OSSA Election 2025 : Know Your Candidates
ଚଳିତ ମାସ ୭ ତାରିଖ ଦିନ ରାଜ୍ୟ ସଚିବାଳୟ ସେବା ସଂଘର ସାଧାରଣ ନିର୍ବାଚନ ହେବାକୁ ଯାଉଛି । ଏଥିପାଇଁ ମୋଟ ୯ଟି ପଦବୀରେ ୨୯ ଜଣ ପ୍ରାର୍ଥୀ ପ୍ରତିଦ୍ବନ୍ଦିତା କରୁଛନ୍ତି। ରାଜ୍ୟର ଅଧିକାଂଶ ସେବା ସଂଘ ଗୁଡିକରେ Selection ଭିତ୍ତିରେ ନେତୃତ୍ୱ ଚୟନ କରାଯାଉଥିବା ବେଳେ ଅଳ୍ପ କିଛି ସେବା ସଂଘ ରେ ନିର୍ବାଚନ ଅନୁଷ୍ଠିତ ହୁଏ । ସଚିବାଳୟ ସେବା ସଂଘ ସେଥିରୁ ଅନ୍ୟତମ ।
ଯଦିଓ ଏହି ନିର୍ବାଚନ ଦଳୀୟ ଭିତ୍ତିରେ ହେଉ ନାହିଁ କିନ୍ତୁ କିଛି ସମଭାବାପନ୍ନ ପ୍ରାର୍ଥୀ ନିଜର ଗୋଟିଏ ପ୍ୟାନେଲ ଗଠନ କରି ପ୍ରତି ପଦବୀ ପାଇଁ ନିଜର ପ୍ରାର୍ଥୀ ଘୋଷଣା କରିଛନ୍ତି । ଏହି କ୍ରମରେ ତିନୋଟି ପ୍ୟାନେଲ ରୁ ୨୬ ଜଣ ପ୍ରାର୍ଥୀ ଥିବା ବେଳେ ଅନ୍ୟ ୩ ଜଣ ପ୍ରାର୍ଥୀ କୌଣସି ପ୍ୟାନେଲକୁ ସମର୍ଥନ ନ କରି ସ୍ଵାଧୀନ ଭାବେ ଲଢ଼ୁଛନ୍ତି ।
ବର୍ତ୍ତମାନ ସମୟରେ ରାଜ୍ୟ ସଚିବାଳୟ ସେବା ବର୍ଗରେ ପ୍ରାୟ ୨୨୯୦ ସଭ୍ୟ ଅଛନ୍ତି । ସେଥିରୁ ପ୍ରାୟ ୪୦୦ ଜଣ ବରିଷ୍ଠ ଥିବା ବେଳେ ୨୦୧୬ ରୁ ୪ଟି ବ୍ୟାଚ୍ ରେ ନିଯୁକ୍ତି ପାଇଥିବା ସଭ୍ୟ ସଂଖ୍ୟା ୧୮୦୦ ରୁ ଉର୍ଦ୍ଧ୍ବ ଅଟେ । ତେଣୁ ଚଳିତ ନିର୍ବାଚନରେ ଯୁବ ବର୍ଗର ନିଷ୍ପତ୍ତି ହିଁ ନେତୃତ ଚୟନରେ ମୁଖ୍ୟ ଭୂମିକା ଗ୍ରହଣ କରିବ । ତେବେ ଖୁସିର କଥା ଚଳିତ ନିର୍ବାଚନ ରେ ପ୍ରତ୍ୟେକ ପ୍ୟାନେଲରେ ପ୍ରାୟ ସବୁ ବର୍ଗର ପ୍ରାର୍ଥୀଙ୍କୁ ଦେଖିବାକୁ ମିଳିଛି । ବରିଷ୍ଠ, ଅଭିଜ୍ଞ, ଯୁବ,ମହିଳା ଆଦି ସବୁ ବର୍ଗର ପ୍ରାର୍ଥୀ ନିଜ ନିଜର ପ୍ରତିଶ୍ରୁତି ମାଧ୍ୟମରେ ଭୋଟରଙ୍କ ଆସ୍ଥାଭାଜନ ହେବା ପାଇଁ ଚେଷ୍ଟା କରୁଛନ୍ତି । କିନ୍ତୁ ସଚେତନ ଭୋଟର ନିଜର ବିବେକାନୁମୋଦିତ ଭୋଟକୁ କୌଣସି ନିର୍ଦ୍ଦିଷ୍ଟ ପ୍ୟାନେଲ ବଦଳରେ ନିଜ ନିଜ ପସନ୍ଦର ପ୍ରାର୍ଥୀକୁ ବିଭିନ୍ନ ପ୍ୟାନେଲରୁ ମଧ୍ୟ ବାଛିବାକୁ ମନସ୍ଥ କରିପାରିବେ । ତେବେ ଚଳିତ ନିର୍ବାଚନରେ ଗତ ୨୦୨୪ ରେ ଯୋଗ ଦେଇଥିବା ଯୁବ ଏ.ଏସ.ଓ ଙ୍କ ଭୂମିକା ଗୁରୁତ୍ବପୂର୍ଣ୍ଣ ରହିବ ।
ତେବେ ବିଭିନ୍ନ ପ୍ୟାନେଲର ସେମାନଙ୍କର ନିର୍ବାଚନ ପ୍ରତିଶ୍ରୁତି ପ୍ରଚାର ପତ୍ର ମାଧ୍ୟମରେ ଭୋଟର ମାନଙ୍କ ନିକଟରେ ପହଞ୍ଚାଇ ଥିଲେ ମଧ୍ୟ ଚଳିତ ନିର୍ବାଚନରେ ପ୍ରଥମ ଥର ପାଇଁ ନିର୍ବାଚନ କମିଶନ ଙ୍କ ତରଫରୁ ଭୋଟର ସଚେତନତା ପାଇଁ ଆସନ୍ତା ତା.୦୫.୦୫.୨୦୨୫ ରିଖରେ ଏକ "What I Stand For" ର ଆୟୋଜନ କରାଯାଉଛି ।

APPEAL TO THE CANDIDATES
2. Candidates are requested to bring all the notices issued by the Commission to the knowledge of the voters.
3. All Candidates are requested to avoid campaigning / discussion within the voting hall and prohibited areas marked by the Commission on the day of polling.
4. Pasting of posters relating to the election campaigning must be avoided in Secretariat premises, on the walls of the voting hall / booth.
5. To maintain harmony & friendly atmosphere among the members, candidates and voters are requested not to post any discriminatory/defamatory messages in social media like facebook, whatsapp, sms, twitter etc. relating to religion, caste, community and sex etc.
6. It is obligatory to extend all possible co-operation to the Election Commission & volunteers for smooth conduct of the poll.
7. Candidates may nominate and intimate name(s) of their representative for polling and counting separately in prescribed proforma on 7th May 2025 by 7.30 PM. Only one representative will be allowed within the booth/counting hall at a time. Copy of representative’s Identity Card should accompany the form. The representative should carry the original with him always.
8. All Candidates should remain present in the oath taking ceremony of office bearers of OSSA, in token of unity of the association.
9. In the poll process, the decision of the Election Commission is final and binding.

INFORMATION TO VOTERS
1. The votes will be conducted on 07.05.2025 (Wednesday) at 8, OSSA Bhawan, Kharvel Nagar, Unit-III, Bhubaneswar.
2. The voting time will be from 8.30 a.m. to 4.00 p.m. Counting of votes and declaration of results will be done at the end of counting. Please remember that the casting of votes ends at 4.00 p.m. Voters should cast their vote(s) in the early hours to avoid the last hour rush. Govt. has already declared half day leave for the 2nd half of the polling day.
3. Office/Secretariat identity cards will be treated as voter identity cards. In absence of updated office identity card, Departmental identity certificate (issued by Office Estt. Branch)/latest pay slip along with the secretariat identity card available with the voter will be treated as voter identity card.
4. Absence of name in this list does not make anybody ineligible for voting. A genuine voter, by showing his Secretariat I-card can cast his vote supported by identification by another bonafide member of the association belonging to that department only.
5. This is a secret ballot, and any ballot shown/exposed to anybody else will be rejected on the spot.
6. Discussion/campaigning inside the voting hall / booth is strictly avoided.
7. Use of mobile phone inside the voting halls is prohibited. It is advised to switch off mobile phones before entering the voting hall.
8. It is requested to cast your votes as per their conscience and without any fear or pressure.
9. Please extend all possible co-operation to the Election Commission & volunteers for smooth conduct of the poll.
10. In the poll process, the decision of the Election Commission is final and binding.

OSSA Election 2025: More than 40 Nominations filed
ଓଡ଼ିଶା ସଚିବାଳୟ ସେବା ସଂଘ ର ନିର୍ବାଚନ ବିଗୁଲ ବାଜି ସାରିଛି । ନିର୍ବାଚନ କମିଶନ ଙ୍କ କାର୍ଯ୍ୟସୂଚୀ ଆନୁଯାୟୀ ଆଜି ଥିଲା ନାମାଙ୍କନ ପତ୍ର ଦାଖଲ ର ଶେଷ ଦିନ। ଖାରବେଳ ଭବନ ସ୍ଥିତ ସଂଘ କାର୍ଯ୍ୟାଳୟ, ଓସା ଭବନ ରେ ଆଜି ବିଭିନ୍ନ ବର୍ଗର ପ୍ରାର୍ଥୀ ସେମାନଙ୍କ ପ୍ରସ୍ତାବକଙ୍କ ଉପସ୍ଥିତିରେ ମୋଟ ୯ ଟି ପଦବୀ ପାଇଁ ନିଜ ନିଜର ପ୍ରାର୍ଥୀ ପତ୍ର ଦାଖଲ କରିଛନ୍ତି ।

OSSA Election 2025 : Nomination filing starts today.
As per schedule of Election Commissioner, the Nomination for 9 (nine) posts of Odisha Secretariat Service Association (OSSA) starts today i.e.21.04.2025 and will continue till 23.04.2025 during 6:30 PM to 7:30 PM at OSSA BHAWAN. After due procedure, the polling will be held on 7th May, 2025. The office bearers will be elected for two years.
It is to mention here that last election was held on 12th April, 2022.

4. Secretaries (four)
5. Auditor (one)
INSTRUCTIONS FOR NOMINATION
- No member can contest for more than one post.
- Only Bonafide members of the association can propose a member to contest in the election.
- No member can propose more than one candidate
- Members filing Nominations and their proposers are to bring the original as well as photocopy of the office identity card and receipt of payment of annual subscription of membership of OSSA for the year 2025.
- Two passport size photographs are to be submitted
- Mention Mobile number in the nomination form just below the signature.

Unified Pension Scheme: FAQ
ସରକାରୀ ଚାକିରି କରିଥିବା ପ୍ରତ୍ୟେକ ବ୍ୟକ୍ତି ଏବେ ତିନି ଶ୍ରେଣୀର ପେନସନ ଯୋଜନା ରେ ବିଭକ୍ତ।
- ପୁରାତନ ପେନସନ (Old Pension Scheme)
- ନୂତନ ପେନସନ (New Pension Scheme)
- ୟୁନିଫାଏଡ ପେନସନ (Unified Pension Scheme)
ତେବେ ଚଳିତ ବର୍ଷ ୧ ଅପ୍ରେଲ, ୨୦୨୫ ଠାରୁ ଲାଗୁ ହୋଇଥିବା ୟୁନିଫାଏଡ ପେନସନ ସ୍କିମ୍ (UPS) ବିଷୟରେ ସାଧାରଣରେ ଥିବା କେତେକ ପ୍ରଶ୍ନର ଉତ୍ତର ନିଜ ସାଧ୍ୟାମତେ ନିମ୍ନରେ ପ୍ରଦାନ କରୁଅଛି । ତେବେ ସଠିକ୍ ତଥା ଅଧିକ ବିବରଣୀ ପାଇଁ ସରକାରୀ ଗେଜେଟ ବିଜ୍ଞପ୍ତିକୁ ଅନୁକରଣ କରିବାକୁ ଅନୁରୋଧ।
୧) ଯେଉଁ ସରକାରୀ କର୍ମଚାରୀ NPS ଅନ୍ତର୍ଭୁକ୍ତ ଅଟନ୍ତି, କେବଳ ସେହିମାନେ ହିଁ UPS ଚୟନ କରିପାରିବେ ।

୩) କେଉଁମାନେ UPS ର ସୁବିଧା ପାଇପାରିବେ ?
କ - ଅତି କମରେ ୧୦ ବର୍ଷ ଚାକିରୀ କରି ଅବସର ନେଇଥିଲେ ।
ଖ - ବାଧ୍ୟତା ମୂଳକ ଅବସର ନେଇଥିଲେ ।
ଗ - ସେବାନିବୃତ୍ତି ଅବସର ନେଇଥିଲେ ।
ଘ - କିନ୍ତୁ ଦଣ୍ଡ ସ୍ୱରୂପ removal, dismissal ହେଲେ କିମ୍ବା ନିଜେ resignation ଦେଇଥିଲେ UPS ଲାଗୁ ହେବ ନାହିଁ ।

୪) ନୂତନ କରି ଯୋଗ ଦେଉଥିବା କିମ୍ବା NPS ଅନ୍ତର୍ଭୁକ୍ତ ସରକାରୀ କର୍ମଚାରୀ ନିମ୍ନ ଲିଖିତ ଦୁଇ ବିକଳ୍ପ ମଧ୍ୟରୁ ଗୋଟିଏ ଚୟନ କରିପାରିବେ ।

ଗ - ୨୫ ବର୍ଷରୁ କମ ବର୍ଷ ଚାକିରୀ କରିଥିଲେ, ସମାନୁପାତିକ ଭାବେ କମ୍ ପେନସନ ମିଳିବ କିନ୍ତୁ ଏହା ଯଦି ୧୦୦୦୦ ରୁ କମ ହୁଏ ତେବେ ଅତି କମରେ ୧୦,୦୦୦ ଟଙ୍କାର ସୁନିଶ୍ଚିନ୍ତ ପେନସନ ମିଳିବ ।
ଘ - କିନ୍ତୁ ୧୦ ବର୍ଷରୁ କମ ଚାକିରି ହୋଇଥିଲେ UPS ନିୟମରେ ପେନସନ ମିଳିବ ନାହିଁ ।
# ଫାମିଲି ପେନସନ : ଅବସର ପରେ ମୃତ୍ୟୁ ହେଲେ ସ୍ତ୍ରୀ କୁ ପେନସନ ର ୬୦% ଫାମିଲି ପେନସନ ହିସାବରେ ମିଳିବ ।
# ମହଙ୍ଗା ଭତ୍ତା : ଉଭୟ ପେନସନ ଓ ଫେମିଲି ପେନସନ ସହିତ ବର୍ଦ୍ଧିତ ମହଙ୍ଗା ଭତ୍ତା ଲାଗୁ ହେବ ।

୬) ଅବସର ପରେ ଏକାସାଙ୍ଗରେ କେତେ ଟଙ୍କା ମିଳିବ ?
ମାସିକ (Basic + DA) * ୧୦% * ୬ ମାସିକ କାର୍ଯ୍ୟକାଳ ସଂଖ୍ୟା
# ୧୦ ବର୍ଷରୁ କମ ଚାକିରି ହୋଇଥିଲେ lump sum ମିଳିବ ନାହିଁ।

୭) UPS ଚୟନ କଲେ NPS ରେ ଆଉ ଜମା କରିବାକୁ ପଡ଼ିବ କି ନାହିଁ । ଉତ୍ତର : ହଁ
କ) କେବଳ NPS ଅନ୍ତର୍ଭୁକ୍ତ ହୋଇଥିଲେ ହିଁ UPS ବିକଳ୍ପ ଚୟନ କରାଯାଇପାରିବ।
ଖ) ତେଣୁ NPS ପାଇଁ ପୂର୍ବପରି ଦରମାରୁ ୧୦% କାଟି NPS ରେ ଜମା କରାଯିବ
ଗ) କିନ୍ତୁ NPS ରେ ଦୁଇ ପ୍ରକାର Fund ରହିବ।
#୧ : Individual Corpus Fund =
(Employee Contribution ୧୦% + Government Contribution ୧୦%)
#୨ : Pool Corpus Fund = Additional Government Contribution ୮.୫%

୮) UPS ପାଇଁ ଚୟନ କଲେ NPS ରେ ଆଗରୁ ଜମାଥିବା ଟଙ୍କା କଣ ହେବ ?
କ) ବର୍ତ୍ତମାନ ସୁଦ୍ଧା ଜମା ଥିବା ସମସ୍ତ ଟଙ୍କା Individual Corpus Fund ରେ ଜମା ହେବ ।
ଖ) ପରବର୍ତ୍ତୀ ମାସ ମାନଙ୍କରେ ପୂର୍ବପରି ଦରମା (basic+ DA) ରୁ ୧୦% କଟିବ ଏବଂ ସରକାରଙ୍କ ତରଫରୁ (୧୦+୮.୫)% ପ୍ରଦାନ କରାଯିବ ।
ଗ) କର୍ମଚାରୀଙ୍କ ୧୦% ଏବଂ ସରକାରଙ୍କ ୧୦% Individual Corpus Fund ରେ ଜମା ହୋଇଚାଲିବ। କିନ୍ତୁ ସରକାରଙ୍କ ଅତିରିକ୍ତ ୮.୫% Pool Corpus Fund ରେ ଜମା ହେବ ।

୯) Benchmark Corpus : କୌଣସି କର୍ମଚାରୀ UPS ଚୟନ କଲେ, ନିୟମିତ NPS Contribution ତଥ୍ୟ ଅନୁଯାୟୀ PFRDA ଦ୍ଵାରା ଏକ Benchmark Corpus ନିର୍ଦ୍ଧାରଣ କରାଯିବ ।

୧୦) ଅବସର ପରେ NPS ରେ ଆଗରୁ ଜମାଥିବା ଟଙ୍କା କଣ ହେବ ?
କ) ଅବସର ପରେ Individual Corpus ଟଙ୍କା ମଧ୍ୟରୁ Benchmark Corpus ର ସମାନ ପରିମାଣ ଟଙ୍କା/ୟୁନିଟ Pool Corpus Fund ରେ ଜମା କରାଯିବ ।
# ଯଦି Individual Corpus Fund ରେ Benchmark Corpus ଠାରୁ କମ ଟଙ୍କା /ୟୁନିଟ ଥିବ, ତେବେ କର୍ମଚାରୀ ନିଜ ପକ୍ଷରୁ ନିଅଣ୍ଟ ଅର୍ଥ ଜମା କରିବାକୁ ପଡ଼ିବ । ନଚେତ୍ ଆନୁପାତିକ ହାରରେ ସୁନିଶ୍ଚିତ ପେନସନ ପ୍ରଦାନ କରାଯିବ ।
# ଯଦି Individual Corpus Fund ରେ Benchmark Corpus ଠାରୁ ଅଧିକ ଟଙ୍କା /ୟୁନିଟ ଥିବ, ତେବେ କର୍ମଚାରୀ ଖାତାକୁ ଏହି ବଳକା ଟଙ୍କା/ୟୁନିଟ ପ୍ରଦାନ କରାଯିବ ।

Pool Corpus Fund କୁ Individual Corpus Fund ସ୍ଥାନାନ୍ତର ହେଲେ ହିଁ ସୁନିଶ୍ଚିତ ପେନସନ (Assured Payout) ପ୍ରଦାନ ତଥା ଏକକାଳୀନ (Lump sum) ଅର୍ଥ ପ୍ରଦାନ କରାଯିବ ।
