Suresh Chandra Mohapatra to replace Asit Kumar Tripathy as Chief Secretary, Odisha
Senior IAS officer Suresh Chandra Mohapatra has been appointed as the new Chief Secretary and Chief Development Commissioner of Odisha. DOWNLOAD. PDF
Sri Mohapatra is a 1986-batch IAS officer who has served the state government in various capacity. He who is currently serving as Development Commissioner will replace Asit Kumar Tripathy. Sri Tripathy was appointed state chief secretary in August 19, 2019 and he is scheduled to retire on December 31, 2020.
After retirement, Tripathy is being rehabilitated as the chairman of Western Odisha Development Council. A communique from the Chief Minister’s Office has been issued on Friday stating that Tripathy will be appointed as the chief of Western Odisha Development Council and he will also be the principal advisor to the Chief Minister on regional development, tourism, agri-business and industry, said the CMO.
Meanwhile, state government has elevated 1989-batch IAS officer Pradeep Kumar Jena who is currently serving as the Special Relief Commissioner as development commissioner-cum-additional chief secretary.

Suggest a TITLE for this blog....
Dear viewers,
First of all , thanks to all for your support for this blog. The first post was posted here on 31 January, 2017. Initially, this blog was prepared to make Department related information available to new ASOs. All type of events celebrated / organised by Cultural Association have also been placed here.
In the meantime, we have tried our best to extend our posts to Odisha Secretariat Service, OSSA as well as State Government Circulars & Notifications. Further, we are on the way to make this blog as a platform to have maximum gazette notifications and circulars meant for common employees of the State Government.
Specifically, each and every information relating to OSS cadre will be available in a single click in this blog in next five years, if this blog continues.
But, as far the TITLE (ନିର୍ମାଣ ବିଭାଗ ସମାଚାର) of this blog is concerned, we want to change it w.e.f 1st January, 2021. Because, the viewers are now not restricted to Secretariat employees only. Nearly 1000 viewers from are visiting this blog everyday. Many valuable suggestions, feedbacks and queries in different matters are being received through email and whatsApp from valuable page viewers. We welcome them and request to continue their support.
In respect to their demand, the title has to be changed as it is a personal blog. So keeping the title in name of Government Department is not suitable at this time.
Hence, it is requested to all regular readers of this blog to suggest a title title (through WhatsApp / Gmail / Comments) which will make the blog a better look and feel.

Opening of Lingaraj Temple : BMC issues guidelines
Notification issued by BMC Commissioner on allowing public worship at Lingaraj Temple in a phased manner subject to adherence of the stated guidelines.
Opening of religious institutions (Except Lingaraj Temple) in Bhubaneswar
Except Lord Lingaraj Temple, all other religious institutions will reopen in Bhubaneswar from January 3 with strict observance of Covid-19 safety protocols. Notification issued.

Sri Lingaraj Temple Ordinance 2020
- Affairs of Shri Lingaraj temple will now be governed by Shri Lingaraj Temple Ordinance 2020
- Presently it is governed by Odisha Hindu Religious Endowment Act, 1951
- Separate law will help in proper execution of rituals, management or administration of temple and it's properties
- The temple trust was not able to properly execute such rituals due to limited power conferred under the existing law.
- A managing committee of 15 members will be formed.
- Committee will administer Shri Lingaraj Temple & it's properties including temples outside the premises, mathas etc
- Committee will have general & special powers to manage affairs of the temple including seva-puja & nitis
- An administrator will be appointed to manage day to day affairs
- Provision for protection & management of movable, immovable properties & endowments.
- Provision of budget, maintenance of accounts, audit & inspection.
- Provision for eviction of unauthorised occupants from temple lands
- 100 seated & 500 beded new government medical college & teaching hospital in Jajpur. Estimated cost ₹426 Crores.
- 650 beded teaching hospital for new medical college in puri. Estimated cost ₹224 Crores.
