SOP for registration of Odia stranded outside before Sarpanch
1. Every GP and ULB will have a registration facility to facilitate return of the people intending to return to the State after the lockdown. The family members, relatives of such people will register with the facility. The person intending to return may also register directly with the concerned GP/ ULB. The GP/ ULB may also register the names of such people suo motu on getting information from appropriate sources.
2. GPs/ ULBs may utilize web based solution to facilitate registration process. Panchayati Raj & DW Department may develop web application at the earliest and roll out the same both for rural and urban areas. Appropriate formats for rural and urban areas may be developed to enable pieOple to register properly.
3. PR&DW Depatment will identify a nodal officer fgr each GP. to be called as Gram Panchayat Nodal Officer (GPNO) who will facilitate registration. Similarly, H&UD Depaftment will identiflT a nodal officer for one or a cluster of wards to be known as Ward Nodal Officer (WNO). The website may contain the name and telephonic contact number of such officers for prospective applicants to contact for smooth and hassle-free registration.
4. Every quarantine person shall be stamped with date in indelible ink.
Panchayati Raj & DW Department will requisition required quantity of indelible
ink from Mysore facility for both the Departments.
5. Panchayati Raj & DW Dept. will issue detailed guidelines and directions to the Sarpanches to make necessary arrangements for quarantine facility including accommodation, food, water, bathing facility, sanitation and treatment.
6. Similar instruction shall be issued by the Housing & UD Depaftment for making
arrangements in institutional quarantine facilities.
7. Where persons are allowed home quarantine, proper sticker must be affixed
on the front of the house. Such person(s)must be closely monitored to ensure that they abide by and adhere to quarantine guidelines of Health & Family
Welfare Department.
8. H&UD Department may make arrangement in coordination with hotels for quarantine of people on payment by the persons who wish to availa such facility. The expenditure on such paid quarantine facility shall be borne by the person concerned who shall abide by rules, regulations and terms & conditions, if any, of the paid quarantine facility.
9. PR&DW Depaftment and H&UD Department may make detailed arrangement for proper monitoring of the quarantined persons.
10. The expenditure on provision of temporary accommod'ation, food, drinking water, sanitation and medical care, etc. for the people in quarantine camps (other than home quarantine) shall be met out of State Disaster Response
Fund (SDRF). Permanent nature of constructions may not be booked to SDRF.
11. Upon successful completion of quarantine period in the intuitional quarantinefacility, Government in respective Departments may make all arrangements for
payment of incentive for which detailed guidelines may be issued in
consultation with and concurrence of Finance Department, if required.

Roster Duty of employees in different departments during lockdown
Govt. in GA&PG Department vide their letter no.10460 dt.17.04.2020 classified 11 departments as Critical and rest departments as Partially Critical. As per the said order, staff to attend on roster basis with 50% in Critical Deptts. and 33% in partially critical departments.

No proposal for reduction of pension, says Government

It has come to the notice of the Department of Pension & Pensioners' Welfare of the Union Ministry of Personnel, Public Grievances and Pension that in the wake of the current pandemic, Covid-19 and the ensuing economic scenario, many rumours are afloat that the Government is contemplating a reduction/stoppage of Pension which has become a source of worry for the Pensioners.
As clarified earlier, it is being reiterated that there is no such proposal for reduction of pension and no action is contemplated by the Government in this respect. Instead, the Government is committed for the welfare and well being of the pensioners.

Corona Crisis: Central Govt to cut 1 day’s salary of employees, may freeze DA hike for time being
The pay deducted from the salary of employees will be contributed to the Prime Minister's Citizen Assistance and Relief in Emergency Situations Fund (PM CARES Fund).
After the ministers contribute part of their salary to lend a helping hand in the fight against the highly contagious Novel Coronavirus COVID-19, the Central Government has decided to cut one day’s pay from the salary of April 2020, which is payable in May. The pay deducted from the salary of employees will be contributed to the Prime Minister’s Citizen Assistance and Relief in Emergency Situations Fund (PM CARES Fund).
In a Circular to the Department of Revenue, the government said that it has decided to appeal to the officers and staff of the Department to contribute their one day’s salary every month till March 2021 to the PM CARES Fund.
However, the Circular also said, “Any officer or staff having objection to it may intimate Drawing & Disbursing Officer, Department of Revenue in writing mentioning his/her employee code latest by 20.04.2020.”
The employees of other departments, except those involved actively in the fight against COVID-19, may also have to contribute one day’s pay from their monthly salary to the Fund.
Apart from one day’s salary, Central Government employees and pensioners may also have to sacrifice the latest hike in Dearness Allowance (DA) and Dearness Relief (DR) respectively for the time being.
Sources privy to the Department of Personnel and Training said in condition of anonymity that the Centre is mulling to postpone the DA and DR hikes, so that the government may curtail expenditure and focus on accumulating resources to win the fight against COVID-19.
The Union Cabinet on March 13, 2020 approved the increase in the Dearness Allowance for Central Government Employees by 4 per cent in accordance with the accepted formula based on the 7th Pay Commission recommendations. Along with the DA, a decision was taken to increase the DR for pensioners also by 4 per cent.
The Central Government employees and pensioners were scheduled to receive the hiked DA and DR from January 1, 2020.
With the economic activities coming to almost standstill due to nationwide lockdown to contain the spread of COVID-19, the government needs huge funds, not only to fight the highly infectious disease, but also to feed crores of people starving due to loss of their work to earn daily wages.
Moreover, prolonged support may be needed, as there are chances that the lockdown would translate into a vicious sequence of stalled production, manufacturing and construction, delays in loan repayments and debt servicing to banks and an overall slump in demand due to uncertainties in employment and salary cuts.
