were women and appreciated the role women have played as educators.

Paying obeisance and tributes to Dr. S Radhakrishnan, President Kovind said that he was a visionary, statesman and most significantly an extraordinary teacher. Celebrating his birthday as Teachers’ Day is a mere token for the services he had rendered towards the development of the nation and also a mark of respect for the entire community of educators, he added. This occasion also gives an opportunity to pay respect to our teachers for their commitment and supreme contribution in the lives of pupil. He further opined that it is this commitment that is the foundation stone for any school as teachers are the true nation builders who are instrumental in building the character and knowledge of the children.

Emphasizing on the importance of digital technology in challenging times of COVID pandemic, President Kovind said that our teachers are taking the help of this technology to reach out to the children. Applauding the skills of teachers in shifting to this new technology driven teaching, he said that it is important for all teachers “to upgrade and update” their skills in the field of digital technology so as to make education more effective and also make the students conversant with the new techniques. President Kovind said the online education system has made it obligatory for the parents to join hands with the teachers and encourage children to evoke interest in new fields of learning. Pointing out at the digital divide, he also emphasized that steps should be taken so that children from tribal and far-flung areas are also benefitted.

Talking about the National Education Policy, President Kovind opined that the newly introduced policy is an endeavour to prepare our children for future needs and has been designed after considering the opinion of various stakeholders. It is now the teachers who would be at the center-stage for making the policy successful and productive, he added. All efforts are being made to make the teachers competent to implement the new National Education Policy and only the best would be chosen for the field of education, President Kovind said.

The Union Minister for Education, Shri Ramesh Pokhriyal ‘Nishank’ delivered the welcome address while the Minister of State for Education, Shri Sanjay Dhotre gave the Vote of Thanks.

AHSE (+2) 2020 - Arts & vocational results published

AHSE(+2), 2020 Arts result has been published today in the O/o CHSE(O) by Shri Samir Ranjan Dash, Hon'ble Minister, S & ME Dept. Odisha in presence of Shri Satyabrata Sahu, Principal Secretary, Chairman, CHSE(O) and other Officers.

148452 students of Arts stream have passed Annual Higher Secondary Exam(+2) 2020, out of which 22196 have been passed in 1st. Division. The pass percentage is 67.56%. Congratulations to all the successful candidates.

Out of 96921 boys appeared 55766 have passed. Out of 122795 girls appeared 92686 have passed.

Branch Post Offices (B.O.) are non-Departmental offices under one Sub-Post Office (S.O.).

OSSA submits memorandum for OSS cadre restructuring

A 17-page memorandum on behalf of Odisha Secretariat Service (OSS) cadre has been submitted by OSSA to Chief Secretary, Odisha. In view of change in work load and nature of work, some proposals including cadre review, creation/abolition of posts, re-nomenclature of posts etc. are there in the memorandum. 

Key proposal :
  • Base level post to be renamed as Sub-Assistant Secretary
  • Merger of SO/DO to form a new post namely Assistant Secretary
  • Assignment of 4(four) Sub-Assistant Secretary (presently ASO) per section. 
  • Creation of 5% ex-cadre posts for offices of different Commissions/ tribunals/ Ministers etc. 
  • Abolition of 245 SO/DO posts.

The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi has approvedlaunching of a National Programme for Civil Services Capacity Building (NPCSCB)with the following institutional framework:-

 

(i)     Prime Minister's Public Human Resources (HR) Council,

(ii)    Capacity Building Commission.

(iii)    Special Purpose Vehicle for owning and operating the digital assets
andthe technological platform for online training,

(iv)   Coordination Unit headed by the Cabinet Secretary.

 

Salient Features

NPCSCB has been carefully designed to lay the foundations for capacity building for Civil Servants so that they remain entrenched in Indian Culture and sensibilities and remain connected, with their roots, while they learn from the best institutions and practices across the world. The Programme will be delivered by setting up an Integrated Government Online Training-iGOTKarmayogiPlatform. The core guiding principles of the Programme will be:

 

  1. Supporting Transition from 'Rules based' to 'Roles based* HR Management.Aligning work allocation of civil servants by matching their competencies tothe requirements of the post.
  2. To emphasize on 'on-site learning' to complement the ‘off-site’ learning,
  3. To create an ecosystem of shared training infrastructure including that oflearning materials, institutions and personnel,
  4. To calibrate all Civil Service positions to a Framework of Roles, Activities and Competencies (FRACs) approach and to create and deliver learningcontent relevant to the identified FRACs in every Government entity,
  5. To make available to all civil servants, an opportunity to continuously build and strengthen their Behavioral, Functional and Domain Competencies intheir self-driven and mandated learning paths.
  6. To enable all the Central Ministries and Departments and their Organizations  to directly invest their resources towards co-creation  and sharing the collaborative and common ecosystem of learning through an annual financialsubscription for every employee,
  7. To encourage and partner with the best-in-class learning content creators including public training institutions, universities, start-tips and individualexperts,
  8.  To undertake data analytics in respect of data emit provided by iGOT- Karmayogi  pertaining  to  various  aspects  of capacity  building,   content creation, user feedback and mapping of competencies and identify areas for policy reforms.

 

Objectives

It is also proposed to set up a Capacity Building Commission, with a view to ensure a uniform approach in managing and regulating the capacity building ecosystem on collaborative and co-sharing basis.

 

The role of Commission will be as under-

  • To assist the PM Public Human Resources Council in approving the Annual Capacity Building Plans.
  • To exercise functional supervision over all Central Training Institutions dealing with civil services capacity building.
  • To create shared learning resources, including internal and external faculty and resource centers.
  • To coordinate and supervise the implementation of the Capacity Building Plans with the stakeholder Departments.
  • To make recommendations on standardization of training and capacity building, pedagogy and methodology
  • To set norms for common mid-career training programs across all civil services.
  • To suggest policy interventions required in the areas of HR Management and Capacity Building to the Government.

 

iGOT-Karmayogi platform brings the scale and state-of-the-art infrastructure to augment the capacities of over two crore officials in India. The platform is expected to evolve into a vibrant and world-class market place for content where carefully curated and vetted digital e-learning material will be made available. Besides capacity building, service matters like confirmation after probation period, deployment, work assignment and notification of vacancies etc. would eventually be integrated with the proposed competency framework.

 

Mission Karmayogi aims to prepare the Indian Civil Servant for the future by making him more creative, constructive, imaginative, innovative, proactive, professional, progressive, energetic, enabling, transparent and technology-enabled. Empowered with specific role-competencies, the civil servant will be able to ensure efficient service delivery of the highest quality standards.

 

Financial implications

To cover around 46 lakh Central employees, a sum of Rs.510.86 crore will be spent over a period of 5 years from 2020-21 to 2024-25. The expenditure is partly funded by multilateral assistance to the tune of USD 50 million. A wholly owned Special Purpose Vehicle (SPV) for NPCSCB will be set up under Section 8 of the Companies Act, 2013. The SPV will be a "not-for-profit" company and will own and manage iGOT-Karmayogi platform. The SPV will create and operationalize the content, market place and manage key business services ofiGOT-Karmayogi platform, relating to content validation, independent proctored assessments and telemetry data availability. The SPV will own all Intellectual Property Rights on behalf of the Government of India. An appropriate monitoring and evaluation framework will also be put in place for performance evaluation of all users of the iGOT-Karmayogi platform so as to generate a dashboard view of Key Performance Indicators.

 

Background

Capacity of Civil Services plays a vital role in rendering a wide variety of services, implementing welfare programs and performing core governance functions. A transformational change in Civil Service Capacity is proposed to be affectedby organically linking the transformation of work culture, strengthening public institutions and adopting modern technology to build civil service capacity with the overall aim of ensuring efficient delivery of services to citizens.

 

A Public Human Resources Council comprising of select Union Ministers, Chief Ministers, eminent public HR practitioners, thinkers, global thought leaders and Public Service functionaries under the Chairmanship of Hon'ble Prime Minister will serve as the apex body for providing strategic direction to the task of Civil Services Reform and capacity building.
