Online file processing in Secretariat
File processing in State Secretariat is now made easy for OSS officers. Regular effort is there to make everything digital as a part of technology implementation under 5T.
File Processing:
OSWAS application has been introduced in Secretariat w.e.f. October 2012. With certain modifications, the updated version OSWAS 2.0 has been rolled out on 26 November, 2018.
Facilities available-
- Dak creation, receiving and forwarding
- Noting & Drafting (English & Odia)
- File sending & pulling
- Status of dak/file lying with
- All dak/files accessible on search
Official e-Mail ID:
Recently individual official email ID has been provided to all employees with domain odisha.gov.in. (Ex: akbar.pal@odisha.gov.in)
Employees can have their ID from the message box of OSWAS.
Digital Signature:
All employees have also been instructed to creat their digital signature through OCAC. (Download Procedure)
Draft/letter Issue:
In addition to this, because of typist cadre dying in Secretariat, Home Department have instructed all departments to have the facility of auto issuance of drafts/letters in concerned sections instead of issue section through OSWAS. (Download.pdf)
Hence, now it can be said that within a few months the whole system of file works (Dak receive - file processing - Draft issue) will be digital. It will help in transparency, easy processing, saving of time and paper.

Instant Money Order (iMO) service discontinued in India Post
Instant Money Order (iMO) Service of Department of Posts, which was introduced on 20th January, 2006 has been discontinued w.e.f 14.07.2020.
What is iMO?
iMO is an instant web based money transfer service through Post Offices (iMO Centre) in India between two resident individuals in Indian territory.
You can transfer money from INR 1,000/- to INR 50,000/- from designated iMO Post Offices.
iMO Booking Procedure
Fill up the “To Remit Payment” (TRP-1) form and submit it with money at iMO Post Office Counter.
iMO Counter clerk after booking the iMO immediately will give a printed receipt with computer generated confidential 16 digit iMO number in a sealed condition. Even the 16 digit iMO number will not be known to booking clerk.
Customer is required to tear off the seal and convey the confidential 16 digit iMO number to the receiver over phone, SMS, e-mail, etc. at his means and risk.
iMO Delivery Procedure
Receiver to present the 16 digit iMO number at any designated iMO post office counter and will fill up and submit a “To Make Payment” (TMP-1) form along with a copy of his personal identity proof.
Receiver can receive the payment in cash up to INR 50,000. He can also receive the payment through his post office savings bank account in the same iMO office.

N.B. It is to mention here that the100 years traditional Money Order Service has been closed w.e.f 1st April, 2015. Now only the eMO service will continue to send/receive money to/from near & dear ones.
DPC for promotion of 60 Section Officers to Desk officers
Today Departmental Promotion Committe (DPC) was held regarding promotion of Section Officers to Desk Officer for 60 posts.(UR=43, SC=12, ST-5) List of officers promoted to Desk Officer may be published soon by Home Department.
Implementation of Government on Night Duty Allowance
HIGHLIGHTS:
(i) Night Duty will be defined as duty performed between 22:00 hours and 6:00 hours
(ii) A uniform weightage of 10 minutes shall be given for every hour of night duty performed.
(iii) The ceiling of basic pay for entitlement of Night Duty Allowance shall be Rs. 43600/- per month.
(iv) The hourly rate of NDA equal to [(BP+DA)/200] will be paid and the basic pay and DA for the calculation of NDA rates shall be the basic pay and DA prevalent as per 7th CPC.
(v) This formulation will extend to all employees across all Ministries/ Departments who were already in receipt of NDA.

Departments to focus on redressal of grievances received through e-Abhijog portal
Chief Secretary in a high level meeting held today in Lokseva Bhawan directed the departments to prioritize disposal of the grievances through this platform. The departments were asked to do empathetic diligence of the grievances lodged and take those to logical end. Further, Mr.Tripathy advised the departments to popularize the system and encourage citizens for using the e-abhijog platform than running to different offices.
