ଓଡ଼ିଶା ଲୋକସେବା ଆୟୋଗ (ଓପିଏସ୍‌ସି) ଦ୍ବାରା ଅନୁଷ୍ଠିତ ଆସିଷ୍ଟାଣ୍ଟ ସେକ୍ସନ୍‌ ଅଫିସର୍‌ (ଏଏସ୍‌ଓ) ନିଯୁକ୍ତି ପରୀକ୍ଷା ବିବାଦକୁ ନେଇ ପୁଣି ଏକ ମାମଲା ହାଇକୋର୍ଟରେ ଦାୟର ହୋଇଛି। ଓପିଏସ୍‌ସି ପକ୍ଷରୁ ପ୍ରକାଶିତ ମେଧା ତାଲିକାକୁ ରଦ୍ଦ କରି ହାଇକୋର୍ଟର ଜଣିକିଆ ବିଚାରପତିଙ୍କୁ ନେଇ ଗଠିତ ଖଣ୍ଡପୀଠ ୨୦୨୩, ମେ ୧୯ରେ ପ୍ରଦାନ କରିଥିବା ରାୟକୁ ଚା‌େଲଞ୍ଜ କରି ଦୁଇ ଜଣିଆ ଖଣ୍ଡପୀଠରେ ପୂର୍ବରୁ ମେଧା ତାଲିକାରେ ସ୍ଥାନ ପାଇଥିବା କେତେକ ପ୍ରାର୍ଥୀଙ୍କ ତରଫରୁ ଏହି ରିଟ୍ ଅପିଲ ଦାୟର ହୋଇଛି। 

ସୂଚନାଯୋଗ୍ୟ, ଗୋଟିଏ ମାମଲାର ରାୟ ପ୍ରକାଶ ପାଇବାର ଦୁଇମାସ ଭିତରେ ଓପିଏସସି ମାନ୍ୟବର ଅଦାଲତଙ୍କ ନିର୍ଦ୍ଦେଶ କାର୍ଯ୍ୟକାରୀ ହୋଇନଥୁବା ବେଳେ, ପୁଣି ଗୋଟିଏ ରିଟ୍ ଏବଂ ରିଭ୍ୟୁ ପିଟିସନର ଶୁଣାଣି ସରି ରାୟ ସଂରକ୍ଷିତ ରହିଛି। ଏବେ ପୁଣି ଏହି ରିଟ୍ ଅପିଲ ଦାୟର ପରେ ମାମଲାର ଚୁଡାନ୍ତ ନିଷ୍ପତ୍ତି ପାଇଁ ଆହୁରି କିଛି ଦିନ ଅପେକ୍ଷା କରିବାକୁ ପଡିବ।

Extract of Judgement :

63. Accordingly, the writ petition stands allowed. The merit/select (short listed) list published vide Notice dated 07.11.2022 by the OPSC for document verification and skill test under Annexure-5 is hereby quashed. Consequential, Press Notice dated 10.11.2022 and 22.11.2022 are also hereby quashed. It is further directed that the OPSC shall redraw the select /merit (short listed) list strictly in terms of the Rule-6(5) and Rule-6(6) as well as the schedule appended to the Rules, 2016 on the basis of the aggregate marks secured by the candidates. Accordingly, the candidates shall be called for verification of document and to participate in the skill test on the basis of redrawn merit/select (short listed) within a period of two months from today. Further it is directed that both the State Government as well as the OPSC shall ensure that the selection process continues strictly in terms of the Rules, 2016. There shall be no order as to cost.
