Discretion power of Ministers to select Private Secretary / OSD

Sub: Selection and Appointment of Private Secretaries/Officers on Special Duty (O.S.D.) in the Office of the Ministers - reg. 

The undersigned is directed to convey the following guidelines regarding the selection and appointment of Private Secretaries/Officers on Special Duty (OSD) in the Office of the Ministers: 

1. Discretion in Selection :

The Ministers shall have discretion in the matter of selection of serving officers for appointment as Private Secretaries/Officers on Special Duty (OSD) in their Office, subject to the terms and conditions mentioned herein. Such appointments will be co-terminus with the office of the Ministers. 

2. Eligibility Criteria for Appointment 

i) Appointments to the post of Private Secretary to Ministers shall be made from among the Officers in the rank of Additional Secretary (Level 16, of ORSP Rules, 2017) or Joint Secretary (Level -14 of ORSP Rules, 2017). 

ii) Appointments to the post of Officer on Special Duty (O.S.D.) in the Office of the Ministers shall be made from among the Officers in the rank of Joint Secretary (Level-14 of ORSP Rules, 2017) or Deputy Secretary (Level-13, of ORSP Rules, 2017). 

Provided, the OSD must be at least one rank junior to the Private Secretary of the concerned Minister. 

iii) An Officer who has held the post of Private Secretary / O.S.D in the five years, immediately preceding the current appointment, will not be eligible. lt must be ensured that there is a minimum gap of five years between the previous service as Private Secretary/O.S.D. and the present appointment.

Happy Work Anniversary : Eight years service in OSS Cadre

Now it's completion of EIGHT years in service (2016-2024). So first of all, Congratulations to all OSS friends of RR-2011 batch on their 8th Work Anniversary. Within these eight years, lots of happenings are there. Many of us has left this service to join other jobs with high salary and better rank like OAS, OPS, OFS, ORS etc. Out of 811 ASOs recruited, 657 officers of RR-2011 are now working in different departments. Luckily, near about 99% of them (652) have been promoted to the rank of Section Officer during 2021.
In present scenario, 68 Desk Officers are now working against sanction strength 333 and they are going to be promoted to Under Secretary probably during the current month. Hence this batch has a great opportunity for 333 Section Officers of this batch for their promotion to the rank of Desk Officer in the beginning of 2025.

  • All Government Employees can avail (No condition)

One time relaxation for promotion of Desk Officers

As per Odisha Secretariat Service (Method of recruitment and conditions of service) Rules, 2016 the minimum period of continuous service both in post of Section Officer and Desk Officer should be six years for promotion to the rank of Under Secretary. Although there is good number of vacancies in the post of Under Secretary (i.e.104 posts), but only 68 Desk Officers are there in the cadre, hence proposal of Government for relaxation of residency period from six years to three years has been concurred by OPSC.

In the meantime Final gradation List of Desk Officers has been published. Hence, it is hoped that DPC meeting may be arranged this month for promotion of all existing Desk Officers to the rank of Under Secretary.

OSTI : 2nd Batch Induction Training of ASOs (RY-2021) starts today

The Second batch Induction Training of newly recruited ASOs (RY-2021)  starts today. This programme will continue for 12-15 weeks at the temporary campus of Odisha Secretariat Training Institute functioning at Toshali Bhawan.

It is for information that successful completion of this training  and passing of examination is mandatory for all Assistant Section Officers as per Odisha Secretariat Instruction.

1. The Pension Fund Regulatory and Development Authority (Exits and Withdrawals under the National Pension System) Regulations, 2015, as amended, allow subscribers to make partial withdrawals from their accumulated pension wealth in the National Pension System (NPS) for specific purposes. To ensure compliance with the regulations, the Authority hereby provides a master circular for facilitating such partial withdrawals.

One-Day Cricket Tournament organised by Cultural Association of Tourism Deptt.

A friendly cricket tournament was organised by Cultural Association of Tourism Department at Vikash Institute Ground today (22.09.2024) among four teams of Odisha Secretariat.

  • Team Kharavela : 2024 Batch
  • Team Lokseva : 2019 Batch
  • Team Sachivalaya : 2016 Batch
  • Team Paryatan : Tourism Department
Final match of this tournament could not be played due to rain. Hence 2024 batch and 2016 batch were declared as joint winners. The team of 2019 batch and tourism department ranked 3rd and 4th position respectively.

Tourism Department Cultural Association celebrates Tourism Day

The Cultural Association of Tourism Department have planned for various events during the upcoming Tourism Day to be observed on 27th September.

He was suffering from blood cancer (Acute Myeloid Leukemia) since last two years. May his soul rest in peace

32 ASOs (RY-2021) didn't join service; Appointment Order Cancelled

As per Home Department Order, 32 ASOs selected under Direct Recruited through OPSC for the year 2021 and appointed during February, 2024 did not join in their respective places of posting. Hence the appointment orders issued there of have been cancelled.

It is for information that advertisement was published for 796 posts whereas OPSC recommended 787 Candidates. After document verification, Home Department issued appointment order to 716 Candidates. Out of them 32 candidates didn't join service within stipulated period i.e. maximum six months from the date of appointment. Hence their appointment order has been cancelled in pursuance to GA&PG Department Office Memorandum No.26540 Dt.20.09.2019.

As per present status, 684 ASOs have joined out of them only one got expired and another one has tendered resignation from service.

Get Together of 7th Batch ASO Trainees (RY-2011)

19.09.2024:  It was a great moment for the 7th Batch ASO Trainees of RY-2011 who have joined Odisha Secretariat Service in October 2016 and have undergone Induction Training at Odisha Secretariat Training Institute (OSTI) during 01.06.2018 to 30.08.2018. Such type of get together was arranged to make the days refreshed and build healthy relationship in Secretariat. In this batch, 93 ASOs have successfully completed the training program.
