Reservation in promotion: No mandamus by Court to States

Extract of the judgement :
14. The High Court observed that Article 16 (4) and 16 (4-A) of the Constitution are enabling provisions, and the State Government is not obligated to provide reservations in promotion in favour of members of the Scheduled Castes and Scheduled Tribes. The High Court expressed its opinion that reservation in promotion to public posts can be provided by the State Government only after collecting data regarding the inadequacy of their representation in service.

17. We are in agreement with the decision of this Court in Suresh Chand Gautam (supra) in which it was held that no mandamus can be issued by the Court to the State to collect quantifiable data relating to adequacy of representation of the Scheduled Castes and Scheduled Tribes in public services. 

19. In view of the aforesaid, the impugned judgments of the High Court in Writ Petition (S/B) No.351 of 2019, Writ
Petition (S/B) No.117 of 2019 and Review Application No.389of 2019 in Writ Petition (S/B) No.117 of 2019 are set aside. 
20. The Appeals are disposed of accordingly.

Discontinuation of IMO in Post Offices

Instant Money Order (iMO) Service of Department of Posts, which was introduced on 20th January, 2006 will be discontinued shortly through Gazette Notification and no iMO will be booked and paid thereafter.

What is iMO? 
iMO is an instant web based money transfer service through Post Offices (iMO Centre) in India between two resident individuals in Indian territory.
You can transfer money from INR 1,000/- to INR 50,000/- from designated iMO Post Offices.

iMO Booking Procedure

Fill up the “To Remit Payment” (TRP-1) form and submit it with money at iMO Post Office Counter.
iMO Counter clerk after booking the iMO immediately will give a printed receipt with computer generated confidential 16 digit iMO number in a sealed condition. Even the 16 digit iMO number will not be known to booking clerk.
Customer is required to tear off the seal and convey the confidential 16 digit iMO number to the receiver over phone, SMS, e-mail, etc. at his means and risk.

iMO Delivery Procedure

Receiver to present the 16 digit iMO number at any designated iMO post office counter and will fill up and submit a “To Make Payment” (TMP-1) form along with a copy of his personal identity proof.
Receiver can receive the payment in cash up to INR 50,000. He can also receive the payment through his post office savings bank account in the same iMO office.

N.B. It is to mention here that the100 years traditional Money Order Service has been closed w.e.f 1st April, 2015. Now only the eMO service will continue to send/receive money to/from near & dear ones. 

OSSA trying to get back on track

Continuous effort of some young ASOs to conduct OSSA Election and involvement of the Executive Body Members to get this Association on track is going to be fruitful very soon. Continuously three meetings have been organized in Secretariat premises on 24 January, 28 January and 6 February, 2020 to consult the senior members of OSSA to find out the proper way. 

First Meeting : Dt. 24.01.2020

As a first step, a meeting was organized with nearly 30 members of different departments to find a way for OSSA Election. As per discussion, all agreed with the procedure of EB - GC - GB. As GB has the supreme power over all, some members suggested to go for GB directly because of the EB not showing their interest. But some seniors advised not to be aggressive but to create a healthy environment in OSSA.  Keeping  in different points of view, it was unanimously decided to invite all executive body members of OSSA to the next meeting to have a discussion with them regarding initiation of process for OSSA Election. Second Meeting : Dt. 28.01.2020

Although this meeting could not be possible in full phase because of permission for a short period only, but the executive members were absent (only the three ASO members present). In this limited discussion, president (through P. Baral) expressed his view that if Home Department or the GB Members will authorize/request him to conduct election, then he is prepared for the same. But no one agreed to bring weakness of the association before the Government. 
Decision : It was decided to invite the Executive Body Members again to another meeting in next week. 

Third Meeting : Dt. 06.02.2020

Whereas nearly 80 members including EB Members were requested to attend the meeting to put their suggestion, only 40 members were present. But unfortunately, (as before) EB Members did not think it important for them to attend this meeting. General Secretary was present for five minutes only. ( as per his statement, he was busy for some official meeting in department). However, he assured all to convene a GC Meeting very soon. He also proposed to collect membership fee from all to be eligible to take part ( compete / vote) in election process. Also Tanay G. Padhi, Vice President and P. Baral, Secretary were present. They put the message that the EB members except GS had a meeting in the last day evening and nominated Sri Manoj Kumar Pattnaik as the one man election commissioner to conduct election. Most of present in the meeting shows displeasure on the EB members not following due procedures. 
There was a thorough discussion on bylaw of OSSA. As per bylaw, election process is not mentioned anywhere but only by convention in GC Meeting, it can be decided to hold election for OSSA. Besides any other decisions can also be taken beyond bylaw in GC meeting, if approved. So without approval of GC meeting, election process can't be proceeded. 
Proceedings of the meeting
1.General Secretary assured to convene GC meeting shortly. He put a proposal to collect membership fee from all. 
2. EB Members (Except GS) through Sri. P. Baral informed that they have nominated Sri Manoj Kumar Pattnaik, SO (GA&PG) as Election Commissioner subject to approval of GC. 
3.In view of the above, all in the meeting appreciated the progress in OSSA. It was decided unanimously to request GS to convene GC in next week and before Assembly session also. 4. If no progress will be there, then another meeting will be organized in next week to go for a GB. 
Thanks to the young ASOs taking initiative for betterment of OSSA and trying to sort out the stalemate situation of OSSA with the help of senior members and their knowledge as well as experience.

Hockey Pro League Trophy in Secretariat

Bhubaneswar will host India’s home matches of the 2020 Hockey Pro League, the sport’s governing body announced on Monday.
The second Hockey Pro League will be played between January 11 and June 28. The Pro League will feature 144 matches in the coming season.

Cycle to Office : An appeal by ASOs of Secretariat

Cycling gives us freedom, speed, fitness, savings, biophilia, environmentalism and fun.
Rivers, seashores and mountains come to life when you're on a bike. Quicker than walking but slow and gentle enough to take in the sights sounds and smells of both the animal and human kingdoms. Someone said, “It is by riding a bicycle that you learn the contours of a country best, since you have to sweat up the hills and coast down them.”
As like some previous examples in different corners of the state/nation, some ASOs of Odisha Secretariat have started a mission to encourage cycling in view of both health and environment concerns. 
They come office daily by bicycle to make awareness among others to join this initiative. Recently, they have started trips to nearby tourist places like Deras and Dhauli in a group by bicycle also. Thanks those ASO friends like Vibekananda Sahoo, Ajay Swain, Abinash Pattnaik, Siba Prasad Sahoo, Abinash Khandual, Surendra Pradhan, Purna Chandra kundu & Tarini Sahoo to be in the team for a noble cause.

BMC Staff on Friday : It is to mention here that, BMC has requested all of its staff to come office at least one day i.e. on Friday by bicycle. All staff and officers voluntarily accepted this for a noble cause. 

Honble Minister in Lok Seva Bhawan : As another example, Tourism Minister Jyoti Prakash Panigrahi  was seen riding a cycle to the Lok Seva Bhavan on 29.01.2020. He has decided to ride a bicycle to the Lok Seva Bhavan during the upcoming Budget Session also. 


MO CYCLE in Bhubaneswar : In a bid to improve sustainable and inclusive mode of transit in cities, Capital Region Urban Transport (CRUT) in association with Bhubaneswar Smart City Limited (BSCL) has brought in the MO CYCLE system to reduce traffic congestion, enhance space efficiency and improve air quality in the city. It's being operated by three leading vendors, Hero-Hexi, Yaana, and Yulu, at about 400 plus MO CYCLE stations around the city. It was inaugurated by Honble CM on 26.11.2018.

Appeal : To check pollution, now many people show interest in different ways. It may also  be requested to use public transport at least one day in a week to come office or any workplace if not possible by bicycle. 
Let's join this mission and save our environment. 

OSSA Election very soon !!!

05.02.2020 : As per WhatsApp message shared by OSSA Executives, it's decided to hold election to the office of Executive Body very soon. Election Commissioner has also been appointed. 
Message - The Executive Body of OSSA decided to hold Election to the office of Executive Body and *Shri Manoj Kumar Pattnaik*, SO, GA&PG Department was appointed as One-man Election Commission. He was requested to hold Election to Office Bearers of OSSA taking into the ensuing Assembly Session in mind.
