In a meeting held on 07.04.2021, it was decided to engage a professional agency for assessment of requirement of staff (Jr Assistant / ASO / SO) in a section of both Secretariat and HoD based on workload and the Daks received after integration of HoDs with Administrative Departments and implementation of OSWAS.
Recently, in another meeting held on 18.09.2021, it has been decided to have a meeting on restructuring of OSS cadre to be conducted by Home Department where XIM University team and Additional Secretary (Service Condition) will attend. On vetting of the agreement by the Law Officer, that will be signed by this Department with XIM University.
But Odisha Secretariat Service Association (OSSA) strongly opposes this proposal. Assessment of Government machinery by a private agency is not acceptable rather they demand a committee of senior officers (State Govt) for the same. A memorandum in this regard has been given to Chief Secretary to consider their appeal.
