Single page salary bill by 31st December


In a significant drive to save papers, the State Government has decided to adopt a “Single Page Salary Bill” system for its employees, which will save over 15 lakh pages of paper every month.

So in stroke of action the State Administration will be saving 1.8 Crore pages in a year and hundreds of hours of man power, senior officials say.

This is the first initiative in the country as Odisha has taken the lead in preparing Single Page Salary Bill.

While Pilot Project in Three Major Treasuries has come out successful, State Government is going ahead for covering all 166 Government Treasuries before 31 December, sources said.

Ashok Kumar Meena, Principal Secretary Finance reviewed the program of implementation of Single Page Salary Bill issues with senior officials of the State Treasury System.

State Joint Director Treasuries and Inspection, Sidharth Das, who is implementing the innovative initiative briefed about the significant achievement of the new initiative to save papers and man power in the Treasury system.

Department of Finance decided to do away with 50 odd pages of Salary Bills and to adopt Single Page Salary Bill for its 4.50 Lakh employees of the State Government.

There are over 8,000 Drawing Disbursing Officers (DDO), who are every month preparing Salary Bills and each Salary Bill was running about 50 Pages. With detailed consultations with the stake holders and Accountant General Odisha, it was decided to go for a Pilot Project in the State.

AG Odisha agreed with State Government for such a Green Initiative, which will save waste of huge amount of papers. Major
 Treasuries of Capital City adopted Pilot Project and after trial run, it came out as a great success. 

Preparation of Salary Bills is in fact a Herculean Process and while one copy of the Salary Bill was sent to the Treasury, another copy was kept with DDO, who was not only time consuming, but also huge manpower was to be engaged in the process.

Now officials both at Treasury and DDOs are happy as Single Page Salary Bill preparation is taking much less time and they are saving time and papers.

Directorate of Treasuries and Inspection (DTI) is extending all out support to the DDOs for new initiative as everything depends on these officers for success of the Program.

Proper Training and Hand Holding Support will be extended to the officers in Treasuries and DDOs, said an official.


Nowhere in the country such a Green Initiative has been introduced and Odisha Government, which is implementing 5T is going ahead with the Projects.
