Welcome... New ASOs in Secretariat

Dear friends, after long waiting and completion of recruitment procedure OPSC declared the final result of ASO Examination for 500 posts. So congratulations to the achievers.
Cadre :
It's a cadre of choice where well educated with previous job experienced people join for a stable job in Bhubaneswar. It's a job including another four which are excluded from Group-B contractual rules, 2013.
Now the present ASOs in Secretariat are mostly from last two recruitments joined in 2016. So after joining this batch, the Secretariat will be enriched with nearly 1400 young ASOs which is a good sign for the state.
First month salary ;
Basic Pay - 35400, 
Dearness  Allowance (12%)- 4248
House Rent Allowance - 2700
Total = 42348
Deduction--
GIS - 750 (for first 10 months)
Professional Tax - 200
Total = 950
Take home salary = 41298*
New Pension System (NPS)- 10% of (Basic Pay + DA) will be deducted every month after getting enrolled in CRA. Its compulsory.
Promotion:
Although one ASO can avail the promotional benefits to the rank of SO/DO and the Under Secretary, Deputy Secretary, Joint Secretary and Additional Secretary but the situation may keep most of them in ASO posts for a long period. The seniority is based on the Rank in OPSC Result.
Govt Quarter:
It's a job in Bhubaneswar, where chances of getting a govt quarter is better than other employees. So one avail through online application. The seniority is based on date of joining in a particular scale of pay.
Job Environment :
Odisha Secretariat is the top most Office in the state under which other offices are being operated. Here employees work under the Secretaries of the concerned department. Some files may need approval of Honble Ministers or Chief Minister. So, you may get job satisfaction as a Govt employee. But we should not hope like a corporate office. 
Reference Department :
Once getting recommendation from OPSC, whole responsibility comes to Home Department. We all are under Odisha Secretariat Service (OSS) Cadre.

Ministers got allotted their chambers in Secretariat

A week after swearing-in, the Council of Ministers of newly-elected BJD Government led by Chief Minister Naveen Patnaik, were finally allotted chambers at the Odisha Secretariat on Thursday.
In the first floor of the Secretariat, room number MB-I-004 and 005 have been allotted to Tourism, Odia Language, Literature & Culture Minister Jyoti Prakash Panigrahi.
MB-I-006 and 007 allotted to Energy, Industries, Micro, and Small & Medium Enterprises Minister Dibya Shankar Mishra.
MB-I-009 and 010 allotted to Science & Technology, Public Enterprise, and Social Security & Empowerment of Persons with Disability Minister Ashok Chandra Panda.
MB-I-016, 017 and 018 allotted to Agriculture & Farmers' Empowerment, Fisheries & Animal Resources Development, and Higher Education Minister Arun Kumar Sahoo.

ASO Final Result: When... when....

"When the Final Result for ASO will be published?"
Now a common question/query for us from selected 983 candidates those completed document verification. (Although this query is not so frequent as like the query before six months i.e. "When the advertisement for ASO will be published?" from all of our near and dear ones completing graduate and ready to apply)

Many of our blog visitors query about date of publication of ASO Final Result through Phone Calls, SMS, Email and Whatsapp messages. In this regard, I request to go through the following paragraph.

I was waiting for my turn for document verification (for the post of ASO) in OPSC Office. Many phone calls were coming to the OPSC Office. Among them, one statement (one of the answer to the person on the other side of phone call) touched my heart and felt that as a proper answer.
💥OAS Aspirant: Sir, what about date of OCS Main Exam?
OPSC Employee: Dear friend, Don’t be worry about any date. Because, if advertisement will be published for any post, you will get sufficient time (nearly One Month) to apply. As no one can qualify any exam in one month if he/she is not preparing for it. So keep on study. But be sure that, there will be exam for OCS Main.
And, listen.... even GOD does not know about the final date of publication of FINAL Result of any examination. Its secret within few higher authorities. And it may come out any day any time.💥 
So, here I want to say that, every official procedure must be over by OPSC as 983 candidates have been already shortlisted. The Skill Test was only qualifying in nature. I hope most of them qualified. So, just wait for the blast and the list of 500 ASOs filtered out.
We are waiting for you, the 500 jewels selected after competing with 2 Lakhs aspirants across all category and diverse qualification.

The Union Cabinet, chaired by the Prime Minister Narendra Modi, in its first meeting, has approved the summoning of the 17th Lok Sabha on Monday, the 17th of June, 2019 and subject to the exigencies of Government Business, the Session will conclude on Friday, the 26th of July, 2019.
The Rajya Sabha will be convened on Thursday, the 20th June, 2019 and subject to exigencies of Government Business, the Session will conclude on Friday, the 26th of July, 2019.
The Election of Speaker will be held on Wednesday, the 19th June, 2019.
The President will be requested to address both the Houses of Parliament assembled together in the Central Hall of Parliament at 11.00 am on Thursday, the 20th of June, 2019, in term of article 87(1) of the Constitution.
The Union Budget for 2019-20 will be presented in the Lok Sabha on Friday, the 5th July, 2019 at 11.00 am and after presentation/laying of the Budget, the respective Houses will be adjourned for the day.

Expected DA from July 2019 – 4% or 5% ?
All India Consumer Price Index Numbers for Industrial Workers – CPI(IW) for April 2019 increased by 3 points and pegged at 312, based on the DA Calculation Sheet the DA as on April 2019 is 15.50%.
Expected DA is 16 % from July 2019 if the CPI is less than 2 points in the next two months, if it raises more than 2 points then DA shall be 17%, i.e. increase of 5 percent.

How to calculate Dearness Allowance?

Formula to calculate Dearness Allowance for Central Government Employees after 1.1.2016
DA % = (Average of AICPIN for the past 12 months – 261.4) * 100 / 261.4

Example:
For April 2019 (AICPIN 312 Points)
12 Months AICPIN total = 3623
(289+291+301+301+301+302+302+301+307+307+309+312)
12 Months Average = 301.92 (=3623/12)
DA % = (301.92-261.4)*100/261.4 = 15.49%
Approx DA = 15%

Expected DA from July 2019
Now time to find out the Dearness Allowance from July 2019, based on our calculation with the assumption value there are chances to get increase of 4 percent Dearness Allowance from July 2019, but more chances are there to get 5 percent increase in DA, in case of AICPIN value increase more than 2 points in the coming months.
However this is only the prediction, we have to wait until end of July 2019 to find the exact increase in the Dearness Allowance.

Two categories of votes are counted to arrive at the final result of General Elections 2019, first is Votes polled in EVM by General voters from over 91.1 Crores electors at Polling Stations and second category is Postal Ballots returned from over18 Lakh Service voters and also from the polling personnel deployed for the poll duties, outside their Parliament Constituency in case of single elections and all polling personnel in case of simultaneous elections as was the case recently when besides the election to 17th Lok Sabha, the Assembly elections for four states namely Andhra Pradesh, Arunachal Pradesh, Odisha and Sikkim to Lok Sabha and Vidhan Sabha also went for poll.

The provisional voter turnout data is displayed as percentage figure on Election Commission of India (ECI) Web site and Voter Helpline Mobile App on the poll day as uploaded by the Returning Officer(RO)/Assistant Returning Officer (ARO) based on the approximate percentage turnout figures obtained from Sector magistrates who in-turn get it periodically over phone/ in person from about 10 Presiding officers. After scrutiny of documents by the RO, provisional number of General voters’ turnout is compiled and uploaded on the ECI website based on the Polling Station wise tentative voter turnout data reported by the Presiding Officers, with male/female voter breakup, added together to get the PC wise provisional voter turnout. All these figures are provisional, based on estimates which are subject to change as is made clear from the disclaimer on the website that "the data is estimated and subject to change". This provisional voter turnout data is made available by ROs on regular intervals, which is collated by Chief Electoral Officers and ECI on the web site for wider dissemination and to ensure transparency in information dissemination.
