2273 Applicants for Promotion Adalat

As decided by Govt., Promotion Adalat is scheduled on 28, 29 & 31 January to be held by six Senior Officers of the rank of Additional Chief Secretary and above in six different venues. The last date for application was 23.01.2020. By this date, total 8909 applications has been received. Out of which, 2273 applications has been shortlisted for consideration in first phase in  respect of all departments.

National Voters Day 2020

National Voters Day is celebrated across the country on 25 January every year. The sole purpose of this day is to make people aware of their voting rights and to attract more people – mostly the newly eligible younger generation, to vote and contribute to the electoral political process.
Earlier, the minimum age to vote was 21 years, which was lowered to 18 years, when the 61st amendment bill was passed in the year 1988.

National Voters Day History

The Election Commission of India was founded on 25 January in the year 1950. In the year 2011, a Union Cabinet meeting was held which was chaired by then Prime Minister Manmohan Singh. In this meeting, a Law Ministry proposal was approved regarding National Voters Day – hence, the first time this day was observed was in the year 2011.

National Voters Day Significance

Arguably, several people over the legal age of voting in the country are not even aware of their voting rights, impeded by lack of education. This day is celebrated, therefore, with the motive of spreading awareness among people, about voting to select a representative from a political party – who can then fulfill their needs and help in the development of a particular area.
India, being a democratic country, provides the right to vote to every citizen. This day signifies the importance of exercising the right to elect one’s representative.

National Voters Day 2020 Theme

To promote the electoral process among newly eligible young voters, the theme for National Voters Day this year is ‘Electoral Literacy for Stronger Democracy’. According to an official circular released by the Government of Jammu and Kashmir, National Voters Day will be observed to spread democratic values by organising debates, declamations, mock polls, drawing and quiz competitions in various schools. Election Commission has also requested all the staff to take a pledge on National Voters Day around 11 am.

ଗୋଟିଏ ଭଲ ଦିନ ଅପେକ୍ଷାରେ.... ଓଡ଼ିଶା ସଚିବାଳୟ ସେବା ସଂଘ

ସବୁ ନିୟମ କାନୁନକୁ  ଜଳାଞ୍ଜଳି ଦେଇ ଓସା (ଓଡ଼ିଶା ସଚିବାଳୟ ସେବା ସଂଘ) ଆଜି ସ୍ଥାଣୁ। ସାଧାରଣ ସଂପାଦକ ଓ ସଭାପତି ଦୁଇଟି ଅଲଗା ଗୋଷ୍ଠୀର ହୋଇଥିବାରୁ ସବୁ କ୍ଷେତ୍ରରେ ମନୋମାଳିନ୍ୟ ଦେଖାଗଲା। ଘଟଣା କ୍ରମରେ ଏକଜ୍ୟୁକ୍ୟୁଟିଭ୍ ବଡି ମିଟିଂ, ଜେନେରାଲ କାଉନସିଲ ମିଟିଂ କିମ୍ବା ଜେନେରାଲ ବଡି ମିଟିଂ ହୋଇପାରିଲା ନାହିଁ। ସରକାରଙ୍କ ନିକଟକୁ ସଂଘର ଦାବି ସମୟାନୁସାରେ ଦିଆଯାଇ ପାରିଲା ନାହିଁ। 
ସଂଘ କର୍ମକର୍ତ୍ତାଙ୍କର ଏତାଦୃଶ କାର୍ଯ୍ୟରେ ଅସନ୍ତୁଷ୍ଟ ହୋଇ ବହୁ ସଂଖ୍ଯାରେ ଯୁବ ଏଏସଓ ଏସବୁ ପଛରେ ଥିବା ମୁଖ୍ଯ କାରଣ ଯଥା ଟେଣ୍ଟ ହାଉସ ବେପାରକୁ ବନ୍ଦ କରିବା ପାଇଁ ଏକାଠି ହେଲେ ଏବଂ ସେହିଦିନ ଠାରୁ ଓସା ହାଉସ ରେ ତାଲା ପଡ଼ିଛି। କିଛି ମାସ ତଳେ ଅନେକ ସଂଘ ପ୍ରେମୀ ଯୁବ ଏଏସଓ କୋଡି କୋଦାଳ ଧରି ଓସା ପରିସରରୁ ଅନାବନା ଘାସ ସଫା କରିଥିଲେ। ଇତି ମଧ୍ୟରେ ଓସା ହାଉସରେ ଦାୟିତ୍ୱ ରେ ଥିବା କାଳନ୍ଦୀ ମଲିକଙ୍କ ମୁତ୍ଯୁ ଭଳି ଦୁଃଖଦ ଖବର ଆସି ପହଞ୍ଚିଚି। ବକେୟା ବିଜୁଳି ବିଲ ନ ଦେବାରୁ, ଓସା ହାଉସର ବିଜୁଳି ସଂଯୋଗ ବିଛିନ୍ନ କରାଯାଇଛି। 

ଓସା ଓ ଏହାର ସଂବିଧାନ -
ଯଦିଓ ଓସା ଏକ ସର୍ଭିସ ଆସୋସିଏସନ, ତଥାପି ଏହାର ସଂବିଧାନ (ବାଇ ଲ) ପ୍ରାୟ ଅନ୍ୟ ଆସୋସିଏସନ ପରି ତିଆରି। ନିୟମାନୁସାରେ, ଗତ ୨୯ ଜୁଲାଇ, ୨୦୧୯ ରେ କର୍ମକର୍ତ୍ତାଙ୍କ ର କାର୍ଯ୍ୟକାଳ ସରିଯାଇଛି। ମାତ୍ର ଏହା ପରେ ଯେଉଁ ଦୁଇଟି ଉପାୟ ଅବଲମ୍ବନ କରିବା କଥା କିଛି କରାଗଲା ନାହିଁ। 
୧.  କାର୍ଯ୍ୟକାଳ ସରିବା ପରେ, ନୂତନ କର୍ମକର୍ତ୍ତା ଚୟନ/ନିର୍ବାଚନ କରିବା ପାଇଁ ସାଧାରଣ ସଂପାଦକ ଜେନେରାଲ କାଉନସିଲ ମିଟିଂ ଆହ୍ବାନ କରି ନିଜ ସମୟର ହିସାବ ପ୍ରକାଶ କରିବା କଥା। ଉକ୍ତ ମିଟିଂରେ ନିର୍ବାଚନ କମିଶନର ନିଯୁକ୍ତ ହୋଇଥାନ୍ତି ଏବଂ ଆଗାମୀ ଏକମାସ ମଧ୍ୟରେ ନିର୍ବାଚନ କରାଇ ନୂତନ କର୍ମକର୍ତ୍ତା ଗଠନ କରିଥାନ୍ତି। 
୨. ଯଦି ସଂଘର କିଛି ଜରୁରୀ କାର୍ଯ୍ୟ ଚାଲିଥାଏ, କର୍ମକର୍ତ୍ତା ଚାହିଁଲେ, ଉକ୍ତ GC Meeting ରେ ଛଅମାସ କାର୍ଯ୍ୟକାଳ ବଢାଇବା ପାଇଁ ଅନୁମତି ନେଇପାରିବେ। 

ମାତ୍ର ଉପରୋକ୍ତ ଦୁଇଟି ରୁ କିଛି କରାଯାଇ ନାହିଁ। କେହି ହେଲେ ନିଜ ପଦରୁ ଇସ୍ତଫା ମଧ୍ୟ ଦେଇନାହାନ୍ତି।   ଫଳରେ ନିୟମାନୁସାରେ ଏବେ ଓସାରେ କୌଣସି କର୍ମକର୍ତ୍ତା ନାହାଁନ୍ତି। ଏଭଳି ପରିସ୍ଥିତିରେ ନାଚାର ହୋଇ ଗତ ସେପ୍ଟେମ୍ବର ମାସରେ   କିଛି ସକ୍ରିୟ ଏଏସଓ ଙ୍କ ପ୍ରଚେଷ୍ଟାରେ ପ୍ରାୟ ୧୨୦୦ ସଭ୍ୟଙ୍କ ଦସ୍ତଖତ ମାଧ୍ୟମରେ ସ୍ବରାଷ୍ଟ୍ର  ବିଭାଗର ପ୍ରମୁଖ ଶାସନ ସଚିବ ଙ୍କ ଦ୍ରୁଷ୍ଟି ଆକର୍ଷଣ କରାଗଲା। ଫଳରେ ୩୧ ଅକ୍ଟୋବର ସୁଦ୍ଧା ନିର୍ବାଚନ କରିବାକୁ ସାଧାରଣ ସଂପାଦକଙ୍କୁ ସ୍ବରାଷ୍ଟ୍ର  ବିଭାଗର ନିର୍ଦ୍ଦେଶ ଆସିଲା। ହେଲେ ଏହାକୁ ମଧ୍ୟ କେହି ମାନିଲେ ନାହିଁ। 


ପରିଣାମ -
ଏବେ ସମସ୍ତେ ଅସହାୟ। ଉପାୟ ଶୁନ୍ଯ। ଧିରେ ଧିରେ ଆନ୍ତରିକତା ମଧ୍ୟ କମିଗଲାଣି। ରାଜ୍ୟର ଅନ୍ୟ ଆସୋସିଏସନ ମଧ୍ୟ ଓସାର ଏପ୍ରକାର ସ୍ଥାଣୁତାକୁ ନେଇ ବିସ୍ମିତ ଓ ଦୁଖିତ ମଧ୍ଯ। ଏହାର ପରିଣାମ ଆଜି ସମସ୍ତେ ଭୋଗୁଛନ୍ତି। ସରକାରଙ୍କ ୫% ମହଙ୍ଗା ଭତ୍ତା, ସପ୍ତମ ବେତନ କମିଶନ ହାରରେ ଘରଭଡ଼ା କିମ୍ବା ୬୦% ବକେୟାରୁ ସମସ୍ତେ ବଞ୍ଚିତ। ଦାବି କରିବା ପାଇଁ କେହି ଆଗ୍ରହୀ ନୁହଁନ୍ତି। 

ଏବେ ଜାନୁଆରୀ ମାସ ସରିବାକୁ ବସିଲାଣି। 

ବିକଳ୍ପ -
ଓସା ବାଇ-ଲ ଅନୁଯାୟୀ, General Council ର ୧/୪ ସଭ୍ୟ ଏକାଠି ହୋଇ କିଛି ନିଷ୍ପତ୍ତି ନେଇପାରିବେ। ଏହା ଠାରୁ ଅଧିକ କ୍ଷମତା ଅଛି General Body ର। ପ୍ରାୟ ୨୦୦ ରୁ ଅଧିକ ସଭ୍ୟଙ୍କ ଉପସ୍ଥିତି ରେ General Body କିଛି ନିଷ୍ପତ୍ତି ନେଲେ, ଏହା ସର୍ବତ୍ର ଗ୍ରହଣୀୟ ହୋଇପାରିବ। ନିର୍ବାଚନ ପରିଚାଳନା ଖର୍ଚ୍ଚ ସମସ୍ତ ସଭ୍ୟଙ୍କ ଠାରୁ ସଭ୍ୟ ଚାନ୍ଦା ଆକାରରେ ଆଦାୟ କରିହେବ। 

ସଂଘର ସ୍ଥାଣୁତା କିଛି ଶୁଭ ସଂକେତ ନୁହେଁ। ବିଶ୍ରୁଙ୍ଖଳା ଆଳରେ ସଂଘର ରେଜିଷ୍ଟ୍ରେସନ ସ୍ବ ରାଷ୍ଟ୍ର ବିଭାଗ ପ୍ରତ୍ୟାହାର କରିବା ପୂର୍ବରୁ ସମସ୍ତଙ୍କୁ ଜାଗ୍ରତ ହେବାକୁ ପଡିବ। ଓସାର ସ୍ଥିତି ରକ୍ଷା ପାଇଁ ଓଡିଶା ସଚିବାଳୟ ସେବା କ୍ୟାଡରଭୁକ୍ତ ଆଗ୍ରହୀ ଓ ଅଭିଜ୍ଞ ଅଧିକାରୀ ଆଗକୁ ଆସିବା ଦରକାର। ଖୁବ କମ୍ ସମୟରେ କିପରି ନିର୍ବାଚନ କରାଯାଇ ପାରିବ ସେଥିପାଇଁ ବ୍ୟବସ୍ଥା ହେବା ଆବଶ୍ଯକ।

Budget session of Odisha Assembly on 14th February

The budget session of the Odisha Assembly will begin from February 14 and continue till April 9 in two phases. 
First session : February 14 and 26
Second session : March 11 to April 9
State Finance Minister Niranjan Pujari will table the annual budget for the year 2020-21 on February 18.
The budget session with 31 working days will be held in two phases. The session will begin with the address of Governor.

Electric supply to OSSA House disconnected

As declared earlier, CESU disconnected electric supply to the OSSA house as the later did not deposit its electric bill of an arrear of nearly Rs. 13000/- by the dateline 15.01.2020.
It is to mention here that, OSSA house is locked since one year as the term of elected body is completed since 29 July, 2019. All efforts to make the election are not working. In the meantime, Sri Kalandi Mallik, the caretaker expired on Saturday.

SAD NEWS - Kalandi Mallick, Caretaker of OSSA passed away

18.01.2020 - Mr Kalandi Mallick (Kalia), the caretaker of our Association (OSSA) House behind Keshari Talkies, expired this evening in SCBMCH at Cuttack. He was ill (probably liver & kidney disease) for last five months. He has a son (22yrs) and a daughter (18yrs) in his family along with wife. He was from Adaspur Area of Cuttack District. His family was residing in OSSA House along with family of another Sri Chandramani Nayak  (Chanduri) as caretaker. 
His dead body was taken to his village for funeral rights on Sunday morning. We convey our sincere condolences to his bereaved family members. Let the departed soul rest in eternal peace.

Teamwork of ASOs of GA&PG Deptt. for IAS Officers Conference

From the day of preparation upto the end of one-day long conference of Senior Officers of the State, the ASOs of GA&PG Department worked with full effort to make the event success. The IAS Officers from the rank of Chief Secretary to District Collectors were invited to the conference. As they are the executive part of State Administration, GA Deptt had made all arrangements for them being the their cadre controlling department. 

The Assistant Section Officers of the said Deptt. were assigned for Accommodation (Binay Pratap Kujur, Jani Sabar, Abinash Pattnayak, Surendra Kindo), Parking Managements (Gopabandhu Mohanty, Vivekananda Sahoo), Logistics & Registration (Pritilata Moharana, Kabita Rani Nayak, Nibedita Pathak), Seating arrangements (Nalinikant Sharma), Receiving delegates (Ashajyoti Jena, Preeti Manjari Bhanja), and Media (Vivek Bhusan Sethy) etc. They worked at their best as a team in all respect for which the conference was a great success. 









IAS Officers Conference : CM inaugurated

Chief Minister Naveen Patnaik inaugurated a day-long conference of state cadre IAS officers at the Convention Center at Lok Seva Bhawan, Bhubaneswar. At the conference, the chief minister administered an oath to the officers that promises of providing best possible services to the people.





The oath reads, “People are the soul of democracy. Every institution in a democracy is for the people, created by their money to empower and serve the people. They own the institutions. Every person visiting any institution will be treated with dignity and his issues will be treated in a professional and ethical manner. People are the masters. And those who work are paid by the people.”
In the evening, all moved towards Eco Retreat, Konark for open discussion on 18th January.

As desired by Honble CM to hold promotion adalat on 4th Saturday of January to give promotion to the eligible employees, GA&PG Department has decided to hold adalat on 28th, 29th and 31st January by CS, DC, APC, ACS (RD), ACS (S&M) and ACS (F&E).

15 January declared holiday for Banks & Government Offices for Makar Sankranti

Government has declared 15 January as Government holiday for the festival Makar Sankranti. 
Although RDC (CD), Cuttack has declared this day as local holiday for Mayurbhanj District only, Hon'ble CM decided to make it holiday for all.
