Kharavel Bhawan : A new building of Secretariat
KHARVEL BHAWAN
11 Departments are to be shifted to this new building waiting for inauguration on 15th August.
Each Wing have five rooms (with attached toilets) being numbered.
Example: 3rd floor of East Wing as E-301, E-302 ........
No additional office room will be made in any Wing if one Department has been allotted one full floor or one full wing.
Only in cases where one Wing is being allotted to two Departments, another three rooms (without attached toilets) will be made by Works Department.
No structural change in the building (like breaking of any wall etc.) shall be done without approval of G.A. Department.

Committees in the state.

Works department on 5T
Ensuring completion of works in time, ‘Zero Tolerance’ towards harassment in Bill Payment, Direct Transfer of funds to Bank Account, Introduction of eMB (electronic measurement book) are some of the 5T initiatives being planned in Department of Works.
With Chief Minister Naveen Patnaik harping on 5T Framework for transforming Odisha, Department of Works is implementing the program in all seriousness. Thanks to the overdrive of Krishan Kumar, Secretary, Works, a Governance Action Plan for implementation of the major initiative has been chalked out and entire system is on 5T Mode, said a senior Chief Engineer.
Dr.Kumar has listed out 21 Action Points for the Department of Works and Action Plan has been formulated on 08 Strategic Areas for implementation.
Those include Policies and Regulation, Project management, Project Finance, Technology, Communication, Human Resource Development and Total Quality Management.
Mapping of various Action Points with respect to all these Strategic Areas are also enumerated for all the officials.
Accordingly Nodal Officers and Supervising Officers are designated for the Strategic Areas.
More over Coordination and Synergy Team is in place for all official work and file management.
Technical Support Team is extending all technical support and institutional support for planning and roll out of the innovative initiative. Above all Lateral Support Team is formed with professionals, which is providing guidance for overall planning and monitoring of various activities.
Most importantly Dr. Kumar is guiding the entire workforce and has advised to think creatively, while planning for their respective strategic areas and form their own teams and prepare the Action Plan to scale up the program, said another senior official.
Well designed and planned Action Plan is in operation in the DoW for 5T implementation, said he.
DoW has mapped Action Points and on Project Management, convergence with construction workers welfare board to provide work site facilities at major project sites has been lined up.
Similarly on Quality Management front, development of internal mechanism for ensuring health, safety and work environment of laborers is in place.
On Technology Sector, transfer of payment directly to the bank account of labourers by the contractors through an appropriate mechanism is being put in place.
Capacity building program for vendors for ensuring completion of work in time and to maintain quality and for use of modern technology is listed as an Action Point.
Zero Tolerance towards harassment in bill payment, introduction of mechanisms such as e-MB( Electronic Measurement Book) e-Billing and Quick Online Payment has formed the part of Technology and Machinery.
Introduction of alternate dispute resolution mechanism for speedy resolution of disputes has been put in place and monthly payment of bills will be ensured.
Contractor Database Management and bringing transparency in the process of licensing of contractors is being developed in a time bound manner, said sources.
Use of Standard Procurement Documents for Civil works, Goods and Services will be ensured under Procurement Action Point, said an officer.

Susanta Mohapatra, IAS, Director of Social Security & Empowerment of Persons with Disabilities has been appointed as Additional Secretary of Health & Family Welfare Department.
Noonsavath Thirumala Naik, IAS, Collector & District Magistrate of Nayagarh has been appointed as Director of Fisheries and in additional charge of Executive Director, CMGI
Poma Tudu, IAS, Collector & District Magistrate of Koraput has been appointed as Collector & District Magistrate of Nayagarh
