Operationalization of "Quarters Management System" (QMS) Module

"Quarters Management System (QMS)" Module has been developed for utilizing its application in post-allotment activities of Rent Section to minimize the processing time and bring transparency in the process followed by the GA & P.G Department through use of Information and Communication Technology. There will be no manual transmission of aforesaid orders / notices / intimations to the occupants. Therefore, occupants of G.A quarters are required to visit their HRMS platform regularly and take note of orders / notices / intimations, if any, issued to them from Rent Officer/ Estate Court.

Sub: Operationalisation of "Quarters Management System" (QMS) Module.

Sir,
    This is to inform that "Quarters Management System" (QMS) module developed by G.A. & P.G Department has been made operational. The module provides end-to-end services to the occupants of G.A. pool quarters through online mode. Its applications are being used by the Rent Office for tracking of transferred/ retired employees occupying quarters, initiating appropriate follow-up action such as granting retention permission, cancellation of allotments, issue of vacation notice, collection of outstanding dues, initiation of eviction proceedings in the Estate Court and for issue of final NDCs to retiring/ retired employees.

        Similarly, through this module the occupants can get NOCs from PHEO, GED and R & B organisations at the time of vacating quarters. A single point online request provision has been made in this application so that the occupants can send request to these organizations from his/her HRMS platform. Since occupation/vacation reports are being received online from R & B sections, getting Clearance Cetificates / NDCs will be quicker and easier after vacation of quarters. A link is also provided for online payment of outstanding House Licence Fee through iFMS This module has been integrated with the HRMS portal and can be accessed by the occupants through their HRMS account using "My Quarters Details" TAB appearing under "My Report" section. Retired/retiring Government employees desirous of getting Quarters NDC can use the TAB "Apply NDC for Quarters (GA)" which is available in "Request or Submission" Section in HRMS Home page.

        The occupants are now receiving intimation/retention permission/cancellation orders/vacation notice/eviction orders /NDCs etc. from the Rent Officer and Estate Court in online mode through HRMS platform. There will be no manual transmission of aforesaid orders / notices / intimations to the occupants. Therefore, occupants of G.A quarters are required to visit their HRMS platform regularly and take note of orders / notices / intimations, if any, issued to them from Rent Officer/ Estate Court. Salient features of this module is attached herewith at Annexure - A for information of the occupants.
        It is, therefore, requested that operationalisation of the said module and procedural changes with regard to receipt of intimations / orders / notice / NDCs etc. in online mode through HRMS platform may be intimated through wide circulation among the employees under your jurisdiction for their information and follow up action.

  • Outstanding house licence fees can be deposited online through iFMS
