Another group of 50 ASOs deployed to BMC

Deployment (to BMC) period of first batch comprising 50 ASOs and 15 DEOs is going to be completed on 19.09.2020. But in view of the current situation of COVID cases in Bhubaneswar, BMC had requested Home Department for continuation of the existing group for another one month or to depute another batch to work with BMC till 20.10.2020.
In response to this request, Home Department has deployed a new group of 50 ASOs with order for continuation of 15 DEOs (deployed earlier) till 20.10.2020.

It's to mention here that there was displeasure among OSS officers for this deployment. Also five out of the 50 ASOs were detected Covid Positive during their deployment period. And in this regard several correspondences have been made with Chief Secretary, Honble Home Minister with request to provide protection measures while these Officers are being exposed in community. Also proper care should be taken for their treatment if anyone falls ill or finds himself covid positive. 

Let's hope for no issues this time.

RETIREMENT OF EMPLOYEES

Will the PRIME MINISTER be pleased to state:
(a) whether there is a proposal to retire employees of Central and State Government after completing a maximum service period of 30 years;
(b) if so, whether the Government will mandate the same for all employees of the Central Government in different States;
(c) if so, whether the Government will also mandate the same for all employees of different State Governments; and
(d) the objective behind placing a ceiling limit of 30 years of service for Government employees?

How is the life of an ASO in Odisha?

As a Joint Secretary in Odisha Secretariat I have had first hand experience of work life of Assistant Section Officers(ASOs)

ASOs are appointed by Home Department after they clear a recruitment test conducted by Odisha Public Service Commission. The test is competitive & aspirants look forward to it.

ASOs are sent to different Departments of Government to work under the direct guidance of Section Officers/Desk Officers & under the overall supervision of a Under Secretary/Deputy Secretary or a Joint Secretary.

ASOs are at the lowest rung of work disposal system in the Secretariat but constitute a very important echelon. They initiate files by putting up correspondence received from various sources.

An ASO will draft letters & send for approval to appropriate higher authority. Once the draft is approved he has to put up its fair copy to the authority for his signature. It is the responsibility of the ASO to see that it is immediately issued by officials in charge of issue & despatch branch.

An ASO has to keep account of how many correspondence got disposed of & how many remain pending. He will, among other things, deal with communications received from State & Union Ministers & even the Prime Minister . The job requires a high level of knowledge, linguistic skill, sincerity & responsibility. A dereliction of duty may embarrass an entire Government.

The ASO does all his work with the help of a computer & puts up files to his authorities through a completely automated system called Odisha State Workflow Automation System(OSWAS).

His workplace is modern, air conditioned & provided with excellent office furniture.

In 99.99 % cases his posting will be in the Odisha Secretariat in the capital city of Bhubaneswar .With the occupational hazard of periodic transfer out of question, life of an ASO does not suffer from uncertainties which transferable jobs carry.

ASOs have very good promotional opportunities. Lucky ones end up retiring as Additional Secretaries at very prestigious levels.

No doubt, ASOs are coveted jobs for most -- now a days esp. for girls & for those who do not like to move outside the State for a variety of reasons.

The following is the list, in order of merit of 662 candidates, who have qualified on the basis of the results of the Written Examination held by the Union Public Service Commission on 17th November, 2019 and the subsequent Interviews held by the Services Selection Board, of the Ministry of Defence for admission to the Army, Navy and Air Force wings of National Defence Academy for the 144th Course and Naval Academy for the 106th Indian Naval Academy Course (INAC). For detailed information regarding the date of commencement of the above courses, please visit the websites of Ministry of Defence i.e., www.joinindianarmy.nic.inwww.joinindiannavy.gov.inand www.careerindianairforce.cdac.in.

2.         The results of Medical Examination have not been taken into account in preparing these lists.

 

3          The candidature of all the candidates is provisional, subject to their submitting the requisite certificates in support of date of birth and educational qualifications etc. claimed by them directly to the Additional Directorate General of Recruiting, Adjutant General’s Branch, Integrated Headquarters, Ministry of Defence (Army), West Block No.III, Wing–I, R.K Puram, New Delhi -110066 wherever this has not already been done and NOT to UPSC.

 

4.         In case, there is any change of address, the candidates are advised to promptly intimate directly to the Army Headquarter at the address given above.

 

5.         The result is also available on the UPSC website at https://www.upsc.gov.in. However, marks of the candidates will be available on the website after 15 days from the date of declaration of final results.

Hindi Diwas : 14th September

 
Hindi Diwas is celebrated on the 14th of September, to commemorate the adoption of Hindi in Devanagari script as one of the official language of India. Hindi was adopted as one of the two official languages of the Republic of India by Constituent Assembly of India thanks to the efforts of Beohar Rajendra Simha along with Hazari Prasad DwivediKaka KalelkarMaithili Sharan Gupt and Seth Govind Das. As such, on the 50th birthday of Beohar Rajendra Simha on the 14th of September 1949, the efforts came to fruition following the adoption of Hindi as an official language. This decision was ratified by the Constitution of India that came into effect on the 26th of January 1950. Under Article 343 of the Indian Constitution, Hindi written in Devanagari script (a script that is used by over 120 languages) was adopted as the official language (of a country with a history of rich linguistic diversity). In all, there are 22 Scheduled languages of India, of which, two are officially used at Union level: Hindi and English. Hindi and related languages is spoken by more than 322 million L1 speakers [3] and 270 million L2 speakers .

The Monsson session 2020 of Parliament will begin from Monday, on September 14, 2020. The fourth session of  17th Lok Sabha and 252nd  Session of Rajya Sabha is scheduled to be held on Monday, 14th September, 2020 and subject to exigencies of Government Business, may conclude on Thursday, 1st October, 2020.
