FAQ : Before leaving your current job to join as ASO in Secretariat

Many of the successful candidates in the recently conducted ASO exam conducted by OPSC must be working in Govt Sectors i.e. State/Central Govt. and their PSUs/PSEs. Here are some important information for them;

No Objection Certificate:
As you are working under certain Service rules, you should have applied for No Objection Certificate from your Head of Deptt/ Head of Office for appearing this ASO exam and must have obtained the same. It will help you to leave that job easily. So don't forget to obtain NOC for joining this job also.
Benefits:

If you are a Central Govt employee, no Pay Protection or Continuity of Service related benefits (Service/financial) will be extended to you. Because you are coming to State Govt. However you can encash your earned leave as well as Gratuity from your previous Establishment only. In addition to above, if you have obtained NOC from the Head of your Establishment for appearing this ASO exam then after resigning from your previous Establishment, then your Lien will be retained their for next two years from the date of resigning from that post. That means, if you are not satisfied in your job as ASO, then you can return to your previous Establishment within two years. But if you have not obtained the above-said NOC, then this facility will not be available for you and your Lien will be ceased w.e.f. the date of your resignation from that Organisation.
If you are a State Govt employee and in lower grade pay than that of ASO, then you can get Service benefit only i.e. the Service period and leave will continue. But no financial benefits. You will draw salary of ASO as usual.
If you are a State Govt employee and in same grade pay as ASO, then you will retain the continuity of your past service and your Pay in your previous Organisation will be protected accordingly. As such your Pay will be fixed in the line of your previous Pay instead of initial Pay of ASO.

Resign / Relieve?
Anyone leaving job from a State Govt Organisation to join as ASO need not tender her/his resignation. Instead get yourself relieved (otherwise known as Technical Resignation) from your present Organisation. If you resign from your present post then you will not get any service benefits.
Benefits of joining early:
Who joins early may not get seniority in the Gradation List, as the gradation list is based on your merit in OPSC Result, but other service benefits such allotment of Govt Quarter, longer service period, salary from the date of joining and other related benefits may be availed.
National Pension System (NPS):
Each fresher has to get enrolled under NPS after joining Govt Service. But those who are already in Service, they have to transfer their NPS account from Central Govt to State Govt or from one Establishment of State Govt to State Secretariat Establishment. In those cases all money accumulated in your NPS account will be carried forward.

JEE Advanced Result 2019 declared

The JEE Advanced Result 2019 has been officially declared by IIT, Roorkee. The JEE Result 2019 for IIT JEE Advanced Examination, which was the second round of test conducted after the JEE Main, has been released by the exam administrator Indian Institute of Technology (IIT), Roorkee on its website jeeadv.ac.in.

Mr. Gupta Kartikey Chandresh of Ballarpur, Maharashtra is the top ranker in Common Rank List (CRL) in JEE (Advanced) 2019. He obtained 346 marks out of 372 marks. Ms. Shabnam Sahay of Ahmedabad, Gujarat is the top ranked female with CRL 10. She obtained 308 marks out of 372 marks.

Indian Air Force AN-32 Craft Crash

On 03 Jun 19, an IAF AN-32 carrier aircraft with 13 people (eight aircrew and five passengers) onboard took off from Air Force Station, Jorhat Assam at 1227 hrs for Mechuka Advanced Landing Ground. Last contact with the aircraft was made at 1255 hrs. Once the aircraft did not report at the destination, overdue actions were initiated. In coordination with Indian Army, various government and civil agencies, IAF commenced extensive search operations under the direct supervision of Head Quarters Eastern Air Command. C-130J, AN-32, Mi-17 helicopters of IAF and ALH helicopters of Indian Army were launched immediately to locate the missing aircraft. Indian Navy P-8i aircraft joined the search operations on 04 Jun 19. Resources from various agencies, including ISRO were brought into the operation to enhance its effectiveness. CARTOSAT and RISAT satellites of ISRO also took images of the area, which assisted the search team in locating the aircraft.

Whether ASO can give job satisfaction ?

Final result declared by OPSC. 500 candidates ready to enter secretariat. After making competition with 2Lakh aspirants, they are filtered out based on their performance. It's obvious that some of them may be in different job sectors and some are Freshers. Many of them are in pipeline to crack other jobs whose final Result to be published in near future. No individual to be compelled to provide proof of Aadhaar number unless provided by law.
Aadhaar number on voluntary basis to be accepted as KYC document.

In a major move aimed at making Aadhaar making people friendly, the Union Cabinet, chaired by the Prime Minister Narendra Modi has approved “The Aadhaar and Other Laws (Amendment) Bill, 2019” to replace the Aadhaar and Other Laws (Amendment) Ordinance, 2019. The amendments proposed are the same as those contained in the Ordinance promulgated by President on 2nd March, 2019. The Bill will be introduced in ensuing session of Parliament.

The decision is expected to go a long way in meeting the people friendly and citizen centric nature of Aadhaar.

FAQ : Procedures after OPSC recommendation for ASO Recruitment

Once OPSC declared recommendation notice for 500 posts, Home Department start processing for joining of candidates in Secretariat.

If we follow previous year Recruitment procedure, we can expect the followings.

1. Home Department may ask for Medical Fitness Certificate via E-MAIL.

2. Home Department may arrange a workshop at any community hall like Rabindra Mandap /Jayadev Bhawan and make arrangement to distribute appointment letter. Honble CM may present appointment letter to some of the top candidates.

3. While joing in concerned department (as mentioned in appointment letter), you have to bring two characters certificate from any gazetted officers.

4. You can enter secretariat premises on showing the appointment letter to the security officials at entrance gate.

5. After some days, identity card will be issued on requisition by your concern department.

6. Your attestation form will be sent for police verification in next days.

So all selected candidates are requested to visit official website of HOME Department in following ways for updates.

Budget Session of Odisha Assembly from 25th June

The budget session of (first session of 16th Odisha Legislative Assembly) Odisha Assembly will commence from June 25 and continue till August 8.

This session will be held in two phases.

First phase:

from June 25 to July 3

Second phase:

from July 12 to August 8

The session will start with the address of Odisha Governor Ganeshi Lal. A discussion on motion of thanks on Governor's speech will be on June 26 and 27.

The Deputy Speaker of the House will be elected on June 27.

State Finance Minister Niranjan Pujari will present the Budget for 2019-20 financial year on June 28.

The appropriation bill for 2020 fiscal will be passed in the House on July 31.
