Supreme Court strikes down Maratha Reservation Law

The Supreme Court on Wednesday struck down the provisions of a Maharashtra law providing reservation to the Maratha community, which took the total quota in the state above the 50 per cent ceiling set by the court in its 1992 Indra Sawhney (Mandal) judgment.

ICMR advisory on Covid - 19 testing

ICMR issues advisory for Covid-19 testing during the second wave of the pandemic.

  • RTPCR test must not be repeated in any individual who is tested positive once either by RTPCR or RAT.

Sad demise : Debasish Pattnaik, Under Secretary, H&UD Department expired


Sri Debasish Patnaik working as Under Secretary in Housing & Urban Development Department passed away on 03.05.2021.

As per information, his leg had a fracture in the year 2019. Due to infection, yesterday  he had an operation to take off the plate/rod from his leg. After surgery, he felt discomfort. He expired last night due to Cardiac Arrest at the age of 59.

OSS TODAY conveys heartfelt condolence on his demise and pray to almighty to give courage to the family members to bear the shock.

May his departed soul Rest in eternal Peace...

OFFICE MEMORANDUM

Subject: Payment of Immediate relief to family of an employee who dies while in service in cash – reg.

All payments to Govt. servants or payments above Rs.5000 to suppliers etc. are to be made by electronically signed payment advices tor direct credit to their bank accounts in accordance with the amendment of (Receipts and Payments), Rules, 1983.

2. In order to provide immediate relief in terms of Rule 79 and 80 of Compendium of Rules on Advances to Government Servants, 2005 as expeditiously as possible to the family member of the government servant who dies in service, in the unprecedented situation, DDOs of Ministries /Departments are, permitted to draw and disburse the eligible amount of relief In cash either from Imprest or from other sources or by drawing money from the Bank. DDO should ensure adjustment of this advance against the arrears of pay and allowances, leave salary, Death Gratuity, balance of GPF/CPF or any other payment due in respect of the deceased Govt. servant.

3. All the Pr.CCAs/ CCAs/CAs (IC) are requested to kindly Issue instructions to PAOs under their control tor information and necessary action.

This issues with the approval of Controller General of Accounts.

Slot booking opened for vaccination of 18-44 age group of Bhubaneswar

Citizens of Bhubaneswar of 18-44 Age group can now register for slots in below-mentioned Govt. Hospitals.

Visit either of the websites for registration & appointment for vaccination.
Timing for vaccination for 18-44 age group is 8.00 AM to 1.00 PM, for 45+ age group- 3.00 PM to 6.00 PM

Note:- Beneficiary can only take the vaccination at the centre he/she has chosen during registration. Please don't visit other vaccination centres apart from the one choosen.

AICPIN for March 2021 reaches 119.6 : Expected DA hike 29.57

All-India Consumer Price Index for Industrial Workers (2016=100) for March, 2021 increased to 119.6 points compared to 119.0 points for February, 2021.

N.B. The Union Government, on April 23, decided to freeze the hike in Dearness Allowance (DA) that was announced in March 2020 till June 2021. Although the arrears will not be paid during this time and any hike in DA due to revision on July 1, 2021.

Sad demise of Under Secretary (OSS Cadre)

Another sad news for OSS Cadre. 

Sri Biswanath Panda, Under Secretary to Government, Revenue & DM Department passed away at the age of 57. He was tested Covid positive some days before. 

May his soul rest in peace... 


Deployment of ASOs to BMC for Covid Duty

A separate team of 25 Assistant Section Officers of Odisha Secretariat are deputed to BMC to assist Covid Team against the ASOs joined earlier vide Order No. 16048 Dt. 16.04.2021. Before this, the same list was also modified two times with Seven substitute ASOs vide Order No.16229 Dt.22.04.2021 and 16649 Dt. 23.04.2021.

Pregnant women and persons with disabilities to work from home

As per office memorandum of DoPT dt. 19.04.2021 (Download.PDF) regarding attendance in Government offices during Covid-19 pandemic, it was suggested to exempt persons with disabilities and pregnant women from attending office rather than allowing them to work from home. 

Accordingly, Government of Odisha has issued order for persons with disabilities and pregnant women to work from home. (Download PDF) 

Earlier, India post has also issued order in this regard.
