The Structure
The façade of the office of the Odisha State Department for Agriculture and Farmers’ Empowerment has been modelled on the distinctive ikat weave of Odisha expressed in pigmented bricks, signifying geographical diversity of the region. This brick-louvered screen acts as a solar shading device.
The light fixtures and metal screenshots in the corridors exhibit the best of tribal craft of Dhokra. Locally-sourced locally-sourced laterite and khondalite stones have been used in the building. It has beautifully hand-carved khondalite lattices and bas-relief carvings in the Odia Pattachitra style laterite stone, depicting agricultural motifs.
An invigorated urban realm has been created by opening up the ground floor as an extension of the street, raised on stilts to create a public plaza for community engagement. The rooftop has been designed to house urban farming exhibits and demonstration of agricultural best practices.

Association should always check Government's move at each step ...
Retirement age of 60 years / 33 years Service..

We all must have heard this news from different sources. It may be true or a rumour but every Service Association's duty is to warn Government not to do such things by which it's Employees may suffer a lot. Although different associations exists in central government organisations, a joint federation has been formed to put demand on general issues. The same thing appears in Bank/ Post Office/ Railways etc.
Recently Bankers association had planned for strike. The same was decided by all 4 Associations of Bank jointly but not individually. Same thing happens in India Post, Indian Railways etc.

Although, in Odisha, a joint federation namely, "Rajya Karmachari Samanwaya Samiti" existing, but not so active because of not getting support from other Associations.
Many issues are there to raise /object before Govt. like 60% arears, revised HRA, health insurance, post abolishment and no recruitment in HODs etc. But all Associations are silent. Whereas central Associations give warning to Govt on news from different sources, but our Associations are idle even after getting any orders/resolutions also. If such situation continues, then no one can expect a better future.

What about DA, HRA and 60% Arrears???
In regular practice, DA announcement will be in the month of March and September. The 2nd installment of additional DA from July 2019 may be declared tomorrow!
Calculation of DA
According to the AICPIN (Consumer Price Index for Industrial Workers Base Year 2001=100) from January to June 2019 published by Labour Bureau, calculation of additional Dearness Allowance will be as follows…
As per the recommendations of 7th pay commission, additional DA and DR from July 2019 may be enhanced by 5% from the existing rate of 12%.
Cabinet approval on DA
All pre procedures are completed from the department side and finally Cabinet Cabinet will decide on the agenda item of hike in Dearness Allowance for Central Government employees and pensioners due from July 2019.
Usually, DA hike will be declared after Cabinet Committee approval in the first or second week of March and September. After approval of Cabinet Committee, Finance Ministry will issue formal orders for payment of Dearness allowance to all eligible employees with arrears for two months.
Hence, this is last week of September and Centre is likely to declare 5% DA hike tomorrow!
What about 60% arrear and revised HRA ?
State Government Employees are waiting for their 60% arrear that to get as per 7 CPC. Also they are not availing HRA in revised scale.As festival season ahead, all expect declaration of DA, arrear and HRA in this month.
But many Departments have paid festival advance Rs.20,000/- to their Employees.

Biometric attendance in Higher Education Department
The higher education department of Odisha government has introduced biometric attendance recording system for its staff at the Odisha state secretariat Lok Seva Bhawan.
Instructions:
Every employee is required to record his/her 'Office In' as well as 'Office Out' time in the Biometric Attendance Recording system.
Mandatory to each office by 10.30am
To be present in the office for at least 7.30Hrs
The staff coming to the office after 11 am will be considered as absent.
Presence in the office more than 4 hours but less than 7 hours and 30 minutes on a working day - a half day-leave will be deducted.
Presence is less than 4 hours, one day's leave will be deducted,
It is also said that an employee may have to work beyond 5.30 pm or 7.30 hours of duty in a day in case of need.
