Rathayatra celebration in Secretariat

As like previous years, Rathayatra was celebrated in Secretariat this year also which was organised by Commerce and Transport Department. Being a holiday, the number of employees was less but the celebration was completed as per the rituals.

Huge promotional benefits in OSS Cadre

Recently 144 OSS Officers (22 DS + 122 DO) got promotion to higher ranks.
These officers were recruited during 1982-83 & 1983-84 and there was hardly any scope for promotion, so restructuring of OSS Cadre was taken up and amendment of Cadre Rule was done.
Additional Chief Secretary Home and Development Commissioner, Asit Kumar Tripathy, who was instrumental in restructuring the OSS cadre to improve effectiveness among the officers, took steps to relax old age stipulations on promotional aspects.The ‘Residency Period’ was relaxed in all the posts so as to favor speedy promotions.
Mr.Tripathy has been generous in providing promotions to the officers and during last six months 289 Officers have been promoted.

Expectations from 500 ASOs yet to join

On 29th June, 22 Deputy Secretaries and 122 Desk Officers have been promoted to the rank of Joint Secretary and Under Secretary respectively. Also nearly more than 100 Under Secretaries will get their promotion to Deputy Secretary very soon. In a very short period, Secretariat will have another 500 ASOs in OSS Cadre. So we can see a major reshuffle of staff in each department (last time major reshuffling was due to 10 years transfer) although some may show their interest to continue in their present Department after promotion. But many sections must be reconstituted with new staff i.e ASO to Joint Secretary. 
If we think about a particular section, its being being managed by ASO, SO & DO. Now DOs will be transferred  and new ASOs to join. So main responsibility is on present ASOs (2012-13 & Spl. Drive Batch) and SOs.
Secondly, when thinking about new ASOs, Secretariat will experience a young mass (within age group of 22-28) of ASOs coming from diverse qualification and job experience. Many of them will come after resigning their present job and some are preparing for OCS Examinations and other higher salaried jobs. It is also sure that they will come with much interest to know more about secretariat and its working culture. Because everything is upto their job satisfaction. 
As we know each file starts from a ASO, so the newly recruited 500 will play a major role for the section management in a better way. And this may lead to implementation of 5-T concept of Hon'ble CM. 
So we can hope for a better coordination between existing ASOs and new ASOs yet to join.

OSSA Election 2019 : When ??

Just one month left for completion of two years of the present body governing OSSA.
If we look at the procedures followed for the election of OSSA, then from the beginning of July a general body should be called for discussion and decision.

14th July : Scrutinising documents
15th July : Nomination withdrawal and Final list of contesting candidates
29th July : Polling
30th July : Vote counting & Result declaration
31st July : Oath taking

No. of voters : 1807
Result : General Secretary and one Secretary from one panel whereas other six posts including president from another panel and one of the vice president was elected from new ASO panel.

There is no proposal under consideration of the Government to abolish application fee for all candidates appearing for Government recruitment examinations.
However, candidates belonging to Schedule Caste/Schedule Tribe, persons with disabilities, ex-servicemen and women candidates are already exempted from payment of fee for Government recruitment examinations.
This information was provided by the Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr Jitendra Singh in written reply to a question in Rajya Sabha today..

No more recruitment on annual basis



In a meeting of high level committee decided to make amendment on OSS Recruitment Rules, 2016. Further it will not be mandate to hold Recruitment for any post each year so that issues on fixing upper age limit for the years during which no examination conducted can be avoided.
