ଓଡ଼ିଶା ସରକାର, ପ୍ରଶାସନିକ ସଂସ୍କାର ପାଇଁ ଏବେ ନବନିଯୁକ୍ତ ଏଏସ୍ଓ ଙ୍କ ଉପରେ ନଜର ରଖିଛନ୍ତି। ବିଶେଷ କରି ଚଳିତ ବର୍ଷ ୫୦୦ ଜଣ ନିଯୁକ୍ତି ପାଇବା ପରେ, ଲଗାତାର ଭାବରେ ସଚିବାଳୟରେ, ଗଣମାଧ୍ୟମରେ ତଥା ସଚିବ ସ୍ତରୀୟ ଆଲୋଚନାରେ ମଧ୍ୟ ଏହି କ୍ୟାଡ଼ର ରେ ଉଚ୍ଚତର ଶିକ୍ଷାପ୍ରାପ୍ତ (ବିଶେଷ କରି ଆଇଆଇଟି ଓ ଇଞ୍ଜିନିୟରିଂ) ଛାତ୍ରଛାତ୍ରୀ ମାନଙ୍କ ପ୍ରବେଶ ବିଷୟ ସ୍ଥାନ ପାଇ ଆସୁଅଛି। ଆସନ୍ତୁ ଏଠାରେ ସେହି ଏଏସ୍ଓ ମାନଙ୍କ ବିଷୟରେ କିଛି ଜାଣିବା ।
ରାଜ୍ୟ ଶାସନର ସର୍ବୋଚ୍ଚ କାର୍ଯ୍ୟାଳୟ କହିଲେ, ରାଜ୍ୟ ସଚିବାଳୟକୁ ବୁଝାଏ। ଯଦିଓ ସ୍ଥାନାଭାବରୁ ଏହା ଏବେ ଗୋଟିଏ ସୌଧରେ କାର୍ଯ୍ୟ କରୁନାହିଁ, ତଥାପି ଭୁବନେଶ୍ୱର ୟୁନିଟ-୫ ର ଆଖପାଖ ଅଞ୍ଚଳରେ ବିଭିନ୍ନ ଭବନରେ (ଲୋକସେବା ଭବନ, ଖାରବେଳ ଭବନ, ରାଜୀବ ଭବନ, ଲୋକସଂପର୍କ ଭବନ, କୃଷି ଭବନ, ପର୍ଯ୍ୟଟନ ଭବନ, ସଂସ୍କୃତି ଭବନ) ସରକାରଙ୍କ ବିଭିନ୍ନ ବିଭାଗ ଚାଲୁଅଛି।
ଏଠାରେ ବିଭିନ୍ନ କ୍ୟାଡ଼ରର କର୍ମଚାରୀ ନିଯୁକ୍ତି ପାଇଛନ୍ତି। ଯଥା - ଭାରତୀୟ ପ୍ରଶାସନିକ ସେବା, ଓଡ଼ିଶା ପ୍ରଶାସନିକ ସେବା, ଓଡିଶା ସଚିବାଳୟ ସେବା, ଇତ୍ୟାଦି। କିନ୍ତୁ ଫାଇଲ କାର୍ଯ୍ୟ ଆରମ୍ଭ ହୁଏ ଏଏସ୍ଓ ଠାରୁ । ପରବର୍ତ୍ତୀ ଅବସ୍ଥାରେ ଅନୁମୋଦନ ପାଇଁ ଆବଶ୍ୟକତା ଅନୁସାରେ ବିଭିନ୍ନ ସ୍ତରର ସଚିବଙ୍କ ନିକଟକୁ ଯାଏ। ଅଧିକତଃ ମୁଖ୍ୟମନ୍ତ୍ରୀ ଙ୍କ ସୁପାରିଶ ପାଇଁ ମଧ୍ୟ ଯାଇପାରେ। ତେଣୁ ରାଜ୍ୟ ପାଇଁ ତିଆରି ହଉଥିବା ଯୋଜନା, ନିୟମ ତଥା ଆଦେଶନାମା ସଚିବାଳୟରେ ହେଉଥିବାରୁ ଓଡିଶା ସଚିବାଳୟ ସେବା କ୍ୟାଡ଼ର ମୁଖ୍ୟ ଭୁମିକା ଗ୍ରହଣ କରିଥାଏ । ଅତୀତରେ ଓଏଏସ ଏବଂ ଏଏସ୍ଓ ମଧ୍ୟରେ ଶିକ୍ଷାଗତ ଯୋଗ୍ୟତାର ତାରତମ୍ୟ ହେତୁ ଏହି କ୍ୟାଡ଼ର କୁ ବିଶେଷ ପ୍ରାଥମିକତା ଦିଆଯାଉନଥିଲା । ଏବେ କିନ୍ତୁ ସମୟ ବଦଳିଛି । ୨୦୧୬ ରେ ଯୋଗଦେଇଥିବା ଏଏସ୍ଓ ମାନଙ୍କର ପୂର୍ବରୁ ଇସ୍ତଫା ଦେଇଥିବା ୨-୩ଟି ସରକାରୀ ଚାକିରୀ ର ୫ରୁ ୮ ବର୍ଷର ଅଭିଜ୍ଞତା ଥିବା ବେଳେ, ୨୦୧୯ ରେ ଯୋଗଦେଇଥିବା ଏଏସ୍ଓ ମାନେ ପ୍ରାୟ ସରକାରୀ ଚାକିରୀ ରେ ନୂଆ। କିନ୍ତୁ ସମସ୍ତେ ପ୍ରାୟ ୨୩ ରୁ ୨୫ ବର୍ଷ ବୟସ୍କ ଏବଂ ଇଞ୍ଜିନିୟରିଂ ଗ୍ରାଜୁଏଟ । ତେଣୁ ଏହି ତିନି ବ୍ୟାଚର ଏଏସ୍ଓ ମାନଙ୍କ ଶିକ୍ଷା ଓ ଅଭିଜ୍ଞତା ସଚିବାଳୟ ତଥା ସରକାରଙ୍କ ଏକ ବଡ଼ ଆୟୁଧ। ଆଉ ବର୍ତ୍ତମାନ ସମୟରେ ଏହି ପଦବୀ କୁ କିରାଣୀ କହି ବାରମ୍ବାର ଆକ୍ଷେପ କରାଯାଉଥିବାରୁ, କର୍ମଚାରୀ ମହଲରେ ଅସନ୍ତୋଷ ବଢୁଥିବା ବେଳେ ନିକଟରେ ମୁଖ୍ୟ ଶାସନ ସଚିବ ୬୧ ଜଣ
ଏଏସ୍ଓ ଙ୍କ ସହିତ ଆଲୋଚନା କରିବା ତଥା ସେମାନଙ୍କୁ କିଛି ଉନ୍ନତ କାମରେ ଉପଯୋଗ କରିବା ନିଷ୍ପତ୍ତିରେ ଏହି ପଦବୀର ଗୁରୁତ୍ୱ ବଢ଼ିବାର ଅନୁଭବ ହୁଏ। ନିକଟରେ ଏ ସଂକ୍ରାନ୍ତରେ ଶିଳ୍ପ ତଥା ଲଘୁ, କ୍ଷୁଦ୍ର, ମଧ୍ୟମ ଉଦ୍ୟୋଗ ବିଭାଗର ସଚିବ ଙ୍କୁ ମୁଖ୍ୟ ଶାସନ ସଚିବ ପତ୍ର ଲେଖିଛନ୍ତି। ଏ ନେଇ ଖବରକାଗଜ ତଥା ଟିଭି ଚ୍ୟାନେଲ ରେ ମଧ୍ୟ ବିତର୍କ କରାଯାଇଛି।
ଏଏସ୍ଓ ଙ୍କ ସହିତ ଆଲୋଚନା କରିବା ତଥା ସେମାନଙ୍କୁ କିଛି ଉନ୍ନତ କାମରେ ଉପଯୋଗ କରିବା ନିଷ୍ପତ୍ତିରେ ଏହି ପଦବୀର ଗୁରୁତ୍ୱ ବଢ଼ିବାର ଅନୁଭବ ହୁଏ। ନିକଟରେ ଏ ସଂକ୍ରାନ୍ତରେ ଶିଳ୍ପ ତଥା ଲଘୁ, କ୍ଷୁଦ୍ର, ମଧ୍ୟମ ଉଦ୍ୟୋଗ ବିଭାଗର ସଚିବ ଙ୍କୁ ମୁଖ୍ୟ ଶାସନ ସଚିବ ପତ୍ର ଲେଖିଛନ୍ତି। ଏ ନେଇ ଖବରକାଗଜ ତଥା ଟିଭି ଚ୍ୟାନେଲ ରେ ମଧ୍ୟ ବିତର୍କ କରାଯାଇଛି।
Here the 139 ASOs joined through Special Recruitment Drive are ignored. But they are also in the same cadre with good knowledge and efficiency. I think CS may not have skipped it knowingly. Again repeatedly here the term "Officer" is used which indicates that Government accept us as far better than so called word "Clerk / Assistant" in field offices. It's also agreed that OSS cadre discharge major responsibilities. So first paragraph of the DO letter has a good sign for our OSS Cadre.
Here Chief Secretary made discussion with 61 ASOs from his own interest as he is the head of the Adminstration and he wants transformation under 5T as desired by Honble CM. But it wasn't not possible for our Association (OSSA) executives to have a single discussion in last two years. As Government always depends on its employees for framing its policies, our attitude should be discussion orientive. Previously some ASOs of top rank in the last recruitment were called for discussion and posted in CMO. All of these scenario indicates that somewhere Government has plan to involve ASOs in core part of the administration. As per my point of view, we should welcome this. Because we can achieve our dignity as an Officer if we will involve ourself beyond file works and typing draft letters.
Suggestions:
1. The ASOs shall not submit files to SOs and DOs. To that extent, they will deal with matters allotted to them independently and submit the same to the Deputy Secretary/ Joint Secretary / Additional Secretary directly.
We all must have felt vacancy of SO or DO in each department as most of them got promotion in last four months. Also many times we are submitting files directly to DS/JS/AS. But in such cases , many of them directs us to send file through any SO or DO. Because they want a checker. In every institution, a checker should be there for avoiding any great mistakes. Although government feels the capability of new ASOs wants lessening hierchy in file movement for its quick disposal, still then it does not sounds good to submit directly to the DS/JS/AS. Here no remarks on responsibilities of SO/DO/US. Perhaps it will make us silent about claiming any vacancy in SO/DO/US level. But it will give sufficient reason to demand more salary .
2. They should be, to the extent possible , given responsibilities associated with the schemes and projects.
Any employee can't refuse to obey orders of his authority. But one thing is in our mind that we are here just to put up file seeking orders from boss. If we will be given responsibilities, then it's sure that implementation of schemes and projects will get improved. But it depends on the situation.
3. They should be routinely sent to interact with the Directorates and sent on field trips and for obtaining feedback on the happenings in the field.
Here some oppositions may arise from employee side. Because they claim that many of them has joined this job to remain in Bhubaneswar throughout his job. Field trips for inspection or feedback are available in many jobs. As we are designated as officer and we can visit directorates for interaction, then it will help maintaining dignity of this post before field office employees. But all may not agree with this proposal.
4. When the department makes presentations for review of important matters before the Chief Secretary / DC, they must be accompanied by the dealing ASO, who will prepare the PPTs.
Yes, it's a very good idea. As many of the ASOs are from Engineering and corporate profession, thry have a good experience in preparing PPTs. But they should be involved in that job thoroughly so that he can use his innovative idea and present through PPT.
5. To the textent possible, the ASOs must be associated with the PMUs functioning in the department,so that they pick up the style and the orientation of the consultants and will contribute in the long run.
Already many departments have assigned ASOs in PMUs. But technical persons are doing all things whereas ASOs are sitting idle. Special attention should be given from top hierchy.

In all cases, an ASO should have that much interest to dedicate himself for Government which ultimately helps in welfare of common man. Forcefully nothing can be done as desired. In Government sector, our salary decides our position. But we ASOs are availing 4200 GP as per 6th Pay Commission and Level 9 as per 7th CPC. This pay band belongs so many job profiles in field level. So during visit of field offices, ASOs will feel inferior before the field employees. If plan of Government to give CRS to inefficient employees comes true, then all will try to carry out any order assigned to them and will save their job only but not with good interest.
So if Government admits all job responsibilities of ASOs and also plans to involve them in every steps of administration, then it's high time to appeal for 4600GP i.e.. Level 10 as per 7CPC.
Also, to avoid future discrimination on duty and responsibilities of ASOs, different aspects of "Odisha Secretariat Instructions" should be amended.
Finally we should help Government in every sector and then demand for more salary.
