Hike in remuneration of outsourcing employees

The remuneration of the Service Provider Agencies was last revised in November,  2021 vide FD Letter No 30722/6.11.21. Considering the demands of the Service Provider Agencies and the present cost of living, Government have been pleased to enhance the monthly remuneration to be paid by the SPAs with the conditions as  enumerated below: , (GA&PG Department RESOLUTION No. 7982 Dt.07.03.2024) 

୧. ସେମାନଙ୍କ ମାସିକ ପାରିଶ୍ରମିକରେ ୨୫ ପ୍ରତିଶତ ବୃଦ୍ଧି କରାଗଲା

୨. ସେମାନେ ଯେପରି ମାସ ଶେଷକୁ ସେମାନଙ୍କର ପାରିଶ୍ରମିକ ଠିକ୍‌ ସମୟରେ ପାଇପାରିବେ, ଏହା ସୁନିଶ୍ଚିତ କରିବା ପାଇଁ ବ୍ୟବସ୍ଥା ଗ୍ରହଣ କରାଯାଇଛି

୩. Outsourcing କର୍ମଚାରୀ ଓ Service Provider Agency ମଧ୍ୟରେ ଥିବା ବିଭିନ୍ନ ବିବାଦର ସମାଧାନ ପାଇଁ Odisha State Outsourcing Employees OMBUDSMAN ଗଠନ ବିଷୟ ମୁଖ୍ୟମନ୍ତ୍ରୀ ଘୋଷଣା କରିଛନ୍ତି ।

୪. ଅଭିଜ୍ଞତା ଥିବା କାର୍ମଚାରୀ ମାନଙ୍କୁ ଅଧିକ ପାରିଶ୍ରମିକ ମିଳିବ। ପ୍ରତି  ପାଞ୍ଚ  ବର୍ଷର  ଅଭିଜ୍ଞତା  ପାଇଁ  ମାସିକ ଅଧିକ  ଏକହଜାର  ଟଙ୍କା  ମିଳିବ।

୫. ମହିଳା କର୍ମଚାରୀମାନେ ସେମାନଙ୍କର ପ୍ରଥମ ଦୁଇଟି ସନ୍ତାନ ଜନ୍ମ ପର୍ଯ୍ୟନ୍ତ ୧୨୦ ଦିନ ପର୍ଯ୍ୟନ୍ତ ମାତୃତ୍ବ ଛୁଟି ନେଇପାରିବେ।

୬. Outsourcing କର୍ମଚାରୀ ତଥା Service Provider Agencyଙ୍କର ଅଭିଯୋଗ ଶୁଣାଣୀ ପାଇଁ ପ୍ରତି ବିଭାଗରେ ଜମେ ନୋଡାଲ ଅଫିସର ରହିବେ ।

୭. ସେମାନଙ୍କର ଅଭିଯୋଗ ଦାଖଲର ସରଳୀକରଣ ପାଇଁ GA&PG Department, CMGI ଜରିଆରେ ଏକ Software Application ବିକଶିତ କରାଯିବ। ଯେଉଁଥିରେ କି ଉଭୟ କର୍ମଚାରୀ ଓ ଏଜେନ୍‌ସି ସେମାନଙ୍କର ଅଭିଯୋଗ ଦାଖଲ କରିପାରିବେ।

୮. ଯେଉଁ outsourcing କର୍ମଚାରୀମାନେ ଏବେ ବର୍ଦ୍ଧିତ ପାରିଶ୍ରମିକ ପାଉଛନ୍ତି, ସେମାନଙ୍କ ବର୍ଦ୍ଧିତ ପାରିଶ୍ରମିକକୁ ନୂଆ ବ୍ୟବସ୍ଥାରେ ସୁରକ୍ଷା ଦିଆଯିବ।

ଏହି ସମସ୍ତ ବ୍ୟବସ୍ଥାକୁ ଶୃଙ୍ଖଳିତ ଭାବରେ ପରିଚାଳିତ କରିବା ପାଇଁ ସବୁ ବିଭାଗ Service Providing Agency  ମାନଙ୍କ ସହିତ supplementary agreement କରିବେ।

Cabinet approves additional instalment of Dearness Allowance and Dearness Relief to Central Government employees and pensioners

49.18 lakh employees and 67.95 lakh pensioners to benefit

The Union Cabinet chaired by Prime Minister Shri Narendra Modi approved to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 1.1.2024 representing an increase of 4% over the existing rate of 46% of the Basic Pay/Pension, to compensate against price rise.

The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be Rs.12,868.72 crore per annum.  This will benefit about 49.18 lakh Central Government employees and 67.95 lakh pensioners.

This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.

ମାନ୍ୟବର ମୁଖ୍ୟମନ୍ତ୍ରୀ ଶ୍ରୀ ନବୀନ ପଟ୍ଟନାୟକ ଆଜି ଏକ ଗୁରୁତ୍ବପୂର୍ଣ୍ଣ ନିଷ୍ପତ୍ତି କ୍ରମେ ରାଜ୍ୟର ଆଶା କର୍ମୀମାନଙ୍କର ମାସିକ ପାରିଶ୍ରମିକରେ ବୃଦ୍ଧି ଘୋଷଣା କରିଛନ୍ତି। ଏହା ସହିତ ଆଶା କର୍ମୀଙ୍କର ସେବା ନିବୃତ୍ତି ପ୍ରୋତ୍ସାହନ ରାଶିରେ ମଧ୍ୟ ବୃଦ୍ଧି କରିଛନ୍ତି। ଏହାଦ୍ବାରା ରାଜ୍ୟର ୪୯,୫୨୨ ଆଶା କର୍ମୀ ଉପକୃତ ହେବେ। ଏଥିପାଇଁ ରାଜ୍ୟ ସରକାର ବର୍ଷକୁ ଅତିରିକ୍ତ ୧୪୮.୫୭ କୋଟି ଟଙ୍କା ଖର୍ଚ୍ଚ କରିବେ।

ଏହି ନୂତନ ଘୋଷଣା ଅନୁଯାୟୀ, ଆଶା କର୍ମୀ ମାନଙ୍କ ମାସିକ ପାରିଶ୍ରମିକ ୪,୫୦୦ ଟଙ୍କାରୁ ୭,୦୦୦ ଟଙ୍କାକୁ ବୃଦ୍ଧି କରାଯାଇଛି। ସେବା ନିବୃତ୍ତି ସମୟରେ ପୂର୍ବରୁ ସେମାନେ ୫୦ ହଜାର ଟଙ୍କା ପାଉଥିବା ବେଳେ ବର୍ତ୍ତମାନ ୧ ଲକ୍ଷ ଟଙ୍କା ପାଇବେ। ସେମାନଙ୍କ ପାରିଶ୍ରମିକ ବାବଦରେ ପୂର୍ବରୁ ରାଜ୍ୟ ସରକାର ବାର୍ଷିକ ୫୯.୪୩ କୋଟି ଟଙ୍କା ଖର୍ଚ୍ଚ କରୁଥିବା ବେଳେ ଏବେ ବାର୍ଷିକ ୨୦୮ କୋଟି ଟଙ୍କା ଖର୍ଚ୍ଚ କରିବେ। ସେହିଭଳି ସେବା ନିବୃତ୍ତି ସହାୟତା ବାବଦରେ ୫୫ ଲକ୍ଷ ଟଙ୍କା ରାଜ୍ୟ ସରକାର ବ୍ୟୟ ବହନ କରିବେ।

PRAN Account under National Pension System (NPS)

HISTORY : In 1999, the Government of India commissioned a national project, OASIS (an acronym for “old age social and income security”), to examine policies related to old age income security in India. Based on the recommendations of the OASIS report, the Government of India introduced a new Defined Contribution Pension System for the new entrants to Central / State Government service, except the Defence forces i.e. Army, Navy and Air Force, replacing the existing system of the Defined Benefit Pension System. This new system is called the National Pension System (NPS). 

The NPS is a voluntary defined contribution pension system administered and regulated by the Pension Fund Regulatory and Development Authority (PFRDA),  

The National Pension System, as we see it today, was notified by the Government of India on 22.12.2003 and given effect to from 01.01.2004. 

Government of Odisha have migrated to the “Restructured Defined Contribution Pension System” (NPS) for the new entrants to the State Government service w.e.f. 01.01.2005 vide Finance Department Notification No.44451 dated 17.09.2005

REGISTRATION OF SUBSCRIBERS:

1) Online facility has been provided in IFMS for submission of application by the newly joined employees to be enrolled under NPS. In this regard, the user Id/ login Id will be created in IFMS by the DDO.
# The mandatory pre-requisite is allotment of HRMS Id in respect of the employee.

2) The regular Government employees working under pensionable establishment and covered under NPS shall submit their application for joining NPS and allotment of PRAN in “Common Subscriber Registration Form” online along with the supporting documents prescribed to the concerned DDO of the Establishment after their joining and drawal of their salary for the 1st month. The supporting documents shall be self-attested by the subscriber.

3) Facility has also been provided in IFMS for processing of online applications (CSRFs) at the level of DDO, Treasury & NPS Cell of DTI.

4) The DDO shall verify “Common Subscriber Registration Form” along with the supporting documents and submit to respective District/ Special Treasury with due authorization in prescribed forwarding letter (Annexure-S5). 

5) The District/ Special Treasury shall authorize the application and forward the same to DTI for onward transmission to CRA for allotment of PRAN.

6) After generation of “Permanent Retirement Account Number” (PRAN), that will be intimated to employee by SMS alert & mail. Employee can also verify the same in IFMS.

7) The application for registration of the employee under NPS shall be submitted to concerned Treasury by the DDO of the establishment prior to drawal of 1st month’s salary of the employee and DDO of the establishment shall submit a certificate in this regard at the time of submission of 1st month’s salary bill of the employee at Treasury.

Shifting of PRAN from other sector to Government of Odisha: The regular Government employees shall use their previously generated PRAN by CRA to continue in their present job due to portable nature of the PRAN. In this regard, just after joining in pensionable establishment of Government of Odisha, the employee shall apply for inter sector shifting of that PRAN by submitting the application as prescribed by CRA (Form ISS-1) to his/her DDO who shall verify, authorize and submit to concerned District or Special Treasury for necessary shifting of the PRAN from previous sector to Government of Odisha. 



Government announces formation of 34 new NACs & upgradation of 5 NACs to Municipalities

Chief Minister Naveen Patnaik on Saturday announced the formation of 34 new Notified Area Councils (NAC) in 20 districts of the state and the upgradation of five NACs in four districts to municipalities.
