Cabinet approves Cadre Restructuring in OES & ODES

Pursuant to the decision of the Cabinet, the cadre of Odisha Engineering Service has been restructured by keeping the total cadre strength intact, abolishing the post of Deputy Executive Engineer (DEE), merging the post of Superintending Engineer, Level-II and Level-I has been merged and designating as Superintending Engineer in pay Level -14, creating one new post of Additional Chief Engineer in pay level — 16 in between SE and CE, increasing the posts of AEE to be filled up by AE of Odisha Diploma Engineering Service from 33% to 40%. Further to bring in meritorious degree engineers to the Odisha Engineering service with utmost transparency and a strict time schedule under direct recruitment quota, it is decided to recruit through the score in Graduate Aptitude Test in Engineering (GATE).

The cadre of Odisha Diploma engineers Services has been restructured by way of reducing the residency period of regular Junior Engineers for promotion to the rank of Assistant Engineer from four (4) years to one (1) year, upgrading the posts of the Junior Engineer to the grade of Assistant Engineer from 50% to 60%, enhancing the promotional quota of Assistant Engineer (Diploma holder) to the rank of Assistant Executive Engineer from 33% to 40%. The total cadre strength will remain intact and the Water Resources Department will be declared as the Nodal Department for all the Engineering Department.

Recruitment of ASOs every year is not a mandatory : Cabinet

The Odisha Home Department contemplated to amend rule 4(a) (i) of OSS Recruitment Rules to dispense with the mandatory provision of holding recruitment every year and make necessary provision for State Government to hold the recruitment as per requirement time to time.
Odisha Cabinet headed by CM, Odisha approved the proposal for amendment in OSS (Method of Recruitment and Conditions if Service) Rules, 2016.

Regulation of Remuneration in case of Contract Appointment of Retired Central Government Employees:

Remuneration

6.1 A fixed monthly amount shall be admissible, arrived at by deducting the basic pension from the pay drawn at the time of retirement. The amount of remuneration so fixed shall remain unchanged for the term of the contract. There will be no annual increment / percentage increase during the contract period.

Example

An employee retired in the Pay Level 13 and the pay at the time of retirement was Rs. 1,55,900. Thus, the basic pension will be Rs. 77,950. If the employee is appointed on contract basis, including as Consultant, the remuneration shall be fixed at Rs.77,950 (1,55,900-77950).

6.2 The basic pension to be deducted from the last pay drawn shall be the pension as fixed at the time of retirement and as such, if the employee has availed of the commuted value of pension, the commuted portion of pension shall also be included in the portion of pension to be deducted. Thus, in the above example, if 40% of pension was commuted, the commuted portion shall be Rs. 31,180 (40% of 77,950) and the pension actually drawn shall be Rs. 46,770. However, the amount of pension to be deducted from the last salary shall be Rs 77,950.

6.3 No Increment and Dearness Allowance shall be allowed during the term of the contract.

Justice Rajesh Bindal to perform duties of office of Chief Justice of Common High Court for the Union Territory of Jammu & Kashmir and Union Territory of Ladakh

The President of India, in exercise of the power conferred by Article 223 of the Constitution of India,appointed Shri Justice Rajesh Bindal, senior-most Judge of Common High Court for the Union Territory of Jammu & Kashmir and Union Territory of Ladakh, to perform the duties of the office of Chief Justice of that High Court with effect from 09th December, 2020 consequent upon the retirement of Kumari Justice Gita Mittal, Chief Justice, Common High Court for the Union Territory of Jammu & Kashmir and Union Territory of Ladakh. A notification in this regard has been issued by Department of Justice today.

Shri Justice Rajesh Bindal, B.Com., LL.B., was born on April 16, 1961. He  was enrolled as an Advocate on September 14, 1985 and practiced in the Punjab and Haryana High Court and Central Administrative Tribunal, in Taxation, Constitutional, Civil and Service cases. His field of specialization was Taxation matters. He was appointed as Permanent Judge of the Punjab and Haryana High Court on March 22, 2006. He was transferred to Jammu and Kashmir High Court on 19.11.2018.

DPC meeting of OSS cadre officers in 3rd week of December

Steps are being taken to complete Department Promotion Committee (DPC) meeting of Odisha Secretariat Service (OSS) Cadre for the year 2021 by 3rd week December, 2020. 

A list of 3 (three) Joint Secretaries, 21 Deputy Secretaries, 116 Under Secretaries, 290 Desk Officers and 163  Section Officers has been prepared and sent to GA  PG Department for providing CCR & PARs from 2014-15 & 2018-19.

Similarly, S.P. (Co-ordination), Vigilance Directorate has been requested to furnish vigilance clearance for the aforesaid officers.

With the consideration of TRAI Recommendation on “Ensuring Adequate Numbering Resources for Fixed Line and Mobile Services” Department of Telecommunications has taken the decision of implementing the following:

  1. All Fixed to Mobile calls will be dialed with prefix ‘0’ from 15th January, 2021.
  2. There will be no change in dialing plan from fixed to fixed, mobile to fixed and mobile to mobile calls.
  3. Suitable announcementwill be made for the same. This announcement shall be played whenever a subscriber dials a fixed to mobile call without prefixing ‘0’.
  4.  All fixed line subscribers will be provided with ‘0’ dialing facility.
  5. A total of approximately 2539 million numbering series is expected to be generated from the above. This will free up sufficient numbering resources for future use.
  6. With the freeing up of sufficient numbering resources, more number ofconnections can be added in future which will be beneficial to the mobile customers at large.
  7. The above changes have been done in order to have minimum inconvenience to the subscribers and freeing up essential numbering resources.

OFFICE MEMORANDUM

Subject: Clarification regarding admissibility of Transport Allowance during Nation-wide Lockdown due to COVID-19 pandemic.

The undersigned is directed to refer to this Department’s O.M. No. 21/5/2017-E.ll(B) dated 07.07.2017 regarding grant of Transport Allowance to Central Government employees wherein conditions have been mentioned regarding admissibility of Transport Allowance.

2. Several references are being received in this Department seeking clarification regarding admissibility of Transport Allowance during nation-wide Lockdown from 23rd March to 20th April and further upto 20th May 2020 due to COVID-19 pandemic, as during this period various employees could not attend their offices.

3. The matter has been considered in this Department and the following is clarified:

i. Transport Allowance is granted to Central Government employees to compensate them for the cost incurred on account of commuting between residence and office. The Central Government employees, who could not attend office in a whole calendar month during Lockdown period, are not eligible to draw Transport Allowance for that month as these employees had not incurred any expenditure for commuting office.

ii. The Central Government employees, who could not attend office and worked from home in a whole calendar month, are not eligible to draw Transport Allowance for that month as these employees had not incurred any expenditure for commuting office.

iii. Physically disabled employees and pregnant women employees who were exempted to attend office and were directed to work from home during exempted period as per instructions issued by DOP&T are not eligible to draw Transport Allowance during exemption period as these employees have not incurred any expenditure for commuting office.

iv. The non-entitled officers/officials, who are temporarily provided with facility of official car for commuting between office and residences throughout the whole calendar month on account of non­ availability of public transport facility due to COVID-19 pandemic, are also not eligible to draw Transport Allowance.

4. This is issued with the approval of the Secretary (Expenditure).

Dial 112 for all type of emergency assistance

In a major revamp in emergency service delivery by Odisha Police, Honble CM has announced a unified number ‘112’ to better redress people's grievance. All the assistance numbers: 100, 101, 102, 104, 108, 181 & 1098 will be consolidated into a single number.


Notably, the pan-India service of the single emergency helpline number '112' was launched in the country in February last year.

Union Home Minister had launched the service of the single emergency helpline number '112' for immediate assistance services from police (100), fire (101), health (108) childline (1098) and women (1090).

The service, was initially launched in 16 states in the first phase. 

The single number for emergency services is similar to '911' in the United States.

Expected DA of 27℅ from January 2021

According to earlier Series the All India Consumer Price Index (AI CPI(IW)) for August 2020 was 338 points. 

Now, the Government has changed the base year for calculating the AI CPI(IW). According to the new Series, the AI CPI(IW) for September was 118.1 and for October it is 119.5 points. Real impact of this change on rate of IDA will be known only on 31-12-2020 when the Labour Bureau releases AICPI for November 2020.

Anyway, nobody will get any benefit as the DA/DR is frozen till June 2021. 

The Labour Bureau has Consumer Price Index for Industrial Workers (CPI-IW) for the month of October 2020 and the index increased by 1.4 points over the month. It has to be noted that the index is based on the new CPI-IW series with the base year 2016. The index rose marginally to 5.91 per cent in October from the 5.62 per cent in September and this is mainly due to higher prices of certain food items.

The index now stands at 119.5 for October 2020 and it was 118.1 for September 2020.

The Dearness Allowance for the Central Government Employees is calculated based on 12 months average CPI-IW index. For the Central public sector employees, the Dearness Allowance is calculated based on the average over the last three months.

Earlier, with CPI-IW index released with the base year 2001, the DA was calculated based on the formula

(Average of the All-India Consumer Price Index (Base year -2001 =100) for the last 12 months -261.4)/261.4) x 100

However, with the new index with 2016 as the base year, this is all set to change. DA will be calculated till August 2020 based on the old series and subsequent increments will be based on the new series.

The DA for the month of August 2020 remains at 26.4. So the new index maybe 26.4 plus the average CPI-IW (base 2016) over 12 months.
