We should work with dignity....

Dignity is lacking in many workplaces, even though it may be more important to employees than ever before.

Workplace dignity is a frequent discussion point. Be it about diversity and equity, health and safety, merit, equal opportunity or anti-discrimination, the concept of workplace dignity can be the overarching framework for all of these programs.
Kristen Lucas, who recently wrote a paper titled, Workplace Dignity, defines the concept as, “a personal sense of worth, value, respect, or esteem that is derived from one’s humanity and individual social position; as well as being treated respectfully by others.
Let's consider the above in respect of we, the Secretariat Employees.
The very crucial things we should acquire in our workplace is our so called dignity.
1. Timing
When you meet a Jawan or military person , a common idea come to our mind that he must be punctual. But when you ask a public about a Secretariat staff, a sudden reply comes - ଛୁଆକୁ ସ୍କୁଲ ରୁ ଆଣିବା ପରେ ଗରମ ଭାତ ଖାଇ ହଲି ହଲି ୧୨ ଟା ରେ ଅଫିସ। ପୁଣି ୧.୩୦ ହେଲେ ଟେବୁଲ ଉପରେ ଚଷମା ଥୋଇଦେଇ ବାବୁ ଚା ପିଆ ବାହାନା ରେ ଘରକୁ ଏବଂ ୩-୪ ରେ ଅଫିସ। ସନ୍ଧ୍ୟାରେ ଗୋଟେ ଦୁଇଟା ଫାଇଲ କରି ଛୁଟି। ତାପରେ ସାଇଡ଼ ବିଜନେସ୍ ।ମୋଟାମୋଟି ଗୋଟେ ରାଜା ଚାକିରୀ । ନୋ ଟ୍ରାନ୍ସଫର୍ ।
But the whole scenario is changed. The new ASOs are more educated and governance is also towards transformation. Many department has issued office order regarding compulsory presence of 7.30 hrs. Someone can realise , if you come office late, you will always feel hurry to finish everything but no result. So regular in attendance is a good sign for our govt., our state. 
We can remind, in the welcome meeting of 811 ASOs at OSSA, someone advised to come office by 10.30 but one of the ASO friend made objection why not appealing to reach by 10.00. That was the spirit.
But in reality it is seen that who works more he can't leave office in time. But many employees just maintain their timing of entry and leaving to save their job but they don't take any responsibilities.
So punctuality in office work can give us dignity.
2. Dress / attire
କଥାରେ ଅଛି ଭେକ ଥିଲେ ଭିକ । ସଚିବାଳୟରେ କର୍ମଚାରୀଙ୍କ ଦାୟୀତ୍ଵବୋଧ ତଥା ସମାଜରେ ପ୍ରତିଷ୍ଠା ପାଇଁ ବୋଧହୁଏ ସରକାର ସହାୟକ ସ୍ଥାନରେ ଅଧିକାରୀ ନାମକରଣ କରିଥିଲେ। କିନ୍ତୁ ଏଥିପାଇଁ ଆମର ଦୈନନ୍ଦିନ ଜୀବନରେ ତଥା କାର୍ଯ୍ୟାଳୟରେ ନିଜର ପୋଷାକ ରେ ସେହି ଅଧିକାରୀ ପଦର ଢାଞ୍ଚା ରହିବା ଦରକାର। ବିଗତ ଦିନରେ ନବନିଯୁକ୍ତ ASO ଙ୍କ ପରିପାଟି ତଥା ବ୍ୟବହାର ନେଇ ଏକ ନିର୍ଦିଷ୍ଟ ଖବରକାଗଜ ସମାଲୋଚନା କରିଛନ୍ତି । ଏବଂ ସୁଖର କଥା, ସମସ୍ତେ ଏଥିରେ ସଚେତନ ହୋଇ ନିଜକୁ ସୁଧାରିବା ସହିତ ଏକ ଉତ୍ତମ ବାତାବରଣ ସ୍ରୁଷ୍ଟି କରିପାରିଛନ୍ତି ।
In every workplace the dress code and attire has been given focus as the employees are the mirror of any institution. Nearly Govt. of Bihar has banned Jean and T-shirt for Secretariat staff. It's not that they are conservative but the motto is Govt employee should not be dressed as corporate I.e. Jean with t- shirt, girls without dupatta, seniors with mouthful bettel etc.
After joining of 500 ASOs recently with 900 ASOs in last three years, Secretariat is full of young energetic officers of the same generation. Hence we hope the dress or attire of such a large mass should not create a wrong impression of a college or corporate office rather than a reputed government institution. 
So we can create our own dignity through our attires as we studied in Organization Behavior during our academics.
3. Cooperation
ସହଯୋଗୀତା ଏବଂ ସହଭାଗୀତା ହିଁ ଆମକୁ ଏକ ସ୍ଵତନ୍ତ୍ର ପରିଚୟ ଦେଇପାରିବ । ପ୍ରଥମେ ଆରମ୍ଭ କରିବା ଅଫିସ ପ୍ରବେଶ ରୁ । ଟିକେ ନିରୀକ୍ଷଣ କଲେ ଜାଣି ପାରିବା, ଯେ କୌଣସି ବେସରକାରୀ ଅନୁଷ୍ଠାନ ର ଜଣେ  ସ୍ବଳ୍ପ ବେତନଭୋଗୀ କର୍ମଚାରୀ ମଧ୍ୟ ବେକରେ ID Card ପକାଇ ଥାଏ ନିଜର ଏକ ସ୍ଵତନ୍ତ୍ର ପରିଚୟ ସୃଷ୍ଟି କରିବା ପାଇଁ। ଏବଂ ନିଜର selfie ଉଠାଇ ଛାଡ଼ି ଥାଏ । ଅଥଚ ଆମେ ସଚିବାଳୟ କର୍ମଚାରୀ ବେକରେ ପକାଇ ବାକୁ କୁଣ୍ଠାବୋଧ କରୁ । ଯଦିଓ ଆମେ ଫାଟକ ନିକଟରେ ତନଖି ହେବାର ପ୍ରକ୍ରିୟା ଜାଣୁ, ତଥାପି ID card ଦେଖାଇ ବାକୁ ହୀନତ୍ଵ ମନେକରୁ । 
So we should cooperate our Govt. and it's regulations.
4. Thought of working for people
ବହୁ ସମୟରେ ନିଜେ ଅଫିସ କାର୍ଯ୍ୟ ରେ ବ୍ୟସ୍ତ ଥିବା ସମୟରେ ଯଦି ଆପଣଙ୍କ ସହ କର୍ମଚାରୀ ମୋବାଇଲରେ ଫେସବୁକ ଅଥବା ଭିଡିଓ ଦେଖେ, ତେବେ କାମ କରିବାର ସ୍ପ୍ରୃହା କମିଯାଏ । ସେଠି ଏକ ତୁଳନାତ୍ମକ ଚିନ୍ତାଧାରା ମନକୁ ଆସେ । ଏକ ସାଧାରଣ ବାକ୍ୟ ଶୁଣାଯାଏ, ଯଃ ପଳାୟତି ସଃ ଜୀବତି । ଅଧିକ କାମକଲେ କଣ ଅଧିକ ଦରମା ମିଳିବ ? ଯିଏ ଉପରିସ୍ଥ ଅଧିକାରୀ ଙ୍କ ନିକଟତର ସେ ନିଶ୍ଚୟ ତେଲିଆ ହେଇଥିବ । ଏମିତି ଅନେକ । 
ଏ ସବୁର ଏକ ସାଧାରଣ ଉତ୍ତର - କହୁଥିବା ବ୍ୟକ୍ତି ଜଣକ ଅଳସୁଆ, ଠକ ଓ ସମାଜ ପାଇଁ ଅଲୋଡା। ପଳାୟନ ଚିନ୍ତାଧାରା ପ୍ରତି ମୁହୁର୍ତ୍ତରେ ଆସେ। ତାହେଲେ ଯିବେ କୁଆଡ଼େ? ଦରମା ମିଳୁଛି କଣପାଇଁ ? ସେ ନିଶ୍ଚୟ ପ୍ରତ୍ୟକ୍ଷ ପରୀକ୍ଷା ଦେଇ ଚାକିରୀ ପାଇନଥିବ । ଲାଞ୍ଚ ଦେଇ  ଭାଗ୍ୟ ବଳରେ ତାକୁ ଚାକିରୀ ମିଳିଥିବ । ୨ଲକ୍ଷ ପିଲାଙ୍କ ସହ ସଂଘର୍ଷ କରି, ବର୍ଷ ବର୍ଷ ଧରି ପ୍ରସ୍ତୁତି ର ଫଳ  ପାଇଥିବା ଏବଂ ସାଧନା ର ଫଳସ୍ଵରୂପ ଚାକିରୀ ପାଇଥିବା ବ୍ୟକ୍ତି ର ଚିନ୍ତାଧାରା କେବେ ଏମିତି ହୋଇପାରିବନି । 
Afterall we should think of the situation when we were unemployed. When we were scolding the government officials for delay in our work. When we think of a developed country to get all opportunity. How would it be possible if we the people who are assigned the work will behave like this. We should think that govt. gives us money to serve people. And that starts from the file on our table. We should judge ourselves , whether we have contribute our time for office work or whole time in office spent at tea shop with criticizing our nearby colleagues. In an office 70% employees are able to go home in time because rest 30% employees work extra hours. When we are not doing our duty, we have no rights to speak a single word. 
As like a man and his goodness appears during his death similarly one employee can realize his obedience to his work during and after his retirement. 
5. Afterall corruption free
Besides the above we should be corruption free. Someone said, a corruption free employee is always hand to mouth. He can't have any assets. Because the salary of a govt employee is just to manage his family.  There is no surplus. So he is always unhappy. But many people gets pleasure being corruption free because gets the courage to speak loudly against any illegal activities. He feels himself unique among others. He is always being praised for that special attitude. 
So we can get back our dignity by making yourself corruption free. We should change the environment of receiving bribe from a common man for giving service which are his rights.
We discussed all above points because now a great change is going to happen in governance. You can say about integration of directorates with Secretariat, same salary for same work whether contractual or regular, abolishment of posts that creates work overload etc. 
If we will not maintain our job responsibilities then we can't have dignity. Afterall your service association should be strong to fight for your dignity. But it needs unity.  No need to explain about this. Everyone must have felt the situation during these last two years. And as an educated person, we can see our future if the situation continues like this. 
We want to get back our dignity in society.

Cleanliness drive in OSSA premises by young ASOs

After a paper clip on OSSA House in a newspaper with title ନେତାଙ୍କ କନ୍ଦଳ ରୁ ଓସା ହାଉସ ଭୁତକୋଠି , some active members of OSS cadre decided and made appeal to all for a cleanliness drive in OSSA premises which is the only suitable place for us to have any type of meeting, gathering or discussion. Today, 14th Sept was scheduled for the above activity. Though it was a holiday and the suffix day is Sunday, hence it is expected that many of the employees are not in Bhubaneswar. Hence only few members had joined there. 
The same thing was noticed yesterday evening in the memoriam meeting organised for comrade Late Akshaya Kumar Mahmud. 
As the Association (OSSA) is our recognition and a platform to put our demands before Govt. through this banner only, it's our duty to save our cadre, our association as well as our dignity in society. Many of us must agree that as an employee we can't raise voice against our authority but our association can. So plzzzz make yourself involved in OSSA as well as give your somehow contribution for its betterment through direct participation, suggestions and attending various discussion.

Hope for a clean OSSA not only in look and feel but also in it's internal constitutional proceedings.

Late Akshay Kumar Mahakud

As a new employee of Secretariat, I may not explain about this great leader a much, but by attending two SMRUTI SABHAs in 2017 and 2019, I could not remain silent but decided to write something here for information of all readers of this blog especially the new 1500 ASOs joing OSS Cadre. 

We all are unlucky not having a chance to come across such a leader in our service period otherwise some of us must have gain that spirit and learn the qualities that a leader should have in his activities to lead a cadre forward for its betterment. 
Before telling something about him let's have a overview about his life.
Although he joined Secretariat in 1989, he was able to be an active leader in Secretariat Association from 1994 to 2015.  It's a great achievement of a leader, if he gets elected continuously by the people. Today we all want execuse for not being able to attend any programs / meetings for the sake of our family or personal issues. But we should thank this great man - who had a family of 4 children (3 daughters  & 1 son) along with his wife and parents. As per the information, he never neglected his family but also gave time to his village also. Different road projects  and development of the hospital in his village were due to his personal effort in Govt. level. 

Another major recognition comes from DAV school parents association. Sri Mahakud was the founder of this organisation not only for his two daughters studying in DAV but for all students of DAV schools statewide. Still today, that association gives a memoriam tribute to him in the beginning of their every meeting. And as a great part, today's President of this parents association has given a proposal for having a statue of Com Akhaya in OSSA premises and the whole expenditure will be borne by him. But it comes under decision of OSSA. As much I think, there shouldn't be any hesitation to have a statue to remember him as well as his contribution towards OSSA. (All of his contribution and life career will be published here in next post.)

Another point for discussion is that, where many members admit his contribution and appreciate his dareness as a true leader why not OSSA should organise such type of Smruti Sabha each year ? 

A number of front leaders of different organizations were invited to this occasion to share their feelings and it was found the same spirit of struggle to fight against Govt for the betterment of Govt. employees irrespective of their retirement and old age effect. So this is also a learning for us. 

Now come to present. We all are aware about us, our Association and our Govt. Every association is based on UNITY and a LEADER. But  these two words may be found in OXFORD dictionary but not in us. Someone in the meeting explained the term LEADER. 

L  = Lead by example and learning
Sri Mahakud was always learning from books and actually one leader should acquire sufficient knowledge in which field he is active and fight for.

E = Enthusiastic or eagerness
The great thing lies here. He had that eagerness to do something for his cadre irrespective of the hurdles in life.

A = Ambitious.
He was much more ambitious to fight for others, otherwise he would not lead different associations beyond Secretariat.

D = Determined.
This may be easy to say but really a difficult part and major part in one's leadership. Otherwise as like many of us, coming in a flow for two or three days for some issue and going to hibernation on the next days waiting for another suitable atmosphere.

E = Encourage others
They very vital strength of one leader is the support of employment behind him. Bcoz he is the the representative. But it's a responsibility to encourage others and inform them on progress in different issues. So that they will be anxious and hopeful for Result.

R = Result
He was a result oriented leader. His activities have lead to some better results in pay anamoly as well as Service Condition.

But it's the GOD who always disposes all proposals. And for this Sri Mahakud passed away in a road accident near Baramunda while returning from a BHOJI at Pipili. Not only his family but also a major part of service associations, villagers and especially Secretariat employees lost a great leader, friend and comrade.
With a hope for his family to have courage to live in the way as dreamt by Sri Mahakud and let God rest his  soul in peace and  gave him rebirth to fulfill his rest ambitions.

Thanks Sri Chittaranjan Hota Sir and others who helped in organising such a Sabha in respect of the great leader and thanks to them who shared their experience.

  1. The Appointments Committee of the Cabinet (ACC) has approved the appointment of Dr. P.K. Mishra, currently functioning as Additional Principal Secretary to Prime Minister, as Principal Secretary to Prime Minister with effect from 11th September, 2019. His appointment will be co-terminus with the term of the Prime Minister or until further orders, whichever is earlier.
  2. The Appointments Committee of the Cabinet (ACC) has approved the appointment of Shri P.K. Sinha, currently functioning as OSD in the Prime Minister's Office, as Principal Advisor to Prime Minister with effect from 11th September, 2019. His appointment will be coterminus with the term of the Prime Minister or until further orders, whichever is earlier.

Dr Pramod Kumar Mishra, has been appointed as Principal Secretary to the Prime Minister of India. He has taken over charge today.

Dr Mishra has varied work experience in the management of programmes relating to agriculture, disaster managementpower sector,infrastructure financing, and regulatory issues and has an outstanding career profile comprising research, publications, policy formulation and programme/project management. He has vast experience in policy making and administration and has handled major assignments such as Additional Pr. Secretary to the Prime Minister; Secretary, Agriculture and Cooperation,  Government of India; Chairman, State Electricity Regulatory Commission and in the area of Disaster management. As Secretary Agriculture & Cooperation, he was actively involved in path-breaking national initiatives such as the National Agriculture Development Programme (RKVY) and the National Food Security Mission (NFSM).  
As Additional Principal Secretary to the Prime Minister during 2014-19 Dr Mishra is credited with  introducing innovation and transformative changes in human resource management, particularly appointments to senior positions.
His international experience includes research and academic work for over four years at the Institute of Development Studies (UK), negotiation and execution of ADB and World Bank projects, member of the Governing Board of the International Crop Research Institute for Semi-Arid Tropics (ICRISAT) and participation as expert/resource person in several international conferences.
Recently, he was conferred with the United Nations SASAKAWA Award 2019, the most prestigious international award in disaster management. 
Dr Mishra has a Ph.D in Economics/Development Studies from the University of Sussex, M.A. in Development Economics at the University of Sussex as also M.A. in Economics with a first class at the Delhi School of Economics and  B.A. Hons. (Economics) with a first class and distinction in other subjects from G.M. College (Sambalpur University) in 1970. He was the only one to get a first class in Economics among all the universities of Odisha.

His publications include 
●        The Kutch Earthquake 2001: Recollection Lessons and Insights, National Institute of Disaster Management, New Delhi, India (2004).

●        Agricultural Risk, Insurance and Income: A Study of the Impact and Design of India’s Comprehensive Crop Insurance Scheme, Avebury, Aldershot, UK (1996).

●        Edited Development and Operation of Agricultural Insurance Schemes in Asia, Asian Productivity Organization, Tokyo, Japan (1999).

He has also contributed articles and reviews to many international journals.

OSSA : No reaction after many......


Though, OSSA House is not functioning in its right direction, it's premises is now also silent. Gates closed, Office room closed, premises full of grass and weeds.

Government plans to bring transformation in its current administration by the followings.
1. 5T Charter
2. Composite Departments
3. Mo Sarkar (Govt. at doorstep of public)

Whereas, employees are unhappy with this Govt for so many reasons.
1. Deprived of getting HRA as per 7CPC
2. Not getting 60% arrears of 7CPC
3. Centralisation of Administration by integration of Directorates with Administrative Departments

In this crucial moment the reputed Association OSSA is idle. For which the whole OSS cadre is going to suffer a lot.
The newly joined 1450 ASOs of three batches (2016 to 2019) are doubtful about their future. Although they have 5E i.e. Education, Energy, enthusiasm, encouragement, eagerness to do everything for the betterment of this Govt. as well as the Cadre, but they are not getting the platform and a registered banner.
Hence, all are waiting for ACHHE DIN kab ayega.

Signature campaign for conduction of OSSA Election 2019

As the term of Odisha Secretariat Service Association (OSSA) has been completed, all members want a fresh election very soon. It is to mention here that the last election was held on 29th July, 2017. 

But the present executives have neither conducted General Council Meeting to take its permission for extension of the term nor have taken any steps to conduct fresh election. Hence to have legitimate executives to carry out the day to day transaction of the Association, members of OSSA are going to request the Principal Secretary to Government, Home Department for directing the present executives of OSSA for conducting fresh election very soon. 

A signature campaign is going on and many departments have already completed the process. After collection of signature from all departments, it will be submitted to Principal Secretary to Government, Home Department by Saturday.
