Interim stay on regularisation of Junior Teacher ( Schematic )

This matter is taken up through Hybrid Arrangement (Virtual /Physical Mode).
Heard learned counsel for the Petitioners as well as learned Additional Government Advocate for the State-Opposite Parties. Perused the writ application as well as the documents annexed thereto.
By filing the present writ application, the Petitioners call in question the conduct of the Opposite Parties in treating the Junior Teachers (Schematic), who were appointed in the year 2023-24 as senior to the present Petitioners. In course of his argument, learned counsel for the Petitioners contended that the Petitioners were initially engaged as Junior Teachers (Contractual) in the year 2018. Upon completion of 3 years of service, they were engaged as Junior Teachers and, finally, with effect from 11.12.2024, they were appointed as regular teachers Elementary. He further contended that in the meantime the Opposite Parties have changed the rules by virtue of the notification dated 02.04.2026 whereby the Junior Teachers (Schematic), who were engaged in the Primary and Upper Primary School during the year 2023-24 and were issued with the engagement order in the year 2024, have been regularized from the date of their initial engagement. As a result, such Junior Teachers (Schematic) are likely to be placed above the present Petitioners, who were initially recruited in the year 2018 in the gradation list. He further contended that the decision of the Government vide notification dated 02.04.2026 at Annexure-10 has not been implemented so far. Being aggrieved by such notification, the Petitioners have approached this Court by filing the present writ application.
Learned Additional Government Advocate for the State-Opposite Parties sought for some time to obtain instruction in the matter.
Considering the prayer of the learned counsel for the State, he is granted four weeks’ time to obtain instruction in the matter.

Cabinet approved Dearness Allowance hiked by 2% w.e.f. 01.01.2026
Cabinet approves additional instalment of Dearness Allowance to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 01.01.2026
The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 01.01.2026 representing an increase of 2% over the existing rate of 58% of the Basic Pay/Pension, to compensate against price rise.
The combined impact on the exchequer on account of increase in both Dearness Allowance and Dearness Relief would be Rs.6791.24 crore per annum. This will benefit about 50.46 lakh Central Government employees and 68.27 lakh pensioners.
This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.

OUSSSC : Odisha Uniformed Service Staff Selection Commission
In order to streamline recruitment process for various ranks in the Odisha Police and other uniformed services a dedicated recruiting agency namely Odisha Uniformed Services Staff Selection Commission (OUSSSC) has been constituted under Administrative Control of GA&PG Department.
The aforesaid proposal was approved by Odisha Cabinet on 21.11.2025. Accordingly, rules to regulate the method of recruitment to all uniformed services under various Departments of the State Government was framed vide Gazette Notification No.41415 - GAD-FE-ESTT-0001-2025 / Gen Dt.05.12.2025.

Initiation of PAR/CCR for the year 2025-26 (01.04.2025 to 31.03.2026).

The undersigned is directed to say that the system of e-PAR, by the Group A and B employees of the state Govt., was introduced in the PAR period 2014-15 vide this department letter 34337/SE dt. 26.12.2014, and the Government of Odisha had made it mandatory for online submission of PARs from the PAR period 2015-16, through the HRMS portal vide this department letter no 47/SE dt. 14.01.2016.
As such, the Group A and B employees of the state government are advised to submit their self-appraisal by 30th April every year, which was subsequently refixed to 31st May each year vide this Department letter no.1100/SE dt. 30.04.2022, following the Government of India Guidelines. The PARs then go through a three-level assessment system, where the authorities in the hierarchy chain assess the performance of the employees. The assessed PARs then get reviewed by the designated PAR custodian, and these reviewed PARs get placed before the DPC/Selection board for consideration of the case of the employees for promotion/selection/sanction of MACP/RACP etc. Many such instances have come to the notice, where employees get debarred on such occasions owing to want of PAR.
Consequently, a new Guideline for recording, reviewing, and maintenance of CCR in favor of Group C employees has been incorporated vide this Department Notification no.400/SE dt. 25.02.2025, by replacing the erstwhile Book Circular 46. In this system, the immediate Reporting authority of the Group C employee needs to initiate the CCR in favor of the employee and assess his/her performance, post which the Reporting Authority transmits the CCR to the Reviewing-cum-Accepting Authority for final assessment. Many such instances have come to the notice, where the authorities have failed to initiate the CCR in favor of the Group C employees subordinate to him/her, either because of ignorance/lack of will, which results in a want of CCR of the employee.
It is, therefore, requested that all the employees, under their administrative Control, may kindly be sensitized enough to submit their PAR as well as initiate CCR of their subordinates for the year 2025-26 (01.04.2025 to 31.03.2026), wherever applicable, online through HRMS Portal positively.
