Sad News : Two Group-D staff passed away

Two Group-D staff working in Lok Seva Bhawan passed away in two consecutive days. Both were declared dead in hospital.

On next day i.e. on 04.02.2020, his dead body was brought near Gate-5 of Odisha Secretariat for antim darsan by his colleagues and other staff of Secretariat

Working as peon in OE-I Section of Works Department on deployment from O/O the EE (R&B) Dvn-IV. For last three years, he was suffering from Asthma and other breathing related diseases. Although, on 3rd February, he attended office, but on next day he passed away. Doctor at Capital Hospital declared him dead. After postmortem, his body was taken to his village by his relatives. Staff of Works Department and O/o EE(R&B) Dvn-IV were present in hospital for antim darsan. Late Sri Sahoo has two sons.

State police HQ to get crèche soon

Back to office after six months of maternity leave, T S Rout, who works at the state police headquarters in Cuttack, is heartbroken every time she has to leave her 10-month-old baby girl with a relative.

She is not alone. A number of other working mothers in the police headquarters also have to make arrangements for their children before coming to work. Their worries, however, will end soon as the police headquarters have decided to launch a crèche.


Once launched, the crèche would be the first of its kind in any government establishment in the state. “At least 70 women work in the state police headquarters in different sections. We plan to start the crèche for their benefit soon,” DGP Abhay said.

IGP (modernization and provisioning) Rekha Lohani said the crèche would start functioning in the next few weeks. “Work on it is under way. We will engage one or two women home guards to take care of the children who will be placed in the crèche by their mothers. The crèche will have all facilities for children,” Lohani said.

Employees welcomed the announcement and said it would take a load off their mind. “We (working mothers with small children) are often stressed as we always think of how our children are faring. A crèche at the workplace will help us balance our work and childcare,” an employee said.


At present, some police stations and district police offices, including in Gajapati and Keonjhar, have child-friendly rooms for women employees and visitors.

“Our district police office and two police stations — Paralakhemundi and Garabandh — have facilities for children,” Gajapati SP Sarah Sharma said.

In October last year, the state human rights commission had expressed displeasure at the state government for not providing crèche facilities in its offices in Bhubaneswar and the districts. According to the the national minimum guidelines of the ministry of women and child development, every establishment with 50 or more women employees should have crèche under the Maternity Benefit Amendment Act, 2017.


The state women and child development and Mission Shakti department said efforts were on to provide crèche facilities in the secretariat and big government establishments in Bhubaneswar and across the districts.


“We have written to all government offices to start crèche services at the earliest,” department secretary Anu Garg said.

Personal Income Tax - New & Old Regime : one can opt anyone

114. Personal Income Tax and simplification of taxation 
- In the interim Budget of 2019, our government exempted individuals having income up to ` 5 Lakh from paying any income tax. Presently, an individual pays 20% on income between ` 5 Lakh to ` 10 Lakh and 30% on income above ` 10 Lakh. Further, currently the Income Tax Act is riddled with various exemptions and deductions which make compliance by the taxpayer and administration of the Income Tax Act by the tax authorities a burdensome process. It is almost impossible for a taxpayer to comply with the Income-tax law without taking help from professionals. 

- In order to provide significant relief to the individual taxpayers and to simplify the Income-tax law, I propose to bring a new and simplified personal income tax regime wherein income tax rates will be significantly reduced for the individual taxpayers who forgo certain deductions and exemptions. 

- Under the new regime, an individual shall be required to pay tax at the reduced rate of 10% for income between ` 5 Lakh to ` 7. 5 Lakh against the current rate of 20%. 
- For income between ` 7.5 Lakh to ` 10 Lakh he will pay at the reduced rate of 15% against the current rate of 20 %. 
- Similarly for the income between ` 10 Lakh to ` 12.5 Lakh the taxpayer will pay at the reduced rate of 20% against the current rate of 30 %. 
- The income between ` 12.5 Lakh to ` 15 Lakh will be taxed at the reduced rate of 25% against the existing rate of 30 %. Incomes above ` 15 lakh will be continued to be taxed at the rate of 30 %. 

- Those earning up to ` 5 lakhs shall not pay any tax either in the old regime or in the new regime. 

- The proposed tax structure will provide significant relief to taxpayers and more so to those in the middle class.

- In the new tax regime, substantial tax benefit will accrue to a taxpayer depending upon exemptions and deductions claimed by him. For example, a person earning ` 15 lakh in a year and not availing any deductions etc. will pay only `, 1,95,000 as compared to `, 2,73,000 in the old regime. Thus his tax burden shall be reduced by 78,000 in the new regime. He would still be the gainer in the new regime even if he was taking deduction of ` 1.5 Lakh under various sections of Chapter- VI-A of the Income Tax Act under the old regime. 

- The new tax regime shall be optional for the taxpayers. An individual who is currently availing more deductions & exemption under the Income Tax Act may choose to avail them and continue to pay tax in the old regime. 

- The new personal income tax rates will entail estimated revenue forgone of ` 40,000 crore per year. We have also initiated measures to prefill the income tax return so that an individual who opts for the new regime would need no assistance from an expert to file his return and pay income tax. 

- In order to simplify income tax system, I have reviewed all the exemptions and deductions which got incorporated in the income tax legislation over the past several decades. It was surprising to know that currently more than one hundred exemptions and deductions of different nature are provided in the Income-tax Act. I have removed around 70 of them in the new simplified regime. We will review and rationalise the remaining exemptions and deductions in the coming years with a view to further simplifying the tax system and lowering the tax rate.

Budget Session of Parliament starts today

Cabinet approved Medical Termination of Pregnancy Amendment Bill 2020

Chaired by Prime Minister Shri Narendra Modi, the Union Cabinet has approved the Medical Termination of Pregnancy (Amendment) Bill, 2020, to amend the Medical Termination of Pregnancy Act, 1971. The Bill will be introduced at the subsequent Parliamentary session.

Special features of the planned modifications
  • Proposing requirement for opinion of one provider for termination of pregnancy, up to 20 weeks of gestation and introducing the requirement of opinion of two providers for termination of pregnancy of 20-24 weeks of gestation.
  • Enhancing the upper gestation limit from 20 to 24 weeks for special categories of women which will be defined in the amendments to the MTP Rules and would include 'vulnerable women including survivors of rape, victims of incest and other vulnerable women (like differently-abled women, Minors) etc.
  • Upper gestation limit not to apply in cases of substantial foetal abnormalities diagnosed by Medical Board. The composition, functions and other details of Medical Board to be prescribed subsequently in Rules under the Act.
  • Name and other particulars of a woman whose pregnancy has been terminated shall not be revealed except to a person authorised in any law for the time being in force.
The Medical Termination of Pregnancy (Amendment) Bill, 2020 is for expanding access of women to safe and legal abortion services on therapeutic, eugenic, humanitarian or social grounds. The proposed amendments include substitution of certain sub-sections, insertion of certain new clauses under some sections in the existing Medical Termination of Pregnancy Act, 1971, with a view to increase upper gestation limit for termination of pregnancy under certain conditions and to strengthen access to comprehensive abortion care, under strict conditions, without compromising service and quality of safe abortion.
It is a step towards safety and well-being of the women and many women will be benefited by this. Recently several petitions were received by the Courts seeking permission for aborting pregnancies at a gestational age beyond the present permissible limit on grounds of foetal abnormalities or pregnancies due to sexual violence faced by women. The proposed increase in gestational age will ensure dignity, autonomy, confidentiality and justice for women who need to terminate pregnancy.
In order to increase access of women to safe abortion services and taking into account the advances in medical technology, the Ministry of Health and Family Welfare proposed amendments after extensive consultation with various stake holders and several ministries.
