Reservation Issues in promotion of Section Officers
Section Officers of Secretariat are waiting for their promotion to the rank of Desk Offices. But the whole process is now under consideration because of reservation issue. Story behind the matter -
💥 After promotion of Desk Officers to the rank of Under Secretary, nearly 200 Desk Officer posts are lying vacant.
💥ST/SC Employees joined in 1982-83 & 1983-84 demands promotion against vacancy UR posts based on their merit.
💥But DPC approved promotion of UR employees joined after the aforesaid batch.💥UR employees made objection and met Principal Secretary, Home Department , Members of DPC and finally Hon'ble Minister, Home.
💥Hon'ble Minister ordered for review.
💥File was moved to Law Department for views.

💥Based on orders passed by Hon'ble Supreme Court & other courts, vacant posts of each category should be filled by employees of respective category.

Judgement of Supreme Court on Ayodhya

Extract of the judgement
2 Suit 5 is held to be maintainable at the behest of the first plaintiff who is represented by the third plaintiff. There shall be a decree in terms of prayer
clauses (A) and (B) of the suit, subject to the following directions:
(ii) Possession of the inner and outer courtyards shall be handed over to the Board of Trustees of the Trust or to the body so constituted. The Central Government will be at liberty to make suitable provisions in respect of the rest of the acquired land by handing it over to the Trust or body for management and development in terms of the scheme framed in accordance with the above directions; and
(iii) Possession of the disputed property shall continue to vest in the statutory receiver under the Central Government, untill in exercise of its jurisdiction under Section 6 of the Ayodhya Act of 1993, a notification is issued vesting the property in the trust or other body.
3 (i) Simultaneously, with the handing over of the disputed property to the Trust or body under clause 2 above, a suitable plot of land admeasuring 5 acres shall be handed over to the Sunni Central Waqf Board, the plaintiff in Suit 4.
(iii) The Sunni Central Waqf Board would be at liberty, on the allotment of the land to take all necessary steps for the construction of a mosque on the land so allotted together with other associated facilities;
(iv) Suit 4 shall stand decreed to this extent in terms of the above directions; and
(v) The directions for the allotment of land to the Sunni Central Waqf Board in Suit 4 are issued in pursuance of the powers vested in this Court under
Article 142 of the Constitution.
4 In exercise of the powers vested in this Court under Article 142 of the Constitution, we direct that in the scheme to be framed by the Central Government, appropriate representation may be given in the Trust or body, to the Nirmohi Akhara in such manner as the Central Government deems fit.
5 The right of the plaintiff in Suit 1 to worship at the disputed property is affirmed subject to any restrictions imposed by the relevant authorities withrespect to the maintenance of peace and order and the performance of orderly worship.

Q. Reliefs and directions
805. We accordingly order and direct as follows:
1 (i) Suit 3 instituted by Nirmohi Akhara is held to be barred by limitation and shall accordingly stand dismissed;
(ii) Suit 4 instituted by the Sunni Central Waqf Board and other plaintiffs is held to be within limitation. The judgment of the High Court holding Suit 4 to be barred by limitation is reversed; and
(iii) Suit 5 is held to be within limitation.
805. We accordingly order and direct as follows:
1 (i) Suit 3 instituted by Nirmohi Akhara is held to be barred by limitation and shall accordingly stand dismissed;
(ii) Suit 4 instituted by the Sunni Central Waqf Board and other plaintiffs is held to be within limitation. The judgment of the High Court holding Suit 4 to be barred by limitation is reversed; and
(iii) Suit 5 is held to be within limitation.

(i) The Central Government shall, within a period of three months from the date of this judgment, formulate a scheme pursuant to the powers vested
in it under Sections 6 and 7 of the Acquisition of Certain Area at Ayodhya Act 1993. The scheme shall envisage the setting up of a trust with a Board
of Trustees or any other appropriate body under Section 6. The scheme to be framed by the Central Government shall make necessary provisions in
regard to the functioning of the trust or body including on matters relating to the management of the trust, the powers of the trustees including the
construction of a temple and all necessary, incidental and supplemental matters;
in it under Sections 6 and 7 of the Acquisition of Certain Area at Ayodhya Act 1993. The scheme shall envisage the setting up of a trust with a Board
of Trustees or any other appropriate body under Section 6. The scheme to be framed by the Central Government shall make necessary provisions in
regard to the functioning of the trust or body including on matters relating to the management of the trust, the powers of the trustees including the
construction of a temple and all necessary, incidental and supplemental matters;

ଅତୀତ -
ମନେପଡେ ଯେତେବେଳେ ସରକାରଙ୍କ ସାଙ୍ଗରେ ଆଲୋଚନା ପାଇଁ ଅନୁରୋଧ ପଡୁଥିଲା ଏବଂ ସମୟ ମଧ୍ୟ ମାଗିବାକୁ ପଡୁଥିଲା । ସେତେବେଳେ କାରଣ ଥିଲା, ଭବିଷ୍ୟତରେ ନିଜ କ୍ୟାଡ଼ର ପାଇଁ କିଛି ଦାବି ରଖିବା ତଦ୍ ସହିତ କର୍ମଚାରୀ ବିରୋଧୀ ସରକାରୀ ନିଷ୍ପତ୍ତି ର ପ୍ରତିବାଦ କରିବା । କୌଣସି ସୂତ୍ରରୁ ଖବର ପାଇଲେ କର୍ମଚାରୀ ମାନେ ଏକାଠି ହୋଇ ଯାଉଥିଲେ।
ବର୍ତ୍ତମାନ -
ଆଜି ସରକାର ନ' ତାଲା - ସଚିବାଳୟ ମିଶ୍ରଣ ପାଇଁ ରିଜୋଲ୍ୟୁସନ କାଢ଼ିଲେ । ଆମେ ଚୁପ ରହିଲେ ।କାଲି ସୁଧା ସରକାରୀ କର୍ମଚାରୀଙ୍କ ଚାକିରୀ ସର୍ତ୍ତାବଳୀ ରେ ପରିବର୍ତନ ପାଇଁ ସବୁ ଆସୋସିଏସନ ମାନଙ୍କୁ ମତାମତ ଦେବା ପାଇଁ ସରକାର(ସାଧାରଣ ପ୍ରଶାସନ ବିଭାଗ) ତରଫରୁ ପତ୍ର ଲେଖାଯାଇଛି । ଆଜି ଶେଷ ତାରିଖ । ହେଲେ ଟିକିଏ ବି କେହି ତତ୍ପର ହେଲା ପରି ଲାଗୁନାହାନ୍ତି । ଏକ ପ୍ରକାର ଗୋଷ୍ଠୀବାଦ ସୃଷ୍ଟି ହୋଇସାରିଛି। ଯଥା: ସାଧାରଣ ବର୍ଗ- ସଂରକ୍ଷିତ ବର୍ଗ ଏବଂ ସିନିୟର-ଜୁନିୟର। ଯେତେବେଳେ ଯେଉଁ ପକ୍ଷର କିଛି ଅସୁବିଧା ହୁଏ, କେବଳ ସେହି ଗୋଷ୍ଠୀ ର କିଛି ସଦସ୍ୟ ସ୍ଵରାଷ୍ଟ୍ର ବିଭାଗ ବାରଣ୍ଡା ରେ ପଇଁତରା ମାରିବାର ଦେଖାଯାଏ । ସେହିପରି warrant of precedence ର ସଂଶୋଧନ ନିମନ୍ତେ ସ୍ଵରାଷ୍ଟ୍ର ବିଭାଗ ମତାମତ ଆହ୍ଵାନ କରିଥିଲେ ମଧ୍ୟ ସବୁ ବିଭାଗ ତରଫରୁ ସେତେଟା ତତ୍ପରତା ପରିଲକ୍ଷିତ ହେଉନାହିଁ ।
ଭବିଷ୍ୟତ-
ଯେହେତୁ ଖୁବ ଶୀଘ୍ର ସବୁ ବିଭାଗର ମୁଖ୍ୟ ବିଭାଗୀୟ କାର୍ଯ୍ୟାଳୟ ସହିତ ମିଶ୍ରଣ ପ୍ରକ୍ରିୟା ସଂପନ୍ନ ହେବାକୁ ଯାଉଛି, ତେଣୁ ଉଭୟ ନ'ତାଲା ଓ ସଚିବାଳୟ କର୍ମଚାରୀ ସମାନ ପଦ ମର୍ଯ୍ୟଦାର ଅଧିକାରୀ ହେବେ । ଉଭୟଙ୍କ କ୍ୟାଡ଼ର ସ୍ଵାଧୀନ ଭାବେ ଚାଲିଲେ ମଧ୍ୟ ଭବିଷ୍ୟତରେ କର୍ମଚାରୀ ସଂଗଠନ ଗୋଟିଏ ହୋଇପାରେ । ତା ପରବର୍ତ୍ତୀ ଅବସ୍ଥା କେବଳ ଆମ୍ଭେମାନେ ହିଁ ଭୋଗ କରିବା ।
ଭବିଷ୍ୟତ-
ଯେହେତୁ ଖୁବ ଶୀଘ୍ର ସବୁ ବିଭାଗର ମୁଖ୍ୟ ବିଭାଗୀୟ କାର୍ଯ୍ୟାଳୟ ସହିତ ମିଶ୍ରଣ ପ୍ରକ୍ରିୟା ସଂପନ୍ନ ହେବାକୁ ଯାଉଛି, ତେଣୁ ଉଭୟ ନ'ତାଲା ଓ ସଚିବାଳୟ କର୍ମଚାରୀ ସମାନ ପଦ ମର୍ଯ୍ୟଦାର ଅଧିକାରୀ ହେବେ । ଉଭୟଙ୍କ କ୍ୟାଡ଼ର ସ୍ଵାଧୀନ ଭାବେ ଚାଲିଲେ ମଧ୍ୟ ଭବିଷ୍ୟତରେ କର୍ମଚାରୀ ସଂଗଠନ ଗୋଟିଏ ହୋଇପାରେ । ତା ପରବର୍ତ୍ତୀ ଅବସ୍ଥା କେବଳ ଆମ୍ଭେମାନେ ହିଁ ଭୋଗ କରିବା ।

A Cup of Tea...

Enroute to Bhubaneswar this morning from my hometown Athgarh, I decided to stop by near a secluded shop near Mundali Bridge to simply watch the nature and live for that moment.
The Mahanadi river flew graciously with the fresh inputs of late October showers in the coastal districts. The cool breeze flowing in the valley; birds chirping around as if its their duty; fishermen busy with their boats in the middle of the river. The air with a hint of fog announcing the arrival of winter.
I smiled back at the shopkeeper and asked for a cup of tea. It was a small shop with few numbers of snacks n biscuits and in the varanda it had the setup for a tea stall. In these times of so called modern world, it was able to avert the force of change n must have been there for last 20 years with no major change in its aesthetics.
I took the cup of tea n went to the back of the shop to enjoy the view while sipping to the bland tea.
Three of young village chaps walked past me engrossed in their animatic conversation pushing each other making fun n laughing.
A small foot road passed right next to the shop to the bank of the river. I watched them keenly while seeping from my cup of tea. They had an air of invincibility, an air of no care for the world of routines or customs. They were so engrossed in their conversation that, they hardly noticed me.
At the Neem tree right next to the river bank, they all undressed to their briefs and jumped into the river making shrieking sounds. I thought of stopping for more and simply feel the cool breeze against my face for a few more minutes.
But, my tea glass was empty by now n the office hours ticking.
I looked at the fast swimming chaps, n got lost in my childhood nostalgia, and just smiled.
Time to get back to the life of routines, life of cycles.
