Cabinet Secretary reviews COVID-19 status with Chief Secretaries of States; important decisions taken to check the disease

A high level meeting was held today morning with Chief Secretaries of all the States by the Cabinet Secretary and the Principal Secretary to the Prime Minister. All the Chief Secretaries informed that there is overwhelming and spontaneous response to the call for Janta Curfew given by the Hon’ble Prime Minister. 
In view of the need to contain the spread of COVID 19, it was agreed that there is urgent need to extend the restrictions on the movement of non-essential passenger transport including inter-state transport buses till 31st March 2020. 
Following detailed discussions, the State Governments were advised to issue appropriate orders to allow only essential services to operate in the 75 districts which have reported confirmed cases or casualties relating to COVID 19.  The State Governments may expand the list depending on their assessment of the situation.  It was noted that several State Governments have already issued orders in this regard.
Decisions:
The following important decisions were taken:
All train services suspended till 31st March 2020 including sub-urban rail services.  However, goods trains are exempted.
All metro rail services suspended till 31st March 2020.  State Governments to issue orders allowing only essential services to operate in about 75 districts with confirmed COVID 19 cases. 
Inter State passenger transport also to be suspended till 31st March 2020.

As a precautionary measure against #COVID19, BMC has issued an order that visitors shall not be allowed in all religious institutions in #Bhubaneswar from 20.3.2020 to 1.4.2020. However, the essential rituals practiced should continue un-interrupted during this time.

As a precautionary measure against #COVID19, to restrict the no. of vehicles on road, an order has been issued for public transport like bus/taxis/auto-rickshaws having odd registration no. shall ply on the odd-numbered day & even registration no. will ply on even-numbered day.

Nine appeals by Prime Minister: COVID-19

In his address to the nation on Thursday in connection with the spreading coronavirus outbreak, Prime Minister Narendra Modi listed out nine calls to action to be taken up by citizens during the upcoming Navratri festival.
1. Every Indian should be vigilant. Avoid stepping out of your homes until it is absolutely essential.
2. Those over the age of 60 should remain inside their homes only.
3. Dutifully observe 'Janata' curfew on Sunday, March 22, from 7am to 9pm.
4. At 5pm on March 22, the day of the 'Janata' curfew, from your homes, express gratitude to those working round the clock to keep India healthy (such as doctors, nurses, paramedics, municipal staff, armed forces, airport staff)
5. Avoid going to hospitals for routine check-ups. If there are surgeries that can be postponed, kindly do so.
6. Formation of COVID-19 Economic Response Task Force under the leadership of the Finance Minister to comprehensively look at ways to boost the economy.7. Do not cut the wages of those working in your homes, support staff and drivers and gardeners.
8. Do not indulge in panic buying. India has enough food and ration supplies.
9. Stay away from rumours

  • No scheduled  international  commercial  passenger  aircraft  shall  be allowed to land in India from March 22, 2020 for one week.
  • State Governments shall issue appropriate directions so that all citizens above    65 (other than for    medical    assistance)   except    for    public representatives/govt. servants/medical professionals are advised to remain at home.
  • Similarly, all children below 10 should be advised to stay at home and not to venture out.
  • Railways and civil aviation shall suspend all concessional travel except for students, patients and divyang category.
  • States are being requested to enforce work for home for pvt. Sector employees except those working in emergency/essential services.
  • To reduce crowding all Group B and C Central govt. employees will be asked to attend   offices   on   alternate   week   and   staggered   timings  for   all employees.
