OFFICE MEMORANDUM

Sub.: Procurement of Electric Vehicles (EVs) for official use – Reg.

In view of the prevailing fuel and energy challenges arising out of West Asia crisis and the increasing burden of fuel expenditure, the State Government is pleased to issue the following instructions for mandatory procurement of Electric Vehicles (EVs) for official use w.e.f. 1st June, 2026.

2. The procurement of Electric Vehicles shall be made by adhering to the following conditions:

(i) New EVs shall be purchased within the maximum price as indicated below:

(ii) Procurement of EVs shall be made only after prior concurrence of the Finance Department.
(iii) New EVs shall be procured only after completion of the prescribed lifespan and condemnation/scrapping of the existing vehicle.
(iv) EVs manufactured by TATA, Mahindra, Maruti shall be purchased.
(v) “One Officer One Vehicle” principle shall be strictly adhered to while procuring EVs.

3. Procurement of petrol/diesel vehicles shall be allowed only under exceptional circumstances w.e.f. 1st June, 2026.

4. The above instructions shall also be applicable to all Government and Government-supported Undertakings / Institutions / Universities / Societies under the State Government.

Subject: Extension of deadline for completion of iGOT Karmayogi courses and assessment for recording in APAR for the cycle 2025–26 for the state government employees.

Ref: (a) This Department letter no. 64/SE dated 18.01.2025. 

(b) The DoPT, Government of India Office Memorandum No. T-28/27/2025-iGOT dated 27.04.2026.

         The undersigned is directed to say that the Government of India, under its flagship capacity-building reform initiative, namely “iGOT Karmayogi”, has laid considerable emphasis on continuous digital learning and competency-based assessment of civil servants. In alignment with this national vision, the Government of Odisha has already incorporated the “iGOT Karmayogi” parameter as a component of work assessment in the Annual Performance Appraisal Report (APAR) of the state government employees from the APAR cycle 2025–26 vide the G.A. & P.G. (S.E.) Department letter no. 64/SE dated 18.01.2025. The timeline for mandatory completion of a minimum of 20 hours of i-GOT training annually in the online module for the PAR cycle 2025–26 was till 31.03.2026, which was further extended till 30.04.2026 vide this department letter no. 524/SE dated 07.04.2026, by following the revised timeline adopted by the Government of India. 

2. In the meantime, the Government of India, taking into account practical constraints faced by employees in completing the prescribed mandatory courses and assessments within the stipulated time, has further extended the timeline for completion of such courses for Central Government employees as well as All India Services officers from 30.04.2026 to 31.05.2026.

3. In light of the foregoing, the State Government has been pleased to further extend the timeline up to 31.05.2026 for completion of the prescribed iGOT Karmayogi courses by State Government employees for the APAR cycle 2025–26, in consonance with the Government of India’s decision. It has further been stipulated that the status of completion of such courses and assessment shall be mandatorily recorded in the Annual Performance Appraisal Reports (APARs) of the concerned officers.

4. In view of the above, it is hereby directed that all the Officers and State Cadre Officers under your administrative control shall mandatorily complete the prescribed iGOT courses and comprehensive assessment within the stipulated timeline. Non-compliance with these instructions shall have a direct bearing on APAR recording and may be reflected appropriately in the assessment of the officer.

5. All Departments and Cadre Controlling Authorities shall ensure strict monitoring of compliance in this regard. It shall also be ensured that the completion status of iGOT courses and assessments is duly verified and recorded in the APAR of each officer for the year 2025–26. No APAR should be finalized without incorporating such status.

6. Any deviation or non-compliance with the above instructions will be viewed seriously and may result in the APAR being treated as incomplete/deficient.

7. This may be treated as most urgent and accorded top priority.

8-Point Advisory of Hon'ble Chief Minister to Curb Fuel Expenditure

ସାମ୍ପ୍ରତିକ ପଶ୍ଚିମ ଏସିଆ ପରିସ୍ଥିତି ଯୋଗୁ ଦେଶରେ ପେଟ୍ରୋଲ ଡିଜେଲ ଖର୍ଚ୍ଚକାଟ ପରିପ୍ରେକ୍ଷୀରେ ମାନ୍ୟବର ମୁଖ୍ୟମନ୍ତ୍ରୀଙ୍କ ୮-ସୂତ୍ରୀ ନିର୍ଦ୍ଦେଶାବଳୀ:

୧- ମୁଖ୍ୟମନ୍ତ୍ରୀଙ୍କ ନିର୍ଦ୍ଦେଶ ଅନୁଯାୟୀ, ସରକାରୀ ସ୍ତରର ବିଭିନ୍ନ ବୈଠକ, ସମୀକ୍ଷା, ପ୍ରଶିକ୍ଷଣ, କର୍ମଶାଳା ଆଦି ଅତି ଆବଶ୍ୟକ ନ ହେଲେ ଭର୍ଚୁଆଲ ମୋଡ୍‌ରେ କରାଯିବ। ଯେଉଁଠି ପ୍ରତ୍ୟକ୍ଷ ଉପସ୍ଥିତିର ଆବଶ୍ୟକତା ଥିବ, ସେ ସ୍ଥଳରେ ଯେଉଁ ଅଧିକାରୀ ଓ କର୍ମଚାରୀମାନଙ୍କ ପ୍ରତ୍ୟକ୍ଷ ଉପସ୍ଥିତି ଆବଶ୍ୟକ ଥିବ, ସେମାନେ ପ୍ରତ୍ୟକ୍ଷ ଭାବେ ବୈଠକରେ ଯୋଗ ଦେଇପାରିବେ ଏବଂ ଅନ୍ୟମାନେ ଭର୍ଚୁଆଲ ମୋଡ୍‌ରେ ଯୋଗ ଦେବେ।


୨- ସେହିଭଳି, ୧ ଜୁନ୍ ୨୦୨୬ ଠାରୁ ସରକାରୀ କାର୍ଯ୍ୟାଳୟ ଗୁଡ଼ିକରେ ଯେତେ ନୂଆ ଦୁଇ ଚକିଆ ଓ ଚାରି ଚକିଆ ଯାନ କିଣାଯିବ, ସେଗୁଡ଼ିକ ବୈଦ୍ୟୁତିକ ଯାନ (EV) ହୋଇଥିବା ବାଧ୍ୟତାମୂଳକ। ବିଶେଷ ଆବଶ୍ୟକତା ଭିତ୍ତିରେ ପେଟ୍ରୋଲ କିମ୍ୱା ଡିଜେଲ ଯାନ କିଣିବାକୁ ଅନୁମତି ଦିଆଯିବ। ସେହିଭଳି, ଜୁନ୍ ପହିଲାରୁ ସରକାରୀ କାର୍ଯ୍ୟାଳୟରେ ଭଡ଼ା ସୂତ୍ରରେ ନିଆଯାଉଥିବା ସରକାରୀ ଚାରିଚକିଆ ଯାନ EV ହେବା ବାଧ୍ୟତାମୂଳକ କରାଯିବ।

୩- ବ୍ୟକ୍ତିଗତ ସରକାରୀ ବ୍ୟବହାର ପାଇଁ ସରକାରୀ ଯାନ ପାଇଥିବା ବରିଷ୍ଠ ଅଧିକାରୀମାନେ ନିଜ ନିଜ ମଧ୍ୟରେ କାରପୁଲିଂ କରିବେ, ଅର୍ଥାତ୍ ଯିବା ଆସିବା ପାଇଁ କେବଳ ଗୋଟିଏ ଗାଡ଼ି ବ୍ୟବହାର କରିବେ। ସରକାରୀ ଯାନ ବ୍ୟବହାର ପାଇଁ ରାଶିର ପରିମାଣ ମଧ୍ୟ ତଦନୁଯାୟୀ ଅଧା କରାଯିବ।
୪- କେଉଁ ପାହ୍ୟାର ବରିଷ୍ଠ ଅଧିକାରୀମାନେ ବ୍ୟକ୍ତିଗତ ଭାବେ ସରକାରୀ ଗାଡ଼ି ବ୍ୟବହାର କରିପାରିବେ, ସେଥିପାଇଁ ଅର୍ଥବିଭାଗ ୧୫ ଦିନ ମଧ୍ୟରେ ଏକ ମାର୍ଗଦର୍ଶିକା ଜାରୀ କରିବ।
୫- ଦୂରସ୍ଥାନକୁ ପରିଦର୍ଶନରେ ଗଲାବେଳେ ଅଧିକାରୀ ଓ କର୍ମଚାରୀମାନେ ବସ୍ କିମ୍ୱା ରେଳଯାତ୍ରା କରିବେ।
୬- ଯେଉଁ ଅଧିକାରୀମାନଙ୍କ ନିଜସ୍ୱ ବୈଦ୍ୟୁତିକ ଗାଡ଼ି ରହିଛି, ସେମାନେ ସରକାରୀ କାର୍ଯ୍ୟରେ କିଭଳି ଏହାକୁ ବ୍ୟବହାର କରିପାରିବେ, ସେ ସମ୍ପର୍କରେ ଅର୍ଥବିଭାଗ ପକ୍ଷରୁ ମାର୍ଗଦର୍ଶିକା ପ୍ରସ୍ତୁତ କରିବା ପାଇଁ କୁହାଯାଇଛି।
୭- ବହୁଳମାତ୍ରାରେ ସରକାରୀ କର୍ମଚାରୀ ରହୁଥିବା ସ୍ଥାନରୁ କର୍ମଚାରୀମାନଙ୍କ ଯିବା ଆସିବା ପାଇଁ ବୈଦ୍ୟୁତିକ ବସ୍ କିମ୍ୱା ମିନିବସ୍ ସେବା ଯୋଗାଇ ଦିଆଯିବ।
୮- ସରକାରୀ ଯାନ’ର ଚଳପ୍ରଚଳ ବାବଦକୁ ମାସିକ ପେଟ୍ରୋଲ ଓ ଡିଜେଲ ବ୍ୟବହାର ପରିମାଣ ଯେପରି ଅତିକମ୍‌ରେ ୧୦ ପ୍ରତିଶତ କମିବ, ସେ ଦିଗରେ ସମସ୍ତ କାର୍ଯ୍ୟାଳୟ ସୁଚିନ୍ତିତ ପଦକ୍ଷେପ ନେବେ।
ଏହି ନିର୍ଦ୍ଦେଶାବଳୀ, ରାଜ୍ୟ ସଚିବାଳୟ ଠାରୁ ଆରମ୍ଭ କରି ସମସ୍ତ ସରକାରୀ ବିଭାଗର ଉପଖଣ୍ଡ, ତହସିଲ, ବ୍ଲକ୍‌ସ୍ତର ସହିତ ରାଜ୍ୟର ସମସ୍ତ ସରକାରୀ ଓ ସରକାରୀ ଉଦ୍ୟୋଗ, ସଂସ୍ଥା, ବିଶ୍ୱବିଦ୍ୟାଳୟ, ସମିତି ମାନଙ୍କରେ କଡ଼ାକଡ଼ି ଅନୁପାଳନ କରିବାକୁ ମୁଖ୍ୟମନ୍ତ୍ରୀ ନିର୍ଦ୍ଦେଶ ଦେଇଛନ୍ତି।

Sub.: Advance payment towards fuel charges for vehicles used for official purpose - reg'

As per prevailing administrative practice, the payment towards fuel consumed by vehicles used for official purpose is generally made to the concerned petrol pump at the end of each month. Owing to the ongoing uncertainty in the international petroleum market in the wake of Middle East conflict, most petrol pumps are unwilling to supply fuel to Departments on a credit basis.

2. In view of the above, now State Government has been pleased to allow all Departments and Heads of Departments to make interest-free advance payment equivalent to two months' estimated fuel requirement to the petrol pump for hassle-free conduct of official work.

3. While making such advance payment, adequate Security Deposit/Bank Guarantee/ similar safeguard, as deemed appropriate by the Administrative Department/ Heads of Department, shall be obtained from the concerned petrol pump.

4. This Office Memorandum shall be effective from the date of issue until further orders.
