Estimate loss of Salary on account of DA Freeze Order.

After declaration of DA unfreeze w.e.f July, 2021, now Government employees are to get Salary with DA @28%. As it is clearly mentioned that no arrears will be paid from January, 2020 to June, 2021, hence we have made an attempt to calculate the loss suffered by employees during the said period. 

Background

Dt.13.03.2020 : Union Cabinet approved increase in DA by 4% from January 2020. 

Dt.23.04.2020 : Cabinet approval has been put on hold. 

Dt.23.04.2020Govt issued order No.1/1/2020-E-II(B) to freeze Dearness Allowance from January 2020 to June 2021.

Dt.14.07.2021 : Union Cabinet approved  increase in DA by 11% from July, 2021

Dt.20.07.2021 : Finance Ministry has issued Office Memorandum to unfreeze the three additional Dearness Allowance installments payable from January 2020,  July 2020 and January 2021 at the rate of 21%, 24% and 28% respectively with effect from 1st July 2021 on prospective basis only (without payment of Arrears for the period from January 2020 to June 2021).

The calculation is wrong. Bcz the calculation of DA for the periods shall be as follows:
Jan-Jun 20- 4%
Jul-Dec 20- 7% (4%+3% enhanced) instead of 3%
Jan-Jun 21- 11%(7%+4% enhanced) instead of 4%
