Cabinet Decision Dt.10.10.2025

Odisha Cabinet approved a total of 15 proposals from 10 different departments during the 28th meeting held at Lok Seva Bhavan Conference Hall this evening.  Out of the proposals, 4 from Water Resources Department, 3 from Labour and ESI Department and 1 each from FS&CW, Industries, S&ME, H&UD, Finance, Law, Health and PA Department were approved. Odisha payment of recruitment examination fees and refund Rules, 2025.

Government has decided to introduce recruitment fee to be collected from candidates for appearing any competitive examinations. The fee will refunded to the candidates who actually appear for the recruitment examination.

3. Payment of Examination Fee:
(1) Candidates except Scheduled CasteScheduled Tribe and Persons with Disability (PwDs) category, applying for recruitment to any posts and services in the State Government shall be required to pay a prescribed examination fee as notified by the recruiting agency from time to time.
(2) The examination fee shall be paid through such modes and within such time limits as may be specified by the recruiting agency.
4. Refund of Examination Fee:- 
(1) The examination fee paid under rule 3 shall be refunded to candidates who actually appear for the recruitment examination.
(2) The refund shall be processed within a reasonable period after the conduct of the examination and completion of verification of attendance records.
(3) The refund shall be credited to the bank account or payment method used at the time of registration, or as otherwise specified by the authority.
(4) No refund shall be admissible to candidates who fail to appear in the examination for any reason whatsoever.
(5) The authority conducting the examination shall take necessary steps to ensure transparency and efficiency in the refund process.

Cabinet approves 3% DA hike for CG Employees (55% to 58%)

Cabinet approves additional instalment of three per cent Dearness Allowance to Central Government employees and Dearness Relief to Pensioners

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi today has approved to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f  01.07.2025 representing an increase of 3% over the existing rate of 55% of the Basic Pay/Pension, to compensate against price rise.

The combined impact on the exchequer on account of increase in both Dearness Allowance and Dearness Relief would be Rs.10083.96 crore per annum. This will benefit about 49.19 lakh Central Government employees and 68.72 lakh pensioners.

This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.

Bhubaneswar Club Election 2025-2027

General Election for office bearers of Bhubaneswar Club for the year 2025-27 is scheduled to be held on 21st September, 2025.

Returning Officer has published valid nomination of candidates for all posts i.e. President, Vice-President, Joint Secretary, Honorary Secretary, Six Members of the Committee.

2nd National Conference on Mediation : Deployment of Officers

Law Department in collaboration with office of the Ld Advocate General, Odisha is convening the 2nd National Conference of Mediation on 28.09.2025 at State Convention Center, Lokseva Bhawan, Bhubaneswar 
For smooth conduct of the Conference, Officers from different cadre i.e. OAS, ORS, OSS, OSLS have been deployed to Law Department as Liaison Officer from 25th to 30th September, 2025


National Mediation Conference is scheduled to be held on 28th of September 2025 at Loka Seva Bhavan, Bhubaneswar under the aegis of the Office of the Advocate General, Odisha and the Department of Law, Government of Odisha. The first conference was held at New Delhi on 3 of May, 2025 under the aegis of the office of the Attorney General of India and the Department of Law and Justice. The mediation as a concept is gaining popularity after the enactment of the Median Act, 2023 and has emerged as an effective tool for resolution of disputes amicably. Since the courts are overburdened with many frivolous and unnecessary litigations. The same can be addressed through mediation with an abert intention of reducing the burden on the courts. Therefore, keeping in view the above objective, the Office of the Advocate General is entrusted with the task of holding the Second Mediation Conference. The said National event is going to be organized in the august presence of distinguished luminaries of the country. The Hon’ble President of India has been invited to inaugurate the function in the presence of the Hon’ble Governor of Orissa.

The Hon’ble Chief Justice of India Mr. B. R. Gavai, Hon’ble Mr. Justice Surya Kant, Hon’ble Mr. Justice Vikram Nath, Hon’ble Mr. Justice J.K Maheshwari, Hon’ble Mrs. Justice B.V. Nagarathna, Hon’ble Mr. Justice M.M Sundresh and Hon’ble Mr. Justice Arvind Kumar are amongst the others notable dignitaries who have kindly consented to grace the occasion. Besides, a large number of legal luminaries, including the Chief Justices of various High Courts, the Attorney General of India, the Solicitor General of India, and the Additional Solicitor Generals of India are also attending the said function as per their confirmation. The Advocate Generals of various states are also the invites to the said function, a good number of Vice Chancellor of different National Law Universities and persons trained in mediation are in the list of invitees. Besides the Head of different Insurance Companies, Public Sector Undertakings, government and semi-government bodies who are litigating with the private litigants are also being invited to the said national event.

"One Time Settlement Scheme" for the pending e-challan

With a view to provide an opportunity to such violators to settle their disputes by paying fines at a reduced amount as at Annexure at the earliest, Government have been pleased to announce a "One Time Settlement Scheme" for the pending e-challans as on the 31st July, 2025. The Challans in respect of which Prosecution Reports (PR) has been submitted to designated Courts will not come under the purview of the Scheme. 

The above benefit is one time and will be available for a period of six months only from the date of issue of the Notification relating to one time settlement.
