A 17-page memorandum on behalf of Odisha Secretariat Service (OSS) cadre has been submitted by OSSA to Chief Secretary, Odisha. In view of change in work load and nature of work, some proposals including cadre review, creation/abolition of posts, re-nomenclature of posts etc. are there in the memorandum.
Key proposal :
- Base level post to be renamed as Sub-Assistant Secretary
- Merger of SO/DO to form a new post namely Assistant Secretary
- Assignment of 4(four) Sub-Assistant Secretary (presently ASO) per section.
- Creation of 5% ex-cadre posts for offices of different Commissions/ tribunals/ Ministers etc.
- Abolition of 245 SO/DO posts.
- Creation of 1570 base level posts and 374 promotional posts.
- Practice of deployment of OSS officers to other offices to be stopped
