Sad demise of two ex-OSS officers
We extend our condolences for the loss of following two ex-officers of OSS Cadre.
20.09.2023 : Sad to inform all that Sri Prasant Kumar Acharya, retired as Joint Secretary from Forest & Environment Department in March, 2023 breathed his last this evening after suffering from Cancer for the last couple of years. May his pious soul get complete salvation. Om Shanti.🙏🙏
19.09.2023 : Sad to inform about the unnatural death of Smt. Susmita Minz, Ex-ASO, PR&DW Department who had joined as Assistant Collector, O/o the ADM, Rourkela. Her body was found in the pond of a newly constructed sensory park, Rourkela. May her soul rest in peace. 🙏

Preventive measures for violence and lynching by mob
ଭିଡ ହିଂସାରୁ ନିବୃତ୍ତ ରହିବା ପାଇଁ ଓଡ଼ିଶା ପୁଲିସ୍ ପକ୍ଷରୁ ଜନସାଧାରଣଙ୍କୁ ସଚେତନ କରିବା ନିମନ୍ତେ ପ୍ରେସ୍ ବିବୃତି ଜାରି କରାଯାଇଛି। ମାନ୍ୟବର ସର୍ବୋଚ୍ଚ ନ୍ୟାୟାଳୟ ଏକ ରାୟରେ ପ୍ରକାଶ କରିଛନ୍ତି ଯେ, "ଭିଡ ହିଂସା ଏକ ଅପରାଧ ଓ ସେଥିରେ ଭାଗ ନେଉଥିବା ଯେକୌଣସି ବ୍ଯକ୍ତିଙ୍କୁ କଠୋରରୁ କଠୋରତମ ଦଣ୍ଡ ବିଧାନ କରାଯିବ।"

ଏବେ ସଚିବାଳୟ ଏଏସ୍ଓ ନିଯୁକ୍ତିର ଶୁଣାଣି ଆସନ୍ତା ସେପ୍ଟେମ୍ବର ୨୧ ତାରିଖରେ ହେବାକୁ ଥିବାରୁ ଗତ ଏକ ମାସ ଧରି ସମସ୍ତେ ପ୍ରାୟ ନିରବ ଥିଲେ। ପ୍ରାୟ ଦେଢ ମାସର ସ୍ଥାଣୁତା ସତ୍ତ୍ବେ ମାନ୍ୟବର ଅଦାଲତଙ୍କ ଉପରେ ଭରସା ରଖି ରାୟ କିଛି ବି ହେଉ, ଯଥାଶୀଘ୍ର ଏହି ମାମଲାରେ ପୂର୍ଣ୍ଣଛେଦ ଆସୁ ବୋଲି ସମଗ୍ର ପରୀକ୍ଷାର୍ଥୀ ଚାହୁଁଥିଲେ। ହେଲେ, ସବୁଥର ଭଳି କୌଣସି ଚୁଡାନ୍ତ ନିଷ୍ପତ୍ତିର ତାରିଖ ପାଖେଇ ଆସିଲା ବେଳକୁ କିଛି ନା କିଛି କେଁ ଆସିଯାଉଛି। ଆଉ ସେ ଖବର ଆଖି ପିଛୁଳାକେ ହ୍ୱାଟସଆପରେ ଘୁରି ବୁଲିବା ସହିତ ବିଭିନ୍ନ ସ୍ତରରେ ବିଭିନ୍ନ ପ୍ରକାର ତର୍ଜମା କରାଯାଇ ପରୀକ୍ଷାର୍ଥୀ ମହଲରେ ମାନସିକ ଅସନ୍ତୁଳନ ସ୍ରୁଷ୍ଟି କରାଯାଉଛି।
ଏହି ଘଟଣା ବହୁଳ ମାମଲାରେ, ଅତାଲତଙ୍କ ତାରିଖ ପରେ ତାରିଖ ବୋଧହୁଏ ସମସ୍ତଙ୍କୁ ଧୈର୍ଯ୍ୟହରା କରିସାରିଲାଣି। ବିଭିନ୍ନ ସ୍ତରରୁ ଯେତେ ସାନ୍ତ୍ବନା ମିଳିଲେ ମଧ୍ଯ ଏବେ ଜଣେ ଉଭୟ ଚୟନ ହୋଇଥିବା ଓ ହୋଇନଥିବା ବର୍ଗରୁ କେହି ବି ଏ ମାମଲାରେ ସନ୍ତୁଷ୍ଟ ନାହାଁନ୍ତି।
ଏବେ ଗତ ଦୁଇଦିନ ଧରି ଦୁଇଟି କଥା ଚର୍ଚ୍ଚାରେ। କିନ୍ତୁ ଏ ସବୁକୁ କିଏ କେମିତି ବୁଝୁଛନ୍ତି ତାହା ସେମାନଙ୍କ ଉପରେ ନିର୍ଭର କରେ। ତେଣୁ ସମସ୍ତଙ୍କୁ କେବଳ ଆମ ତରଫରୁ ଗୋଟିଏ ସାନ୍ତ୍ବନା ଦେଇପାରିବା ଯେ ଆଉ ଟିକିଏ ଧୈର୍ଯ୍ୟ ଧରନ୍ତୁ। ସବୁ ଠିକ୍ ହେଇଯିବ।
୧) ସେପ୍ଟେମ୍ବର ୨୧ ରେ ଶୁଣାଣି ହେବ ନାହିଁ : ଗତ ଅଗଷ୍ଟ ୯ ତାରିଖରେ ଡିଭିଜନ ବେଞ୍ଚ ଏଏସ୍ଓ ରିଟ୍ ଅପିଲକୁ ଗ୍ରହଣ କରି ଆସନ୍ତା ସେପ୍ଟେମ୍ବର ୨୧ କୁ ଶୁଣାଣି ପାଇଁ ସ୍ଥିର କରିଥିଲେ। କିନ୍ତୁ ଆଜି ହାଇକୋର୍ଟ ତରଫରୁ ପ୍ରକାଶିତ କେସ ଲିଷ୍ଟରେ ଏହି ମାମଲାଟି ନାହିଁ। ତେଣୁ ଆଗାମୀ କିଛି ଦିନ ପୁଣି ଅପେକ୍ଷା କରିବାକୁ ପଡିବ।
୨) ଡିଭିଜନ ବେଞ୍ଚରେ ପରିବର୍ତ୍ତନ : ଆସନ୍ତା ତା୦୮.୦୯.୨୦୨୩ରିଖ ଠାରୁ ସପ୍ତାହର ବିଭିନ୍ନ ଦିନ ପାଇଁ କେଉଁ ବେଞ୍ଚରେ କେଉଁ କେଉଁ ଜଜ୍ ରହିବେ ତାହା ପ୍ରକାଶ ପାଇଛି। ଏଥିରେ ଏଏସ୍ଓ ପରୀକ୍ଷାର୍ଥୀଙ୍କ ନଜର ଅଛି ଗୁରୁବାର ପାଇଁ ଗଠିତ ବେଞ୍ଚ ଉପରେ। ଏଥିରେ ମୁଖ୍ଯ ବିଚାରପତିଙ୍କ ସହିତ ଜଷ୍ଟିସ ଆଦିତ୍ୟ କୁମାର ମହାପାତ୍ରଙ୍କୁ ରଖାଯାଇଛି। କିନ୍ତୁ ଗତ ତା୦୯.୦୮.୨୦୨୩ରିଖ ଦିନ ରିଟ୍ ଅପିଲର ଶୁଣାଣି କରି ଆସନ୍ତା ୨୧ ତାରିଖକୁ ଧାର୍ଯ୍ୟ କରିଥିବା ଡିଭିଜନ୍ ବେଞ୍ଚରେ ମୁଖ୍ଯ ବିଚାରପତିଙ୍କ ସହିତ ଜଷ୍ଟିସ ସାବିତ୍ରୀ ରଥ ରହିଥିଲେ। ଅନ୍ୟ ପଟରେ ଯେଉଁ ଜଷ୍ଟିସ ଆଦିତ୍ୟ କୁମାର ମହାପାତ୍ରଙ୍କ ୧୯.୦୫.୨୦୨୩ ରାୟକୁ ଚ୍ୟାଲେଞ୍ଜ କରି ଏହି ରିଟ୍ ଅପିଲ କରାଯାଇଛି, ସେହି ଜଷ୍ଟିସ ମହାପାତ୍ର ଗୁରୁବାର ପାଇଁ ଡିଭିଜନ ବେଞ୍ଚରେ ଥିବାରୁ ୨୧ ତାରିଖ (ଗୁରୁବାର) ଶୁଣାଣି ବୋଧହୁଏ ଘୁଞ୍ଚାଇ ଦିଆଯାଇଛି। ଏଣୁ ଆଶା କରାଯାଇ ପାରେ ପୂର୍ବରୁ ଏଏସ୍ଓ ମାମଲାରେ ଶୁଣାଣି କରିଥିବା ଡିଭିଜନ୍ ବେଞ୍ଚ (ମୁଖ୍ଯ ବିଚାରପତି ଏବଂ ଜଷ୍ଟିସ ସାବିତ୍ରୀ ରଥୋ) ଙ୍କର ସୋମବାର, ମଙ୍ଗଳବାର ଓ ବୁଧବାର ମଧ୍ଯରୁ ଯେକୌଣସି ଦିନ ଶୁଣାଣି ହୋଇପାରେ। ଅର୍ଥାତ୍ ପୁଣି ତାରିଖ ପରେ ତାରିଖ।
୩) ସରକାରଙ୍କ ତରଫରୁ ରିଟ୍ ଅପିଲ : ଏବେ ବିଧି ବିଭାଗର ଏକ ଚିଠି ଭାଇରାଲ ହେଉଛି। ଏଥିରେ ସ୍ୱରାଷ୍ଟ୍ର ବିଭାଗ ତରଫରୁ ୧୯.୦୫.୨୦୨୩ ର ରାୟକୁ ଚ୍ୟାଲେଞ୍ଜ କରି ରିଟ୍ ଅପିଲ ଆବେଦନ ପାଇଁ ଆଡଭୋକେଟ ଜେନେରାଲଙ୍କୁ ପତ୍ର ଲେଖାଯାଇଛି। ଏତେ ଦିନ ଧରି କେବଳ ପରୀକ୍ଷାର୍ଥୀ ମାନେ ଓପିଏସସି ବିରୁଦ୍ଧରେ ମାମଲା ଦାୟର କରିଥିଲେ। କିନ୍ତୁ ସରକାରଙ୍କ ତରଫରୁ ଏତେ ବିଳମ୍ବରେ ତାହା ପୁଣି ଡିଭିଜନ ବେଞ୍ଚର ଚୁଡାନ୍ତ ଶୁଣାଣି ହେବାକୁ ଯାଉଥିବା ବେଳେ ହଠାତ୍ ରିଟ୍ ଆବେଦନ କରିବା ଅନେକଙ୍କୁ ଦ୍ୱନ୍ଦ୍ୱରେ ପକାଉଛି। କାରଣ, ଏଥିରୁ ସ୍ପଷ୍ଟ ଯେ, ଓପିଏସସିର ଚୟନ ପଦ୍ଧତି କୁ ସରକାର ଠିକ୍ ବୋଲି ଗ୍ରହଣ କରିଛନ୍ତି ଏବଂ ଅଦାଲତଙ୍କ ରାୟ କୁ ଚ୍ୟାଲେଞ୍ଜ କରିବାକୁ ଯାଉଛନ୍ତି।
ଉପରୋକ୍ତ ଘଟଣାକ୍ରମରେ ଜଣାପଡେ, ବୋଧହୁଏ ସରକାରଙ୍କ ରିଟ୍ ଅପିଲ ଗ୍ରହଣ ହୋଇ ଲିଷ୍ଟ ହେଲା ପରେ ସମସ୍ତ ରିଟ୍ ଅପିଲକୁ ଏକତ୍ର ଶୁଣାଣି ପାଇଁ ଅଦାଲତ ଦିନ ଧାର୍ଯ୍ୟ କରିପାରନ୍ତି।
Vacancies reserved for PwDs should be filled up
SSEPD Department has communicated the order dated 23.08.2023 of Hon'ble High Court to all departments with request to publish the roster in each Department showing posts under 4% reservation for the persons with disabilities (PWDs) within three months and taking steps to fill up the vacancies within six months there of.

"4. Having regard to Section 34 of the RPWD Act, we direct the State Government to publish the roster in each Department showing posts under 4% reservation for the persons with disabilities (PWDs) in terms of the above provisions as extracted above. The entire exercise shall be completed within a period of three months from today.
5. After the roster is published, vacancies that will be available to be filled upg6 the PWDs shall be filled up within the next six months without fail.
6. In terms of the above, this writ petition stands disposed of."

With a view to provide hassle free movement of vehicles and avoid traffic congestion on roads across the State Government in Works Department has been pleased to abolish all the 35 nos of toll gates on Works and RD Department roads operated by OB&CC Ltd.
