Notification on commencement of "Department of Mission Shakti"

Notification has been issued by Department of Woman & Child Development Department regarding commencement of newly created "Department of MIssion Shakti". (CLICK HERE)

1. Formation of the new "Department of Mission Shakti" has been approved by the Hon'ble Chief Minister.

2. Rules of Business have been amended by the GA & PG Department vide Notification No-7851 dated-09.03.2021.

3. As per the decision of the state Government, the newly created Department i.e. the "Department of Mission Shakti" will start functioning w.e.f. date of issue of this Notification and henceforth the parent Department i.e. Department of Women & Child Development and Mission Shakti will be renamed as Department of Women & Child Development.

4.The new Department will function in the Lokaseva Bhawan, Bhubaneswar with functioning of its different branches at their respective existing places in Mission Shakti Bhawan, Pokhariput and OLM Buildings, SIRD Campus.

5.Administrative control and management over "Mission Shakti Bhawan", Pokhariput will vest with the new Department of Mission Shakti from the date of this Notification.

6. All other infrastructure and assets under the disposal of Directorate of Mission Shakti, OLM and NULM related to SHG activities in the State, District, Block, GP and Village level shall be under the administrative control and management of the new Department of Mission Shakti from date of this Notification.

7. The new Department will deal with the following subjects:

    7.1 Mission Shakti

    7.2 Odisha Livelihoods Mission (OLM) for the Deendayal        Antyodaya Yojana (DAY), National Rural Livelihoods         Mission (NRLM)

    7.3 National Rural Economic Transformation Project (NRETP)

    7.4 Self Help Groups (SHG activities under NULM dealt by SUDA)

8. From the date of issue of this notification, the above mentioned subjects of the new Department will not be dealt in the Department of W & CD, P.R. & D.W. Department and H & U.D Department

9. Smt. Tukuni Sahu, Hon'ble Minister of Department of W & CD has been allocated the Business of the new Department as notified by P.A. Department vide Notification No. 1816/PAD, dated 10.03.2021.

10.Smt. Sujata R. Karthikeyan, IAS, (R.R 2000) Commissioner-cum-Director, Mission Shakti has been appointed as Commissioner-cum-Secretary to Govt., Department of Mission Shakti vide G.A. & P.G. Department Notification No. 13188/AIS,dated 06.05.2021.

11.Additional manpower for functioning of the new Department has been created by the Government vide Department of W & CD and MS Office order No-7570 dated-05.05.2021 & Order No 8457 dated 24.05.2021.

12.The employees/staff of W & CD and MS Department, P.R. & D.W. Department presently looking after SHG related activities (government, contractual & Outsourced) shall be placed by the parent Departments with the new Department. The new Department will function with the staff provisioning made in the approved proposal.

13. Since the new Department will have its own budget head from the next financial year i.e. FY 2022-23, all budgetary matters pertaining to the new Department for the current financial year shall be met out of the approved budget of the respective Departments i.e. Department of W & CD, P.R. & D.W. Department and H & U.D Department. Salary, remuneration and other emoluments presently drawn and disbursed by the parent Departments with respect to the employee/staff, who will work in the new Department, shall be drawn and disbursed by their parent Departments as usual for the current FY 2021-22.
