Here is the opportunity to share the present status of Odisha Secretariat Service as on today. Since the introduction of post namely Assistant Section Officer in OSS Cadre on 30.09.2008 (Download Notification) by merger of Junior Assistant and Senior Assistant, its now a cadre of choice for all candidates preparing for different competitive examinations.
Basically, when OPSC started recruitment process in 2012 for 811 posts of ASO and Government in Home Department issued appointment order on 05.10.2016, it was a historic event in Secretariat. After about 20 years, these new employees joined this cadre with lots of enthusiasm. Its also a good news that within a period of 4 years, two another batches of ASOs (139 in Special Drive-2015 and 500 in RY-2018) joined Odisha Secretariat Service.
For all of these achievements, the credit goes to cumulative effort of higher authorities of Home Department as well as the then office bearers of Odisha Secretariat Service Association (OSSA). Now the office procedures are somehow well balanced because of active involvement of newly joined ASOs along with experience used by Senior Officers i.e. Section Officer to Additional Secretaries.
But after 2024, there will be another situation in this Cadre, where most of well experienced officers would have got retired and whole responsibilities will be upon these new mass of nearly 1300 ASOs. Although retirement and promotion are parts of a Government Service, still then recruitment in each year is a necessity to maintain the gap (Both age & experience) between two batches. As per amendment, Government has decided to recruit ASOs based on vacancy but not in every year.
Today most of the citizens are well updated with information because of 5T in administration. Use of technology has led us the whole world in our Mobile/Computer. Each and every news are available in website and twitter handle of respective Offices/Departments. So there is a huge transformation in last decades.
Personally when I joined Secretariat, I had not a single contact who can meet my queries. There was not a social platform from which I can get information about the job for which I have filled up application. There was no previous year question to follow the pattern. In competitive life, no one was aware of even such a post in Government. So no one was preparing for this post. But now a days students get notified each and every letter issued by Government within the same day. Even they are tracking from the requisition letter upto appointment order. So after joining this job, I am trying my best to include me in this revolution. Although I can't cover up all fields, but particularly I want to put important and necessary information regarding this OSS Cadre for information of existing OSS Officers in Secretariat as well as those who dreams to be a part of this establishment in future.
