Ekamra Kshetra Yojana

Under #EkamrakshetraYojana, a massive development project will be executed at Lingaraj Temple to offer a divine experience to devotees. It will be implemented on 66 acres of land which can accommodate more than 2 lakh devotees during special occasions like Maha Shivratri. #5T

The ambitious plan will include road widening & lightning work around the Temple which will facilitate crowd management in special occasions. Bindu Sagar and other historic ponds will be rejuvenated and special emphasis will be given on waste transportation and drainage system.

#Odisha Govt has made arrangements for rehabilitation of all street vendors and traders to be displaced during the project work. In addition, efforts will be made to place Lord's Mahashivratri, Asokashtami Rath Yatra and Sitala Sasthi in the national calendar of festivals. #5T

  • Sub: Consolidated instructions on Regularisation of Unauthorized Absence
The undersigned is directed to say that this Department has been receiving various reference from Ministries/Department regarding Regularisation of Unauthorized absence for long periods. The references are made basically because the Ministries or Departments do not follow the prescribed procedure for dealing with such unauthorized absence. 
Guidelines/instructions exist for handling such situation. 

2. As per Rule 25 of the CCS (Leave) Rules, 1972 

  • (i) Unless the authority competent to grant leave extends the leave, a Government servant who remains absent after the end of leave is entitled to no leave salary for the period of such absence and that periodshall be debited against leave account as though it were half pay leave, to the extent such leave is due, the period in excess of such leave due being treated as extraordinary leave.
  • (ii) Willful absence from duty after the expiry of leave renders a Government servant liable to disciplinary action. Government of India decisions also exists that a Government Servant who remains absent without any authority should be proceeded against immediately and this should not be put off till the absence exceeds the limit prescribed in Rule 32(2) (a) of the CCS (Leave) Rules, 1972.
  • 3. It is once again stressed that a Govt. servant who remains absent without any authority should be proceeded against immediately. Ministries/Departments are requested to ensure that in all cases of unauthorized absence by a Government Servant, he should be informed of the consequences of such absence and be directed to rejoin duty immediately within a specified date, say within three days, failing which he would be liable: for disciplinary action under CCS(CCA) Rules 1965. If the Government Servant does not join duty by the stipulated date the Disciplinary Authority should initiate disciplinary action against him and the disciplinary case should be conducted and concluded as quickly as possible.
  • 4. It is only due to apathy of the Disciplinary Authorities that the situation arises where long pending unauthorized absence leads to delay in other service matters of Government Servants, including promotions. To avoid such situations all Ministries Departments should advise Disciplinary Authorities to ensure that prompt action is taken against Government Servants who absent themselves with out permission and that Charge-Sheets are issued without delay.
  • 5. The consequences and procedure to be followed in respect of an officer who is absent from duty without any authority has been brought out under FR 17(1 ) and 17-A. As per FR 17-A(iii) without prejudice to the provisions of Rule 27 of the Central Civil Services (Pension) Rules, 1972, remaining absent without any authority or deserting the post, shall be deemed to cause an interruption or break in the service of the employee, unless otherwise decided by the competent authority for the purpose of leave travel concession, quasi-permanency and eligibility for appearing in deparment examinations, for which a minimum period of continuous service is required.
  • 6. Comptroller and Auditor General have issued orders that the period of absence not covered by grant of leave shall have to be treated as “dies non” for all purpose; viz., increment, leave and pension. Such absence without leave where it stands singly and not in continuation of any authorized leave of absence will constitute an interruption of service for the purpose of pension and unless the pension sanctioning authority exercise its powers under Article 421, Civil Service Regulations [now Rule 27 of the CCS (pension) Rules] to treat the period as leave without allowance, the entire past service will stand forfeited.
  • 7. It may be noted that regularization of unauthorized absence for pension purpose is to be considered under the CCS (Pension) Rules. Only in cases where the disciplinary authority is satisfied that the grounds adduced for unauthorized absence are justified, the leave of the kind applied for and due and admissible may be granted to him under the CCS (Leave) Rules.

It gives me great pleasure to greet all the people of India, living in the country and abroad, on the eve of the 74th Independence Day.  August 15 fills us with the excitement of unfurling the tricolour, taking part in celebrations and listening to patriotic songs. On this day, the youth of India should feel the special pride of being citizens of a free nation. We gratefully remember our freedom fighters and martyrs whose sacrifices have enabled us to live in an independent nation.

Clarification about an advertisement by a private agency

Ministry of Railways

Clarification about an advertisement by a private agency in a newspaper regarding alleged recruitment in eight categories of posts on Indian Railways.

Advertisement for any Railway recruitment is always done by Indian Railways ONLY. No private agency has been authorized to do the same.

The said issuance of said advertisement in question is illegal and tantamounts to fraud.

Railways to initiate strict against the agency.

It has come to notice of Ministry of Railways that one organization by name of “Avestran Infotech” having  website address www.avestran.in has given an advertisement in a prominent  news paper  on 8th  August 2020 calling for applications against a total number of 5285 number of post in eight categories on outsourcing basis on Indian Railways on 11 years contract. The applicants have been asked to deposit Rs.750/-as online fee and last date for receipt of applications has been mentioned as 10th  Sept.2020.

It may be informed to all that Advertisement for any Railway recruitment is always done by Indian Railways ONLY. No private agency has been authorized to do the same. The said issuance of said advertisement in question is illegal.

 In this connection, it is also clarified that the recruitment  of various categories of Group ‘C’ and erstwhile Group ‘D’ posts on Indian Railways is presently catered to by 21 Railway Recruitment Boards (RRBs) and 16 Railway Recruitment Cell (RRC) only and not by any other agency. Vacancies on Indian Railways are filled up by giving wide publicity through Centralized Employment Notifications (CENs). Railways 

On-line applications are called for from eligible candidates all over the country. CEN is published through Employment News/Rozgar Samachar and an indicative notice is given in National Daily and Local Newspapers. The CEN is also displayed on the official websites of RRBs/RRCs. The website address of all RRBs/RRCs is mentioned in the CEN. 

 It is further clarified that the Railways have not authorized any private agency as yet to do the recruitment of staff on its behalf as  alleged by the above named agency.

Railways has initiated it's investigation and is going on to take strictest action as per law against the above agency/persons involved in above matter.

Shri G C Murmu Takes over as C&AG of India

Shri Girish Chandra Murmu assumed office as the Comptroller and Auditor General of India here today. He belongs to Indian Administrative Service of Gujrat cadre (1985 batch). Shri Murmu succeeds Shri Rajiv Mehrishi, who demitted office on Friday. Prior to this, Shri Murmu was the first Lieutenant Governor of Union Territory of Jammu & Kashmir.

Honorable President Shri Ram Nath Kovind administered the oath of office and secrecy to Shri Murmu at a function in the Rashtrapati Bhavan this morning. Vice President Shri M. Venkaiah Naidu, Prime Minister Shri Narendra Modi, Finance Minister Smt Nirmala Sitharaman, outgoing CAG Shri Rajiv Mehrishi, were among the dignitaries present at the occasion.

After the oath ceremony, Shri Murmu came to the CAG office, where he was welcomed by the senior officers of the Indian Audit and Accounts Department. He then offered floral tributes at the statues of Mahatma Gandhi and B R Ambedkar at the CAG office.

Before moving to J&K, Shri Murmu served as Joint Secretary in the Department of Expenditure, Additional Secretary in the Department of Financial Services and Department of Revenue and then Special Secretary before serving as full-fledged Secretary of the Department of Expenditure. Before his tenure in Delhi, Shri Murmu has served on important assignments in the State Government of Gujrat. He has wide experience in administrative, economic and infrastructure fields.
