A Hand Book for OSS Officers

Government has decided to bring out A Hand Book for OSS Officers to equip the OSS Officers with sufficient exposure to various aspects of rules, regulations, protocol, procedure and processes being followed while discharging various functions across different Departments of Secretariat. Preliminary works has already been started.
The Principal, Odisha Secretariat Training Institute invites comments and suggestions from OSS Officers for making the publication qualitative and useful.

ABOUT THE SONG: 

Bande Utkala Janani is an Odia patriotic poem written by Kantakabi Laxmikanta Mohapatra. When Odisha became a state on 1 April 1936, this poem was made the state song of Odisha.

This song was first sung at the Utkal Sammilani's Conference at Balasore in 1912, This song was used as a weapon by the Utkal Sammilani to emancipate Odisha. In a meeting at Bhadrak, where the poet Kantakabi was felicitated, the then young leader of Odisha Harekrushna Mahtab admitted that the poet Laxmikanta's patriotic songs have inspired him a lot. 

It was made compulsory at the end of any Odisha Legislative Assembly Session and in the beginning of school prayer in State Govt. schools in Odisha during the 1990s.

Appointment of ASOs based on Hon'ble High Court Order

In obedience to the Order of Hon'ble High Court in WP(C) No.8516 of 2015 and WP(C) No. 22586 of 2019, Government in Home Department has issued appointment order for three candidates to join as ASO in various Departments against vacancy for the year 2011.

N.B. OPSC have submitted a revised list of 811 candidates to Home Department vide letter no.7326 Dt.01.10.2018. In this list, name of three candidates have been deleted to appoint new three ASOs.

In this regard, Sri Deepak Nayak (Sl. 184) has been appointed and posted as ASO in GA&PG Department vide ORDER No.22844 Dt.10.06.2019.

At the same time, disengagement order was issued to Sudhir Ranjan Sahoo, Manoj Kumar Khatoi and Dinabandhu Munda.

Hiring buses allowed to ferry passengers from railway station

Centre allows hiring of special buses by States/UTs to ferry passengers arriving at railway stations, in view of restrictions of public/private transport during Lockdown 3.0

CBSE failed students (Class 9 & 11) can appear test again

CBSE provides an opportunity to all the failed students of class 9th and 11th to appear in a school-based test again
This one-time opportunity is being extended only in current year in view of COVID-19 and will not be extended in future.

Indian Railways will start issuing waiting list tickets but no RAC

Indian Railways will start issuing limited waiting lists tickets for different classes for Special Trains being introduced from 12.05.2020

There shall be No RAC in these special trains

The changes shall be made applicable for the trains starting date 22nd May, 2020 i.e. booking for which shall commence from 15th May, 2020

Indian Railways has decided that there shall be no RAC (Reservation against cancellation) in special trains restored wef. 12.05.2020. Also, it has been decided that waiting list tickets shall be issued subject to maximum limits mentioned below:
Indian Railways has taken some other decisions with respect to Special Trains restored w.e.f. 12.05.2020 which are as under:
  • Other rules concerning waiting list shall be applicable.
  • No Tatkal/Premium Tatkal Quotas shall be defined.
  • Senior Citizen Quota, Ladies Quota and Quota for Divyangjans (HP) shall be defined as per extant instructions.
  • The refund rules i.e. cancellation upto 24 hours with refund of 50% of fare and NIL refund within 24 hours of train departure shall be discontinued and extant refund rules i.e.Railways Cancellation and Refund rule 2015 shall be made applicable.
  • The above changes shall be made applicable for the trains starting on 22nd May, 2020 i.e. booking for which shall commence from 15th May, 2020.

SOP for movement of persons by train


Information for passengers of special trains to be run w.e.f.12.05.20

Ministry of Railways

Passenger services on Indian Railways shall be partially restored w.e.f. from 12th May 2020 in a graded manner

Fifteen pair of special trains (thirty trains) shall be operated

These services shall be in addition to the Shramik specials

Special trains which have been started presently, will have only Air conditioned classes i.e. First, Second & Third AC

Only online E-Ticketing will be done through IRCTC website

Maximum Advance Reservation Period (ARP) will be of maximum 7 days

Passengers are encouraged to carry their own food and drinking water

The passengers shall reach the station at-least 90 minutes in advance to facilitate thermal screening at the station

No Linen, blankets and curtains shall be provided inside the train. Passengers are advised to carry their own linen

For movement of the passenger(s) as well as the driver of the vehicle transporting the passenger(s) to and fro the Railway Station shall be allowed on the basis of the confirmed e-ticket

Gradual Resumption of Select Passenger Services by Indian Railways

Indian Railways plans to gradually restart passenger train operations from 12th May, 2020, initially with 15 pairs of trains (30 return journeys). These trains will be run as special trains from New Delhi Station connecting Dibrugarh, Agartala, Howrah, Patna, Bilaspur, Ranchi, Bhubaneswar, Secunderabad, Bengaluru, Chennai, Thiruvananthapuram, Madgaon, Mumbai Central, Ahmedabad and Jammu Tawi. 
Thereafter, Indian Railways shall start more special services on new routes, based on the available coaches after reserving 20,000 coaches for COVID-19 care centres and adequate number of coaches being reserved to enable operation of up to 300 trains everyday as “Shramik Special” for stranded migrants. 
Booking for reservation in these trains will start at 4 pm on 11th May and will be available only on the IRCTC website (https://www.irctc.co.in/). Ticket booking counters at the railway stations shall remain closed and no counter  tickets (including platform tickets) shall be issued. Only passengers with valid confirmed tickets will be allowed to enter the railway stations.  It will be mandatory for the passengers to wear face cover and undergo screening at departure and only asymptomatic passengers will be allowed to board the train. Further details including train schedule will be issued separately in due course.
