Update on COVID-19

Death of a 68 year old female from West Delhi (mother of a confirmed case of COVID 19), is confirmed to be caused due to co-morbidity (diabetes and hypertension). She has also tested positive for COVID-19.
She had history of contact with a positive case (her son who had travel history to Switzerland and Italy between 5th to 22rd February, 2020). The son had returned back to India on 23.02.2020. He initially was asymptomatic, but developed fever and cough after 1 day and reported to Ram Manohar Lohia Hospital on 7th March, 2020. As per protocol, the family was screened and since he and his mother had fever and cough, both were admitted.
She was a known case of diabetes and hypertension. Her sample was collected on 8th March, 2020. Her condition worsened on 9th March, 2020 with development of pneumonia and she was shifted to intensive care unit. Her sample also tested positive for COVID19. Since 9th March 2020 she was having respiratory fluctuations and was provided ventilator support. However, due to comorbid conditions, she died on 13th march, 2020 at RML Hospital, Delhi as confirmed by the treating Physician and Medical Superintendent.
All the precautionary measures as per protocol including screening, quarantine of the contacts is already taken up by the Ministry of Health , Government of Delhi and status is being monitored.

Corona Virus Preparedness in Odisha
DECLARATION
The State Cabinet met on 13.03.2020 declared COVID-19 as a ‘disaster’ for the State under the provisions of Disaster Management Act, 2005.
The COVID-19 Odisha Regulations, 2020 approved.
An amount of Rs.200 Crore has been earmarked to augment the Public Health Response Fund to combat the threat of the pandemic and for making required expenditure.
- All educational institutions shall remain closed till 31.03.2020 except for holding examinations.
- Non-essential official gatherings such as seminars, workshops, conferences are to be cancelled.
- Only Examinations are to be held as per schedule.
- Cinema Halls, swimming pools and gyms are to be closed till 31.03.2020.
- Social gatherings and assemblies like religious functions, marriage receptions, parties etc. are to be regulated by local authorities.
All of us should ruthlessly practice social distancing.

Cabinet approves release of an additional installment of Dearness Allowance and Dearness Relief due from 1.1.2020

The Union Cabinet, chaired by the Prime Minister, Shri Narendra Modi has approved to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 01.01.2020. There will be an increase of 4 percent over the existing rate of 17 percent of the Basic Pay/Pension, to compensate for price rise.
The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be Rs.12,510.04 crore per annum and Rs.14,595.04 crore in Financial Year 2020-21 (for a period of 14 months from January, 2020 to February, 2021). It will benefit about 48.34 lakh Central Government employees and 65.26 lakh pensioners.
The increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.

Notification on DA dose of July, 2019 in next month : OSEF
Dt.12.03.2020 : Today in a gathering held in PR&DW Lawn called to inform the development on 5% DA Demand w.e.f. July 2019, the Convener, Odisha Secretariat Employees Federation (OSEF) claimed his discussion with Private Secretary to Hon'ble CM fruitful. As per his statement, Govt. has assured the representatives of different associations of Odisha Secretariat under OSEF that Notification on 5% DA w.e.f. 01.07.2019 will be published in first week of next month i.e. April,2020 after the Budget Session in March.
It is to mention here that, OSEF has taken initiative to place demand of 5% DA w.e.f 01.07.2019 and raised voice against the order for the said DA w.e.f. 01.01.2020 on the very next day of its circulation. They are pursuing the Senior Officers regarding development of this demand regularly.

To add hope to all, today Government in Finance Department has issued Office Memorandum regarding Dearness Relief (TI) of 5% (enhancing 12% to 17%) w.e.f. 01.07.2019 for the State Government Pensioners / Family Pensioners.
No minimum balance, No SMS charges : SBI
State Bank of India (SBI) Wednesday lowered its marginal cost of funds based lending rate (MCLR) by 10-15 basis points across tenors, besides lowering savings and deposit rates.
SBI outlined how this would translate into lower monthly loan repayments for customers. “Consequently, EMIs (equated monthly instalments) on eligible home loan accounts (linked to MCLR) will get cheaper by around ₹7 per ₹1 lakh on a 30-year loan and EMIs on car loans will also be reduced by ₹5 per ₹1 lakh on a 7-year loan.”
However, the reduction will not affect retail loans disbursed after 1 October
Meanwhile, citing adequate liquidity in the system, SBI also lowered its retail term deposit rates by 10 basis points for the one year and above tenors, and 50 basis points for deposits up to 45 days.
The bank also lowered its savings bank interest rate to 3% for all customers.
Earlier, it used to pay 3.25% on balances of up to ₹1 lakh and 3% on balances above ₹1 lakh.
In another development, SBI waived maintenance of average monthly balance (AMB) for all savings bank accounts. The charges for maintaining minimum balance were waived on all 445.1 million savings bank accounts, the bank said.
Currently, SBI customers need to maintain average balance of ₹3,000, ₹2,000 and ₹1,000 in metro, semi-urban and rural areas, respectively, and non-maintenance attracts a penalty of ₹5 to ₹15, plus taxes.

Your kind and immediate attention is drawn to the above mentioned subject. You are aware that the entire Central Government Employees are opposing the National Pension System (NPS) imposed arbitrarily by the Government on the Central Government Employees who are recruited on or after 01st January, 2004. The Staff Side of the National Council (JCM) is repeatedly representing to the Government to withdraw the NPS and reintroduce the Old Pension Scheme under CCS (Pension) Rules, 1972 to the Central Government Employees recruited on or after 01.01.2004.

As demanded by the Staff Side 50% of the last pay drawn should be guaranteed as Pension under the NPS Scheme till the Government withdraws the NPS for Central Government Employees.
Conclusion
